Agenda 12/10/2019 Item #11H (Contract #14-6345 - Stantec)12/10/2019 EXECUTIVE SUMMARY Recommendation to approve a $535,211 purchase order to Stantec Consulting Services, Inc., under Contract Number 14-6345 for Construction, Engineering, and Inspection Services for the Public Utility Renewal Project for 96th Avenue North, Project Numbers 60139 and 70120. This is a companion to agenda item to 11.G. OBJECTIVE: To obtain professional Construction, Engineering, and Inspection (“CEI”) services during construction of the integrated Wastewater Basin 101 Project specific for 96th Avenue North. A companion executive summary is requesting Board approval for the construction contract for the project. CONSIDERATIONS: On July 7, 2015 (Agenda Item 16.C.6.), the Board awarded Contract Number14- 6345 for CEI Services for the Wastewater Basin Programs to three different firms for each of the designated wastewater basins projects. Contract Number 14-6345 encompassed CEI services pertaining to wastewater collection, water distribution, and stormwater system construction projects within ea ch basin. The Board selected Stantec Consultant Services, Inc. (“Stantec”), for Basin 101 construction projects, which at the time of solicitation and award contemplated and encompassed an integrated water, wastewater and stormwater construction project. The proposed scope of work under Project Number 60139, “Naples Park Stormwater Improvements,” is consistent with the Stormwater Five-year Work Program of the 2015 Stormwater Management AUIR/CIE approved by the Board of County Commissioners (Board) on November 10, 2015, and with the goals, objectives and policies of the Conservation and Coastal Management Element and the Stormwater Management Sub-Element of the Growth Management Plan. The proposed scope of work under Project Number 70120, “Naples Park Area Basin Optimization,” is consistent with the FY 2020 Budget approved by the Board on September 19, 2019. On November 5, 2019, after negotiations, Stantec Consulting Services, Inc., provided a cost proposal in the amount of $535,211.00 to provide CEI services and public information services for construction of the 96th Avenue North Public Utility Renewal Project. Staff found this time and materials proposal acceptable based on prior negotiation history. The project scope includes replacing and rehabilitating water, wastewater, and stormwater assets in one coordinated project designed to minimize cost and neighborhood impact as opposed to multiple separate mobilizations. After this project is completed, four Naples Park streets will have been rehabilitate d in this comprehensive manner: 107th, 110th, 95th and 96th Avenues North. Prior to that, in 2013 and 2014, water mains were replaced on 91st, 92nd, 93rd and 94th Avenues North. The next two streets planned for water, wastewater and stormwater construction are 108th and 109th Avenues North. FISCAL IMPACT: A budget amendment is necessary to move monies between projects within the same fund. The budget amendment is included with the award of the construction project companion item. The sources of funding are General Fund (001 & 111) transfers to the Stormwater Capital Fund (325), and user fees for the Water Capital Fund (412) and Wastewater Capital Fund (414). BAC KGROUND 96th AVENUE NORTH – PUBLIC UTILITIES RENEWAL PROJECT EPMD has selected Stantec Consulting Services Inc. (Stantec) to provide construction and engineering and inspection services throughout the duration of the preconstruction, construction, and commissioning of the utilities renewal projects within Basin 101 / Naples Park area. The 96th Avenue North Public Utilities Renewal project consists of the repair and replacement of water, wastewater, and stormwater systems along 96th Avenue North, between Tamiami Trail and Vanderbilt Drive. For reference, see enclosed illustration and abstract from the Public Utilities Renewal Program website www.collierpur.com. As part of the improvements project, the Contractor will be replacing water and sewer service lines. Each clay sewer pipe lateral from the property will be replaced with new PVC pipe. The service line work may need to take place on private property and permission from the owner will be necessary. Stormwater collection and treatment system rehabilitation work will take place within the right-of-way. This project will improve the ability to send wastewater flows from Basin 101 to NCWRF and is necessary to ensure a continued high level of utility service for the community. II. PURPOSE The purpose of the 96th Avenue North Public Utilities Renewal project is to repair and replace aging water, wastewater and stormwater infrastructure. This document describes Stantec’s CEI and PIO services scope of work for the 96th Avenue North Public Utilities Renewal project. III. SCOPE OF SERVICES The three main tasks for this project include: CEI Consulting/Project Oversight and Documentation Services; Public Involvement Outreach Services; and Reimbursable Expenses, as described below. TASK 1.0 CEI CONSULTANT / PROJECT OVERSIGHT AND DOCUMENTATION Services to be provided as part of this task will include the following: 1.1 General Management and Oversight – Stantec will provide support services customarily related to the construction observation and documentation of similar projects including, but not limited to the following: a. Upon request by the Project Manager, participate in other meetings as described or implied herein. b. Coordination correspondence with County Project Manager, Engineer of Record and CEI Field staff as necessary for Construction of the Work to be in reasonable conformance with the Contract Documents, and as amended by the Engineer of Record. Deliverables: None. 1.2 General Construction/Testing Observation – Stantec will conduct on-site observations and inspections of construction/testing activities on the Project on a full-time basis, up to ten (10) hours per construction day, unless directed otherwise by the County’s Project Manager, to assess whether the Work is completed in general conformance with the Contract Documents and Shop Drawings approved by the Engineer of Record. Stantec will notify the Contractor of any issues related to non-conformance of the Work with the Contract Documents and document these notifications on the DWR. Stantec will provide interpretation of plans and specifications and will assist the Contractor by developing solutions to field issues and conflicts at the project level. If the issue or conflict cannot be resolved at the project level; Stantec will coordinate, document and prepare a Request For Clarification (RFC). RFCs prepared by Stantec will be submitted to the Engineer of Record for their response, which in turn, will be reviewed and approved by the County prior to submitting a response to the Contractor. Stantec is not responsible for the Contractor’s Safety or Maintenance of Traffic, nor has Supervisor Control of the Contractor or the authority to stop the Contractor from working. 1.3 Daily W ork Report (DWR) and Construction Documentation – Stantec will prepare a DWR with pictures recording activities and details related to the work on a form approved by the County’s Project Manager in advance of the work. Information will be recorded in the DWR when at the Project Site. The DWR will record relevant aspects of the construction observed while on site including, but not limited to: construction crew (labor) details, equipment used, materials used, compliance testing and inspection performed (by Others), site conditions, trench conditions, backfill material used, dewatering methods, compaction methods, location of the work, and other details related to the Work. The DWRs will reference the digital photographs and or video taken with appropriate file names and file locations. Additionally, the DWR will contain information related to: time and hours on the job site, weather conditions, list of visiting officials and representatives of manufacturers, fabricators, suppliers and distributors, observations in general and specific observations in more detail, such as in observing test procedures, conformance observation of materials and fittings, name plate data for equipment and material installed, customer service field log, and other information requested by the County’s Project Manager. DWRs including photographs with captions and other construction documentation will be provided to the County’s Project Manager by Stantec on a daily basis in an electronic file via E-mail, or on a digital CD, if requested by the County’s Project Manager. All other construction documentation produced by Stantec will be provided upon request. Deliverables: Daily Work Reports, Project Specific Progress Reporting for the weekly PUR website, and AC Pipe Removal Checklist. 1.4 As-Constructed Field Drawings – Stantec will maintain red pencil “mark-up” notations and sketches on full size construction plans that reflect the actual details of constructed facilities. These As-Constructed Field Drawings will be used by Stantec to validate the “As-Built” documentation provided by the construction Contractor. Deliverables: Stantec’s As-Constructed Field Drawings in Digital Format 1.5 Substantial Completion Walk-Through – Stantec’s CEI representative will attend Substantial Completion Walk-Through when requested by County Project Manager. This service will be limited to 4 walk-throughs, each up to 2 hours in duration. Deliverables: None. 1.6 Final Completion Walk-Through – Stantec’s CEI representative will attend Final Completion Walk- Through when requested by County Project Manager. This service will be limited to one walk-through up to 8 hours in duration. TASK 2.0 PUBLIC INFORMATION OUTREACH SERVICES Collier County has emphasized that communicating project initiatives, plans, and progress with community members, throughout the project duration, is a high priority. For the Wastewater Basin 101 projects, Stantec will provide a part-time Public Information Manager (PIM) to support the project team by directly communicating with the public and residents along 96th Avenue North. The PIM will be supported by other Stantec team members on an as-needed basis to assembly mailers and doorhangers. Public Information Outreach (PIO) Services – The PIO professional, supported by the Stantec team, will partner with the County Project Manager, project stakeholders, and the community to contribute to the overall project’s success by providing accurate and timely inform ation. Our approach mirrors that of the County’s through the use of existing multimedia including: a project website, printed project publications, and standard media release procedures. The PIO Professional, along with support of other Stantec team members when necessary, will provide the services identified below: • Be accessible five days a week for activities associated with public information. This proposal assumes that the PIM will provide approximately 7 hours of service per week for the duration of a 56-week project. • Receive community member complaints or concerns and provide responses within a reasonable period to reduce interruptions to EPMD staff. • Communicate the project vision, progress, goals, objectives, and the specifics of day-to-day activities. All communication will be documented and databased within an excel document. • Coordinate between community members and Contractor during construction so that Contractor can sequence construction as necessary to provide community members continuous and reasonable access to their property during construction. • Provide residents and businesses inconvenienced by the project support information which may include: details regarding access, services, etc. and may be delivered through formal or informal communications as appropriate. • Attend progress meetings to facilitate effective communication of project progress and specifics of day- to-day activities. • Coordinate with Naples Park HOA and provide updates at HOA meetings, as-needed. • Develop scheduled utility service outage notices and provide to community members in advance of the outages. Distribution of notices in the form of doorhangers will be by others. • Develop informational material to provide to the community and stakeholders as directed by the County. Informational materials may include narratives identifying the purpose of the project, scope of the work, benefit to customers, and the project goals in terms of the local community and broader County initiative. Once these materials are reviewed and approved by the County for distribution to the public, the materials will be distributed via letters, e-mails, special printings (such as doorhangers) and other forms of formal and informal communication, as determined by the County. The cost for all reimbursable materials will be invoiced under Task 2. • Develop phasing maps and prepare project a phasing map display board. • Participate in up to one (1) public information meeting prior to the commencement of construction. Stantec will prepare mailings and door hanger notifications for distribution before the meeting and will setup meeting signage. Deliverables: The PIO Communication Log, Website Change Requests, and Maintenance Log will be provided in digital format. Project related reimbursable expenses include the printing of notifications, letters, door hangers, maps, and drawings, and any costs for incurred for mailing letters including envelopes and postage. The cost for all materials and postage will be invoiced under this task with supporting cost information. NOT INCLUDED IN THIS SCOPE OF WORK • Review of Contractor’s Application for Payment • Review of Contractor’s Progress Schedule • Review of Construction Submittals or preparation of Submittal Responses • Coordination of Submittals for review by the Engineer of Record or County, assistance with distribution of Submittal Responses, preparation and maintenance of Submittal Logs, which will be provided by the Engineer of Record. • Preparation and Maintenance of Request for Clarification and/or Request for Information Logs, which will be provided by the Engineer of Record. • Preparation and maintenance of Work Directive and Change Order tracking logs, which will be provided by the Engineer of Record or County Project Manager. • Distribution of Project Records including but not limited to progress schedules, Daily Work Reports, and Testing Reports prepared or submitted by the Contractor. • Assisting the County Project Manager with Construction Contract administration items including, but not limited to: Preparation of Change Orders, Work Directives, and Requests for Proposals; Review of Change Order Proposals or Change Order back-up/supporting documentation; Coordination with other utility owners; engineering design coordination with others for restoration of driveways, swales, and irrigation beyond the information shown on the plans. County Project Manager or Engineer of Record shall provide Stantec all applicable aforementioned information in order to certify the Work is in reasonable conformance with the Contract Documents, and as amended by the Engineer of Record. • Preparation or maintenance of Substantial and Final Completion Punch Lists • Preparation of Progress Meeting Agenda’s, Minutes, Notes, or Summaries • Participation in or assistance with closing out of the Contractor’s Right-of-Way Permit • The scope of this proposal does not include any services related to dealing with third party administrative hearings. • Unless noted otherwise in this scope, the scope of this proposal does not include the distribution of door hangers, providing or delivering chairs or tables, furnishing meeting venues, not setting up or breaking down meeting venues. • This basis of the fee assumes that the PIO manager will provide approximately 7 hours of service per week for the duration of a 56-week project. 11.H.1 Packet Pg. 1265 Attachment: 96th Ave CEI Services Stantec Proposal (10900 : Construction Administration and Inspection Services for 96th Avenue Project) asdsadasdwd lm \\us1226-f01\workgroup\1773\business_development\collier county\14-6345 cei services for the wastewater basin programs\work assignment development\14-6345 cei 96th ave\scp_96th ave n cei+piosvcs_2019-11-05.docx 5 IV. FEE PROPOSAL All work will be charged on an hourly basis in accordance with the Project Budget Form, to the best of our ability. Changes in staffing and staff classifications shown in the Project Budget Form may be necessary depending on actual project needs and staff availability. Therefore, staff classifications not currently shown on the Project Budget Form, but identified in Stantec’s Construction Engineering and Inspection (CEI) Service for the Wastewater Basin Programs (MPS 101 Basin) 14-6345), may be utilized as necessary. Many facets that control the length of the project and necessary effort are outside the control of Stantec. Hours shown in this work assignment are only estimates. Any additional work that may be required will be performed under a separate Work Assignment, or as an amendment to this one.
