Agenda 12/10/2019 Item #16F11 (RPS #19-7650 - Davidson Engineering, Inc.)12/10/2019 EXECUTIVE SUMMARY Recommendation to award Request for Professional Services (“RPS”) # 19-7650, “Golden Gate Golf Course Redevelopment Planning and Engineering,” to Davidson Engineering, Inc., for professional planning and engineering services in a time and materials amount not to exceed $684,666.50, and authorize the Chairman to execute the attached contract and authorize all necessary budget amendments. _____________________________________________________________________________________ OBJECTIVE: To obtain professional planning and engineering services for the development of the Golden Gate Golf Course. CONSIDERATIONS: Collier County closed on the purchase of the Golden Gate Golf Course property on July 31, 2019. On August 5, 2019, the Procurement Services Division released notices of RPS # 19- 7650. A selection committee reviewed seven (7) proposals and short -listed the top four (4) firms for the next step of oral presentations. The oral presentations resulted in Davidson Engineering, Inc. (“Davidson”), being ranked as the top firm. On October 8, 2019, the Board accepted the selection committee ranking and authorized staff to negotiate a contract with Davidson, the top ranked firm, for Golden Gate Golf Course Planning and Engineering services (Agenda Item 11.E). Consistent with the Competitive Consultant’s Negotiation Act, Florida Statutes, § 287.055, staff negotiated and reached a proposed agreement with Davidson in a time and materials amount not to exceed $684,666.50, for all professional services. The attached agreement includes conceptual planning, design, community outreach, environmental consulting, site rezone, and transportation analysis. The County reserves the right to award work for additional phases that could include schematics, construction, and other similar project needs under this agreement. Any additional phases will be negotiated with the vendor based on future Board direction to proceed. FISCAL IMPACT: The FY 20 budget appropriates $500,000 in General Governmental Capital Fund (301), Project No. 80412 (GG Golf Course) for GG Golf Course Redevelopment Planning and Engineering. The balance of funding required to award RPS #19-7650 will be provided by budget amendment from General Governmental Capital Fund (301) contingency reserves. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval.-SRT GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with this action .
