The Landscape & Safety Committee of the Pelican Bay Services Division met on Thursday,
October 17 at 1:00 p.m. at the Community Center at Pelican Bay, located at 8960 Hammock Oak
Drive,Naples, Florida 34108. The following members attended.

APPROVAL OF 09/19/19 MEETING MINUTES
Mr. Cravens motioned, Mr. Fogg seconded to approve the 09/19/19 meeting
minutes as presented. The motion carried unanimously.
INTRODUCTION OF OUR NEW SHERIFF'S DEPT. LIAISON
Dr. Chicurel introduced our new Sheriffs Dept. liaison, Cpl. Jim McGilvrey, a member of
the community outreach policing patrol division of the North Naples section of the Sheriffs
Office. Cpl. McGilvrey provided a brief biography and provided comments on the following:
• Any general safety concerns should be reported to the N. Naples substation via 252-9100.
The information will be recorded and provided to local law enforcement personnel. This
would apply to concerns over vehicles egressing from Gulf Park Dr. and making a left turn
onto US 41.
• Any "in progress" non-criminal concerns should be reported to the Sheriff's Dept. non-
emergency line via 252-9300. This would apply to an"in progress"car carrier off-loading
a vehicle on a PB road.
• Extraordinary supplemental duty patrols may be available on a limited basis in the near
future.
Dr. Chicurel commented on a recent conversation on car carrier off-loading with Sgt.
Tomlinson of the Sheriffs Office who commented that (1) the Sheriffs Dept. has stepped up
patrolling Pelican Bay to address this issue, and (2) a compromise may be to allow car carriers to
stop in"turn lanes for U-turns" for off-loading purposes.
AUDIENCE COMMENTS
None
STREET SIGN BASES
Dr. Chicurel commented on examples of our new partially installed street signs, included
in the agenda packet. Mr. Dorrill commented that the bases were designed with a large diameter
and thickness, to withstand hurricane-force winds. Ms. Jacob commented that she is working on
a possible design change to shorten the bases to remediate some utility conflicts. Mr.Dorrill noted
that if the specs are adjusted too much,we may lose some FEMA reimbursement as this is a FEMA
mitigation grant project. He will keep the committee aware of any changes to the specs, and will
look into the possibility of staining the visible concrete section of the bases.
ABB PHASE II SURVEY PRESENTATION
Dr. Chicurel commented that he recently completed a"walking" evaluation of Phase Two
of the sidewalk replacement project with staff and our AB&B engineer, Mr. Carr, which included
the west side of Pelican Bay Blvd., Hammock Oak Drive, and North Pointe Drive. Mr. Carr
provided a presentation on this walking evaluation and commented on each possible conflict
observed including(1)possible removal of sabal palms,(2)additional meandering of the sidewalks
to avoid conflicts, (3) reduction of the six-foot wide sidewalks to five feet to avoid conflicts in

some segments, and (4) the need to obtain easements in some segments which will be constructed
on private property. Dr. Chicurel noted that based on this evaluation, no hardwood canopy trees
would need to be removed in Phase 2. Dr. Chicurel will schedule and complete a walking
evaluation of potential conflicts in Phase Three of our sidewalk construction project before the
November committee meeting.
Mr. Fogg suggested that we consider 5-foot wide sidewalks on our tertiary roads, and
continue with our plans for 6-foot wide sidewalks on Pelican Bay Blvd. He noted that 6-foot wide
sidewalks are not required on non-arterial roads, and that 6-foot wide sidewalks may encourage
more bicyclists on these sidewalks. Mr. Weir agreed. Dr. Chicurel commented that he would look
into this suggestion.
ARBORIST SELECTION PROCESS FOR SIDEWALK PROJECT
Mr. Dorrill commented that an arborist will be hired after the design engineer has
completed construction drawings. He noted that there are no arborists under contract with the
County, and therefore an arborist will be hired on a time and materials basis. Mr. Dorrill
commented that we have had good past experience with the arborist work completed by Signature
Tree.
Ms. Jacob commented that she expects our Request for Professional Services (RPS) for a
design engineer for our sidewalk project will go out for bid in a few weeks, for 30 days. This
engineer will ultimately provide an engineer's estimate of cost of the project.
CURRENT SIDEWALK MAINTENANCE PLAN
Dr. Chicurel commented that our sidewalk maintenance plan was outlined at our October
PBSD Board meeting. Mr. Dorrill plans to discuss an assessment of sidewalk safety hazards in
Pelican Bay at his staff meeting next week. He explained that we will use County contractors to
complete the repairs and we will look into the possibility of"cold patch repairs." Mr. Dorrill
commented that his goal is to complete the assessment by the end of the first quarter.
Mr. Fogg suggested that PB residents be informed that they should now report sidewalk
safety issues to the PB SD, and should no longer contact the County. Dr. Chicurel will provide this
information to the PBF to be included in the next e-blast.
CHAIRMAN'S COMMENTS
Dr. Chicurel commented on the possible increase in the population of iguanas (an invasive
species) in Pelican Bay. He intends to gather information on this issue including (1) the level of
County awareness and action plans, and (2)the awareness and opinion of the PBF.
COMMITTEE MEMBER COMMENTS
Mr. Cravens commented that this morning he observed some PB residents visiting the area
near Marker 36 experiencing respiratory irritation resulting from the red tide blooms out in the
Gulf of Mexico.

PELICAN BAY SIDEWALK UPDATE
From the PBSD Landscape & Safety Committee
This latest update evaluates our future 6-foot sidewalks and
and the possible conflicts that might be encountered when final
construction plans are developed next year.
An onsite evaluation of Green Tree Drive, Ridgewood Drive,
and Gulf Park Drive was conducted with our civil engineers
utilizing their detailed community survey.
Maintaining the construction criteria of (1 ) allowing the new
sidewalk to meander around utility and/or tree conflicts and
(2) reducing the sidewalk width to the existing sidewalk width or
less than 6 feet when conflicts arise, the following was
determined:
1 . approximately 7 short segments would remain the
existing width;
2. several segments would meander around conflicts; and
3. three cabbage palms will need to be removed.
4. As was the case in the previous two evaluations on
both sides of Pelican Blvd., no hardwood trees need to
be removed.
Our next update will evaluate Crayton Road, Myra Janco
Daniels Blvd. and Vanderbilt Beach Road.

Lisa, I know and understand the thinking regarding a cross walk at Las
Brisas.... I suspect there is someone in every association who would like to
have a cross walk directly in front of their community.... we could have a
crosswalk every 200' of pavement! Nevertheless, I am sending the

This morning while Carol and I were walking on the sidewalk just west of the entry to the Club,we
witnessed a speeding car headed west on Gulf Park Drive braking at the last moment to avoid
running broadside into one of our residents riding a three wheel bicycle who was crossing from Las
Brisas to the Club.
In our own experience we have had to out-run speeding cars many times in order to safely cross Gulf
Park Drive at that point.
With fifty residences potentially affected Carol and I have a difficult time understanding why Pelican
Bay is unable to protect its residents with a traditional crosswalk with warning signs at this
intersection.
Perhaps our board of directors could take this issue to the appropriate officials and obtain a solution.
If it would help to have signed "petitions"or a vote of the residents, I ask the board to help make
this happen.The safety of our residents is at stake. In fact our very lives are at risk.The average
speed of vehicles on Gulf Park Drive is well above the posted speed limit and I have seen no sheriff
enforcement of speeding on this street in the six years we have lived here
