EXECUTIVE SUMMARY
Recommendation to reappoint six members to the Development Services Advisory Committee.
OBJECTIVE: To reappoint six members to the Development Services Advisory Committee (DSAC) to
four-year terms expiring on December 14, 2023.
CONSIDERATIONS: This 15 member committee was created by Ordinance No. 93-76, as amended, to
provide reports and recommendations to the BCC to assist in the enhancement of operational efficiency
and budgetary accountability within the Growth Management Division and to serve as a primary
communication link between the Growth Management Division, the development industry and the
citizens of Collier County. This committee represents the various aspects of the development industry
such as architect, general contractor, residential or building contractor, environmentalist, land planner,
land developer, landscape architect, professional engineer, utility contractor, plumbing contractor,
electrical contractor, structural engineer, and attorney. Terms are 4 years. A li st of the current
membership is included in the backup.
Six seats on this committee will expire on December 14, 2019. The pending vacancies were advertised
and applications were received from the following:

NOTE: Term limits apply to the membership of this committee, per Code of Laws Sec. 2-1033(b),
Terms of Office, which states: “Thereafter, each appointment or reappointment shall be for a term of
four years. Terms of office shall be limited to two consecutive terms of service.” This restriction is
applicable to all of the reapplying candidates excepting Mr. English.
ATTENDANCE: In the past two years, Mr. Espinar has had four absences; none of the ot her candidates
had any unexcused absences.
COMMITTEE RECOMMENDATION: At its regular meeting on November 6, 2019, the committee
voted to recommend that Ms. DeJohn, Mr. Foley, Mr. English, Mr. Gentry, Mr. Valle, and Mr. Espinar,
each be reappointed to their respective seats, to four-year terms expiring on December 14, 2023. The
committee further requests that the Board of County Commissioners waive any term limit restrictions
which would prevent these members from continuing their volunteer service on this c ommittee. A

RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the reappointments.
