Citizen Advisory Committee Minutes 11/25/2019 1 Citizens Advisory Committee Collier County Growth Management Department Main Conference Room 2885 Horseshoe Drive South Naples, FL 34104 November 25, 2019 at 2:00 p.m. 1. Call to Order Meeting was called to order at approximately 2:01 P.M. 2. Roll Call Mr. Ortman called roll and confirmed a quorum was present. Members present Pam Brown, Chair, At-Large Gary Shirk, At-Large Member Russell Tuff, District III Neal Gelfand, District II Karen Homiak, District I Rick Hart, Persons with Disabilities Others present Anne McLaughlin, Collier MPO Executive Director Bill Silkowski Eric Ortman, Senior Planner Victoria Peters, FDOT, District 1 Liason Michael Seef - Public guest Josh Rincon - Representative of Minorities 3. Approval of the Agenda Pam Brown moved to approve the Agenda, seconded by Gary Shirk. Carried unanimously. 4. Approval of October 28, 209 Meeting Minutes Russell Tuff moved to approve the Meeting Minutes, seconded by Neal Gelfand. Carried unanimously. 5. Public Comments on Items not on the Agenda None. 6. Agency Updates A. FDOT Ms. Peters brought in the draft tentative FDOT Work Program. Will discuss under Item 8B. She went to the Ciclovia event. They had approximately 170 people in 90 minutes. Went over and explained the armbands and safety vests with parents and children. Very successful event. District drainage engineer, Brent Sachel, is studying Owl Hammock. There have been 8 panther deaths in the 2 curve recently. He’s requesting a stand alone project to address fencing and vertical clearance. Will report on progress. CRA meeting last month, had requested a report. B. MPO Executive Director Advertising for committee seats instead of being appointed. Pam & Gary are At Large; their seats expire March, 2020. Robert Anderson resigned due to health issues and William Stephens resigned due to schedule conflict with meeting time. 7. Committee Action A. Endorse Amendment to FY 2020-2024 Transportation Improvement Plan (TIP) FDOT is asking MPO to add transit project. Without amendment, they won’t be able to get federal funding. Karen Homiak made motion to endorse, seconded by Pam Brown. Motion carried. B. Endorse 2045 LRTP Zonal Data for Submission to FDOT Bill Silkowski, sub-consultant for Jacob Engineering. He presented slideshow for population growth. Discusses 2015 and 2045. Growth model in 2024 will be based on 2020 census. Gary Shirk made motion to endorse, seconded by Russell Tuff. Motion carried. 8. Reports and Presentations A. Report on Advancing Projects to Spend Down FY 2020 SU Box Funds SU has excess funds. FDOT is reviewing projects. Looking for feasible projects to spend down funds in 2021. B. Report on FDOT Tentative FY 21-25 Work Program Report is posted on the website and has received some public comments. MCORS is at the public comment stage. 9. Member Comments None 10. Distribution Items A. 2020 MPO Calendar May need to meet a week earlier in May due to Memorial Day. 11.
