Agenda 12/10/2019 Item #11A (Appoint Complete Count Cooordinator)12/10/2019 EXECUTIVE SUMMARY Recommendation to direct the County Manager to appoint a member of staff as a Complete Count Coordinator to work proactively and collaboratively to promote and educate residents of unincorporated Collier County on the upcoming 2020 United States Census. OBJECTIVE: To direct the County Manager to appoint a member of staff as a Complete Count Coordinator to work proactively and collaboratively to promote and educate the residents of unincorporated Collier County on the upcoming 2020 United States Census. CONSIDERATION: Per the U.S. Constitution, every 10 years since 1790, a census has been conducted to count population and households, provide the basis for reapportioning congressional seats, redistricting, and annually distributing more than $675 billion in federal funds to support state, county, and community programs impacting housing, education, transportation, employment, health care, and public policy. The next U.S. Census takes place starting on April 1, 2020, with state population totals and resulting congressional apportionment delivered to the President by December 31. Complete Count Coordinators and other staff-led promotional and awareness initiatives have been incorporated by at least four Florida counties to increase census awareness and motivate residents to respond to the rapidly approaching census. During the September 24, 2019, Board of County Commissioners meeting, staff was instructed to support private sector initiatives. Staff continues to meet with community leaders and organizations that may yet create localized committees or work groups. A County Complete Count Coordinator would work proactively and collaboratively with any such group, individual entity, and the regional coordinator of the U.S. Census Bureau to achieve the goal of a complete count in unincorporated Collier County. The Coordinator would also organize and execute County-led promotional and educational outreach and events in the same. FISCAL IMPACT: This executive summary has no immediate fiscal impact. A Census potential lost revenue value to the County can be estimated based on Census Bureau population numbers from FY 15, applying a George Washington University study for the same period that found a Florida per capita impact value of $1,445, and apply it to Pew Research Center estimates of U.S. unauthorized immigrant populations by metro area (Naples-Immokalee-Marco Island). Based on 30,000 unauthorized immigrants estimated for this metro area in 2016, had the Census been officially conducted that year, the potential lost revenue to the Collier County area in federal assistance would have been $43.35 million. GROWTH MANAGEMENT IMPACT: This executive summary has no immediate growth management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners direct the County Manager to appoint a member of staff as a Complete Count Coordinator to work proactively and collaboratively to promote and educate the residents of unincorporated Collier County on the upcoming 2020 United States Census.
