EXECUTIVE SUMMARY
Recommendation to approve a purchase order modification in the amount of $92,990.00, to Stantec
Consulting Services, Inc. (under Agreement No. 14-6345), for CEI Services on the Vanderbilt Cul-
de-sacs Project and authorize the necessary budget amendment.
OBJECTIVE: To provide reliable, sustainable, and regulatory compliant services to the utility
customers along Vanderbilt Drive and the 14 adjacent Conners subdivision neighborhood cul-de-sacs by
replacing and refurbishing the water, wastewater and stormwater infrastructure, and to provide continuous
construction engineering and inspection (“CEI”) services throughout the construction process.
CONSIDERATIONS: On July 12, 2016 (Agenda Item 11E), the Board approved Purchase Order No.
4500170428 to Stantec Consulting Services, Inc., under Agreement No. 14-6345, “Construction
Engineering and Inspection Services for the Wastewater Basin Programs,” for the Vanderbilt Cul-de-sacs
Project. On March 26, 2019, the Board approved a purchase order modification in the amount of
$307,024 covering additional inspection services resulting from the contractor increasing its production
by adding additional crews in the field, the 48 extra contract days added in change orders 5 and 7, as well
as the additional time required for the Public Information Officer to work on the Project.
On October 24, 2019, the Vanderbilt Cul-de-sacs project reached substantial completion signifying that
all streets have at least one layer of asphalt and the County has beneficial usage of the water, wastewater
and stormwater systems. During the week of November 18, 2019, the project completed the final layer of
asphalt on all streets and is 92% complete overall. The last remaining items that the contractor will be
completing include restoration activities and addressing punch list items.
Change Order #11 included 60 additional days to reached final completion that was necessary to finish
additional driveway work that exceeded the original estimated amount. On November 11, 2019, after
negotiations with the County, Stantec provided a time and materials proposal in the amount of
$92,990.00, which includes CEI services and public information services for those additional 60 days. As
a result of those negotiations, Stantec will reduce the level of service by 50% for the months of January
and February 2020, and by an additional 25% reduction for March 2020.
FISCAL IMPACT: The sources of funding are user fees in the Water Capital Fund (412) and
Wastewater Capital Fund (414) and General Fund (001 & 111) transfers to the Stormwater Capital Fund
(325). To cover costs for the additional funding to Agreement No. 14-6345, a budget amendment is
required in the Wastewater Capital Fund (414), in the amount of $58,583.70. The table below sho w the
sources of funding for the Stantec purchase order modification.

Modification #3
Attached is a modified fee proposal associated with construction, engineering, and inspection (CEI) and
Public Information Outreach (PIO) services associated with the extension of the Contractor’s construction
contract. We are requesting to modify the existing PO to allow Stantec to continue providing CEI and PIO
services for the project through the end of the project, while providing the specified level of effort requested
by Collier County, as described below.
In our previous PO MOD, Stantec had requested additional budget to serve the County through October 22,
2019, which at the time was 21 days after the Contractor’s scheduled Final Completion Date. Since then,
there have been additional days added to the Contractor’s schedule. We currently understand that the
Contractor’s Final Completion Date will be March 30, 2020 and that no additional time will be granted to the
Contractor. Through discussions with Collier County project management staff, we understand the County
would like Stantec to continue providing CEI and PIO Services as follows:
• 11/11/19 to 12/20/2019 - Continue providing the current level of service effort with: Sr. PM up to 6
hours per week; Engineer up to 20 hours per week; Sr. CEI Inspector up to 40 hours per week; and
PIM up to 40 hours per week.
• 12/21/2019 to 01/02/2020: No services are anticipated because the Contractor’s operations are
anticipated to be shutdown.
• 01/03/2020 to 02/29/2020: Provide a reduced level of service effort with: Sr. PM up to 2 hours per
week; Engineer up to 20 hours per week; Sr. CEI Inspector up to 20 hours per week; and PIM up to
20 hours per week.
• 03/01/2020 to 03/30/2020: Provide a further reduced level of service effort with: Sr. PM up to 1
hour per week; Engineer up to 12 hours per week; and PIM up to 10 hours per week.
There is currently enough budget remaining to provide services partway through the December 2019. The
Fee Schedule accompanying this proposal summarizes the additional budget required to provide services
as described above. The schedule has been broken out into the following parts:
A. Budget Required for Continuing our Current Effort from 11/11/2019 through 12/20/2019;
B. Additional Budget Required for Item A above, which was calculated using our remaining budget as
of 10/25/2019;
C. A breakdown of the Additional Budget Required for Item A;
