Chairman Kurtz called the meeting to order at 9:00 a.m
1. Approval of previous meeting minutes from May81 2019
Mn Vasey moved to approve the minutes of the May 8, 2019 meeting as presented. Second by Mn
Chrzunowski. Carried unanimously 10 - 0.
2. SCORE Floodplain Management CAV meetings update
Mr. Masonreported a review was corrpleted wittr 10 permits needing fi.rther clarification and staff
submitted the necessary docurnentation on the matters and the County is in 100 percent conpliance as of
Jnne of2019.
3. Floodplain Management Section Staff and Plans Reviewnew CFM's
Mr. Masonreported 4 new CFMs (Certified Floodplain Managers) have been added to staff
4. Floodplain Management Section Current Project Update
Mr. Masonreported on the following projects:
o Staf working with Enrergency Management Service to update the flood plain annexes for the
local mitigation stratery.
o The Floodplain Managernent Plan is slated to be updated r:r2020 however the actffiy nny be
delayed nto 2021to ensure conclllrency with the new CRS manual
o Preparation of the new floodplain maps is underway.
The following concerns were noted duting connnittee discussions:
o The rpdating ofthe new floodplain rnaps may not correlate with any new LIDAR rnapping,
creating the need for revisions after the process.
. General observation, the rnapping process does not address current conditiors given the length of
tinre required to develop them
Stalf noted they would contact the necessary parties to notify them of the concerns regarding the
LIDARmapping.
5. SeaLevelRise Subcommittee Update
Ms. Patterson reported the NOAA shrdy continue into its third year and the Coruty is awaiting
confirnration onaward ofthe 2dgrant to fi:nd activities and areview ofthe r,r.rlnerability assessment is
urderway.
The Committee requested staff to determine the status of any tidal gauges in Naples Bay.
6. Floodplain Management Plan Mitigation Update
Mr. Mason submitted the "FMP Progress Report for 2019 Action ltems 3rd Quarterly Meeting 2019 -
August 14, 20t9" for ffirmational purposes and reported on the following staff activities:
o Continuing to inplement policies requiring BMPs (Best Managenrent Practices) for erosion and
sediment controls to corrply with NPDES permit requirernents - Engineering Review Section
continues to implement BMP's policies. Pollution Control Section continues to respond to
sediment and erosion control complaints and educates on deficient BMP utilization.
o Continuing stormwater management and water quality prograns to address BMP tlrouglrout the
Courty - Pollution Control Section continues to operate an ambient wdter quality monitoring

program designed to monitor trends tn the County's water quality. This information is used to

. Maintain a professiornl landscaper certification program - Upcoming class mangrove trimming
and regulations workshop 9/17/2019 at the Rookery Bay Environmental Learning Center.
o Developnrent of a LID (t ow Irrpact Developrnent) manual - The draft LID manual is complete
and was sent to Engineering Review on 7/24/2018.
During Conn:nittee discrssion it was noted the County's arnended Fertilizer Ordinance was adopted
which did not include a wet season ban as the science did not support the restrictions, however the
document does contain Best Managernent Practices for those applying the chemicals
7. Reviewdevelopment from the last quarter
Mr. Masonreported 791 permits were issued for construction of new cornnrercial, multifamily and I -
2 fanrrly sfuctures from April I - Jrure 30.
