EXECUTIVE SUMMARY
Recommendation to authorize the necessary budget amendments to reflect the estimated funding
for Calendar Year 2020 Older Americans Act (OAA) Programs in the amount of $1,328,364.09 and
the estimated cash match of $88,185.44. The vendor provides the estimated match in the amount of
$54, 217.53.
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors’ frail,
elderly clients.
CONSIDERATION: The OAA program is a federally funded program offering a variety of in-home and
community-based services. This grant is received from the Florida Department of Elder Affairs (DOEA)
and is managed by the Area Agency on Aging (AAA). This grant enables the County’s Services for
Seniors (CCSS) Program to provide in-home services to seniors and their caregivers so that they can
remain in their homes and live with independence and dignity.
The current Community and Human Services Division (CHS) grant agreement will expire on December
31, 2019, and the new contract will begin on January 1, 2020. To avoid disruption in services and ensure
compliance with the grant service agreement requirements, the upcoming funding has been estimated
based on the FY19 allocation. The FY20 agreement has yet to be received, when received any necessary
Budget Amendments to reflect variation in the final allocations will be prepared and presented to the
Board.
Approval of this Item will appropriate a budget to reflect grants funding for FY20 in the amount of
$1,328,364.09. The OAA grant has a local match requirement of ten percent (10%) in the amount of
$142,402.97, which will be partially met through the local vendor match contribution ($54,217.53) **
requiring local cash match in the amount of ($88,185.44).

GROWTH MANAGEMENT: There is no Growth Management impact.
FISCAL IMPACT: Budget Amendments are required to recognize estimated grant revenue of
$1,328,364.09 for the FY 2020 OAA Program to Human Services Grant Fund (707), Projects 33657 (3B),
33658 (C1), 33659 (C2), 33660 (IIIE), and 33661 (NSIP). A local match of 10% is required in the amount
of $142,402.97 and will be met by a combination of local funding of $88,185.44 and estimated vendor

match of $54,217.53. A Budget Amendment is necessary for the local match portion in the amount of
$88,185.44 available from the Human Services Grant Fund (707) Reserves through the recognition of
carryforward.
LEGAL CONSIDERATIONS: This Item does not raise any legal issues and requires a majority vote for
Board action. - JAB
