Adjournment Agenda item 4.a– November 5, 2019 meeting minutes BAYSHORE/GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT LOCAL ADVISORY BOARD MINUTES OF THE NOVEMBER 5, 2019 MEETING The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory Board was called to order by Chairman, Maurice Gutierrez at 6:05 p.m. I. Roll Call: Advisory Board Members Present: Maurice Gutierrez, Dwight Oakley, Steve Main, Camille Kielty, Al Schantzen, Steve Rigsbee, Karen Beatty and Michael Sherman. Larry Ingram, Excused Absence. CRA Staff Present: Sean Callahan, Executive Director of Corporate Business Operations; Debrah Forester, CRA Director; Tami Scott, Project Manager, Shirley Garcia, Operations Coordinator. II. Pledge of Allegiance: The Pledge of Allegiance was led by Chairman Gutierrez. III. Adoption of Agenda: Debrah Forester, CRA Director mentioned the attachments that were provided to them this evening: 1. Tami Scott provided some plans that should be with the project managers updates. 2. A flyer from FGCU for an upcoming production “troubled waters” and the CRA Director wanted to also recognize and thank FGCU and Dr. Mitsch in their contributions for allowing the CRA to continue the use of the Buehler Auditorium for our meetings. Steve Main made a motion to adopt the agenda. Camille Kielty seconded the motion, passed unanimously. IV. Approval of Minutes: Al Schantzen asked to remove the word “much” and leave only the word “later” in item XIII – Advisory Board Communications on the October 1, 2019 Minutes, Al Schantzen made a motion to approve the minutes as amended, Camille Kielty seconded the motion. Passed unanimously. V. Community / Business - Presentations a. Branding – Representative from Tourism: Amber de Lisser and Rudy Webb from Paradise Advertising and Marketing Inc. provided an overview of their marketing campaign for Collier County. Destination marketing is their expertise and they have been working with the County for 17 years. They explained the process and the importance of community involvement on developing the brand for the area. They explained that the process is more than just a logo and tag line which will require reaching out to the target audience and speaking to community members that associate with the area. Ms. Forester requested Board direction on developing a scope of work and on developing a brand for both Bayshore and Gateway Triangle. She noted that there may be an opportunity to use the existing contract with Paradise Advertising to work with the CRA. Staff would bring back a scope of services to the board to review. The consensus from the Advisory Board was to use Paradise if possible since they were familiar with the County. Karen Beatty made a motion to direct staff to develop a scope of work and bring it back to the Board. Maurice Gutierrez made the motion to direct staff to pursue a scope of services and bring it back, second by Camille Kielty. Approved unanimously. VI. Old Business: a. Land Development Code (LDC) Revisions – Johnson Engineering Proposal. The CRA Director went over the scope of work included in the agenda packet proposal for the LDC revisions and comprehensive plan amendments. Al Schantzen was concerned about taking away folks rights on those properties but Laura DeJohn from Johnson Engineering assured the Board that there would be a direct outreach to those property owners impacted through direct mail and community meetings to provide the opportunity for input. Al Schantzen wanted to know how many density units the CRA has left after all of the new developments already received before this revision and questioned where it was worth making the changes. Mike Sherman made a motion to approve Johnson Engineering with the inclusion of reviewing the issue of allowing parking on the side streets. Karen Beatty second the motion passed unanimously. b. Consultant Services – Arts and Cultural Plan – Phase 1 – Public Art – Cultural Planning Group Proposal. Ms. Forester went over the public arts master plan scope of work included in the agenda packet and noted the approximate cost of $46,000. Some of the tasks include: criteria on selecting locations for public art, selection process for artists and murals, and maintenance standards. The scope would allow the mural program to start again. Ms. Forester noted the consultants are currently completing the County-wide Cultural Arts Strategic Plan and staff would be requesting an amendment to their existing contract. Maurice Gutierrez made the motion to approve the contract for the cultural plan. Camille Kielty second the motion, passed unanimously. c. Holly Ave Project, November 16 South Bayshore Community Cleanup – Ms. Forester mentioned the Community Cleanup scheduled for November 16 and noted that a mailing was sent to the South Bayshore property addresses with the flyer included in the agenda packets. All of the streets were included on South Bayshore Drive and it is also open to anyone in the community that wanted to bring debris to the dumpsters. Staff will be onsite to assist. Ms. Forester expressed her gratitude to Solid Waste and Code Enforcement for assisting with the dumpsters and volunteering their time. d. Mini-Triangle Schedule Update – The closing on the CRA property is anticipated to be in May 2020 provided the cell tower is decommissioned and removed. There should be some activity on the Kirkwood site in December regarding the placement of the new tower. Ms. Forester noted the financial commitment regarding the relocation costs between REPI and the CRA. Escrow funds have been used to pay the first 2 payments to Crown and the final payment will consist of escrow funds and funds from the CRA. The closing documents for the purchase of the mini-triangle property will reconcile the final payment to Crown Castle. A budget amendment will be brought forward to the BCC to allow for the final payment to Crown Castle. The purchaser has 30 days to close after the Cell Tower is demolished and removed from the Davis site. e. FRA Annual Conference – 2019 Best Book – Ms. Forester provided the Florida Redevelopment Associations “Best Book” of Projects to give everyone an idea of some of the projects from a few CRA’s in Florida, the front cover has a mural on a water tank and something for us to think about since we have a water tank in the Gateway Triangle. Karen Beatty talked about her tours she went on throughout the Tampa CRA areas and noticed how many murals they had downtown. She was a bit disappointed that the conference did not have more sessions on the arts, but she enjoyed very much going on the tours within the redevelopment areas in Tampa. Ms. Beatty did mention in one area of Tampa they had colorful shipping containers they made into restaurants and she thought that might be a good idea for the 17acre site, something to think about. Ms. Forester mentioned the next years FRA conference in October and if someone was interested in attending to let her know, it will be somewhere around Jacksonville area, but it will not be held in a redevelopment area. f. Subcommittee Reports: a. Transit – First Meeting October 31- Ms. Forester mentioned the subcommittee meeting and Karen Beatty and Camille Kielty attended. Mike Sherman mentioned he wanted to be on the subcommittee, staff would send the summary minutes and invite for November 22 meeting. Ms. Forester gave a brief summary of the ideas the subcommittee recommended, and staff would bring it back to the CRA in the December meeting. b. Stormwater – First Meeting December 6 – Ms. Forester noted that Steve Rigsbee and Maurice Gutierrez volunteered to be on the subcommittee and asked if anyone else was interested in participating. She noted that there is an opportunity to partner with Stormwater Division to coordinate stormwater improvements with the Fire Suppression III in Sabal Shores. Preliminary cost estimates for the stormwater project is close to $1.3 million dollars. There may be an opportunity to partner with the County to share in the cost of the improvements. Karen Beatty asked what improvement would be made. Amy Patterson, Director of Capital Projects, gave an overview of the work that would be done including fixing the swale system, culverts and driveways. She noted the cost savings of doing both projects together and the benefits to the community of not disrupting the area twice. Mr. Gutierrez asked if the CRA contributed funding to the project and the BCC decided to enact the stormwater fee would the CRA/property owners get a credit for the work already completed. Ms. Paterson said they would take that into consideration if the fee was brought back up. The consensus was to move forward on the concept. VII. New Business: a. CBIG Application- 2464 Kirkwood Ave. - Ms. Forester provided the application for the Commercial Improvement for 2464 Kirkwood Ave, Mr. Flick, the owner of the property attended if anyone had any questions about the improvements. Al Schantzen asked about the exterior improvement, that it involves the entire building outside the front and back included to bring up the property values in that area. Ms. Forester went through the cost estimates. Steve Main made the motion to approve Karen Beatty seconded the motion. The motion passed unanimously. b. 2020 Meeting Calendar – Staff presented the upcoming meeting calendar dates with August and September off for summer break. Ms. Forester asked if a joint workshop with both MSTU’s to replace the January 7th regular meeting was good with the Board. The consensus of the Board approves the calendar as provided and to hold the joint meeting in January. VIII. Staff Report: a. Project Manager Report: Tami Scott highlighted a few projects on the list, the pagoda has been painted and a new sign was installed, the creativity logo was used, and it is a temporary signage until a new branding and logo may be determined. Some of the costs for painting and power washing was about $1,000 and a new sign for both sides was about $480 not including staff time to paint and install. Celebration parking lot has been approved and a fence permit has been issued and they are starting to do work there on site. The Isles of Collier Preserve which is a two-part project, which they had stopped the clearing and grubbing and at the time the Project Manager stated they had stopped because of the rainy season but now Ms. Scott thinks they are doing some redesigning to put more units in there than they originally planned. Ms. Scott had attended a pre-app meeting that the Isles were looking to purchase 100 acres south of Holly Ave which would require an amendment to their current PUD, and they would put an additional 230 units. It appears their intention is to use the two construction access points as permanent access to South Bayshore Drive. She noted concern regarding traffic impacts to the street. Ms. Scott will continue to follow this project and keep the community informed. Courthouse Shadows next public meeting is on November 12th with the Board of County Commissioners. Ms. Scott mentioned a new boutique art gallery on Bayshore Drive and Linda Drive, the owner will come in and meet with staff about a potential CBIG assistance. There was a question about parking, if that was an issue. Ms. Scott wanted to mention the owner has hired design professionals who would assist with all of those questions once she submits Ms. Scott will include the plans in her project list when it becomes available. Meridian Landing submitted their PUD rezone but also their growth management plan amendment for the 127-unit plan. The staff has submitted the site plan for the CRA parking lot and have received some comments and questions so staff responded to them and is hopeful that we can get the site development approved sometime next month. Al Schantzen asked about the opinion of costs for construction and Ms. Scott said it was around $360,000 and could be some changes depending on the final construction plans once approved by the County. There was a substantial amount of money in the landscaping because staff was trying to save as many trees as possible. Mr. Schantzen asked about what the options were for trying to recoup some of the money that is paid into the parking lot and the consensus was no one wanted a meter type system, so staff is looking into a lease type of agreement with the businesses that are in need of parking to either open their business or existing businesses. Steve Rigsbee asked about the hookah lounge and Ms. Scott did reach out to the owner and he has not pulled any construction permits but his site plan has been approved. Mr. Rigsbee is concerned that there may not be enough parking, but Ms. Scott said since it was approved from Growth Management, they have sufficient for the County standards. b. Financial Report: Ms. Forester provided the financial report and provided the balance that rolled into the reserves account. There will be some money moved out of reserves to pay for the Crown Castle Tower move and some other adjustments to cover other contractual services and remove money from office rental since we no longer pay rent for office space. c. Maintenance Report: The maintenance report was provided for review, Ms. Forester went over the maintenance such as pavers that has been an issue in the past and staff continues to monitor for trip hazard. VII. Other Agency’s: A. Collier County Code Enforcement: John Johnson provided a report for the community that identifies the code cases for the last 60 days. Closed case list and open cases specifically for the Bayshore area. Karen Beatty asked about a double lot on Coco Ave where someone is illegally dumping on the lot and Code is working with the owner of the lot. There were a lot of questions on some properties of concern, Mr. Johnson will drive by and take a look at some of their concerns. B. Collier County Sheriff’s Office: Corporal Gibson gave an update on the area, she wanted to mention about the Safer Communities night out, it will be held again next year at Sugden Park, it was very successful and brought a lot of families out to meet the Deputies. There are some issues on Holly Ave they are still actively working on. Ms. Gibson brought in some flyers for an event with Domestic Animal Services on November 23rd, called “Stuff the Trunk” for donations for the animals in the shelter. VIII. Communications and Correspondence: A. Good News CRA Restaurants Article – Restaurants in the CRA B. Collier County Mental Health Housing Article – Al Schantzen requested this article be attached for information to the Board C. Road Maintenance - South Bayshore Dr Vegetation Control – Road Maintenance has started their minimum road maintenance on local roads off of South Bayshore Dr. mowing along the right of way of vacant lots. Ms. Forester also noted that Road Maintenance has started the improvements on the dirt road at the end of South Bayshore Drive. This project was partially funded by the CRA. Mail delivery and trash pick-up will be able to resume. IX. Public Comments: Alex McEwing, he is the owner of Bays Inn off of Bayshore Drive, he wanted to share how pleased he is for all the changes he has seen in the past 4 years, his only concern is the noise starting at 5:15am on the roadway since he is right on Bayshore Drive. His patrons are very concerned with the amount of noise from the motorcycles and vehicles very early in the morning until 9pm or so at night. He was wondering if there is a solution for the noise issues from the vehicles. The top of his list is traffic calming on the road and maybe that could mitigate some of the issues. Ms. Forester mentioned the access management study currently underway and Ms. Scott stated there is potential for mini roundabouts and reducing medina cuts on Bayshore Dr as one of the outcomes from the study as well as other traffic calming elements. The MSTU is also revising the hardscape along Bayshore Drive and will be looking at other options such as wider sidewalks. The staff could bring it up on the Joint Workshop in January meeting, and get it set up for implementation in the future. Commissioner Taylor wanted to mention for traffic calming narrowing the street is the best way to slow down the street, not reduce the lanes on the whole street but at least in certain spots on Bayshore would slow down the traffic. X. Staff Comments: Ms. Forester received some calls from residents on Lee Street regarding the visual appearance of the industrial area across from the stormwater pond. The residents are asking for some help to block the view of the potties somehow. Ms. Forester asked the Board if they were interested in putting this on the list to direct staff to look at some options to screen the property. The staff could look into some options to landscape or provide some of the assistance to the residents around the pond. The Board gave the consensus for staff to reach out and find a resolution for the residents. XI. Advisory Board General Communications: Dwight Oakley wanted to ask if the Community or Staff could mention their concerns about the traffic issue before the Isles of Collier start bringing in all the traffic out of their development onto South Bayshore Drive or even before they purchase the 100 acres and put in their site plan the entrances and exits onto South Bayshore Drive. The Advisory Board members weighed in that they are opposing any access onto South Bayshore Drive. Ms. Forester wanted to let everyone know staff does hear their concerns and will address it with the Developer. Al Schantzen brought up his concern for the expansion of the facilities for the mental health a stated in the Naples Daily News Article. Ms. Forester let the Board know it is going before the Commissioners on December 10th. XII. Next Meeting Date: December 3, 2019 - 6:00pm XIII. Gateway Triangle land purchase 1936 Davis Boulevard, Folio 77510240008 Cell Tower Relocation: 2370 Kirkwood Avenue: Folio 22721240004 Building permit was issued on September 14, 2019. To date no inspection have been called or approved. Fire Suppression System- Phase 2: Phase 2 includes Becca A venue and Pine Street Preconstruction meeting held with Douglas Higgins Inc. 4485 Enterprise Ave. Naples, Florida 34104. Project is scheduled to start January 2020, CRA staff will schedule a stakeholder meeting prior to the construction start, anticipated start date of January 2020. Fire Suppression System- Phase 3: Phase 3 includes Areca Ave., Coco Ave, Basin Street, Canal Street and Captains Cove. CRA staff is working with City of Naples for the Construction Documents, documents are at the 30% stage. rStaff will dist ibute documents to stakeholders when available. Master Pump Station 306: Thomasson A venue and Thomasson Drive Project is cunently under construction. Foundations for the new pump station building have been poured. Introductions/Participants Debrah Forester, CRA Director, Michelle Arnold, PTNE Director, Omar Deleon, Transit Manager, Zachary Karto, Transit Senior Planner, Karen Beatty, Camille Kielty, Shirley Garcia, CRA Operations Coordinator, Lexay Reina I. Ms. Forester reviewed the Draft Objectives that were presented to seek additional comments/feedback: a. To increase the availability of alternative modes of transportation along the Bayshore Drive corridor Discussions on how often during season and off season, no decisions have been made until after a survey can be completed. b. To reduce parking and traffic conflicts and to support Bayshore Drive as a destination for residents and tourists: Supporting Bayshore Drive residents and the businesses along the corridor. Discussion focused on opportunities to be flexible with the route. During Pickleball tournaments, routes can be changed and flag down service will also be available. c. To provide dependable and consistent transportation options; Discussion focused on technology and the ability to get bus alerts that can be texted to phones when the bus is near folks can stay and enjoy inside the businesses until the bus gets there, no need to wait outside on the street. Marketing the services is necessary. One example provided by PTNE was using coasters in area businesses with the QR Codes to link users to a survey to take or to get information on the bus. II. Public Transit Option- Presentation from October CRA Advisory Board Meeting a. Discussion of pros and cons; Item 8d Some of the cons were discussed, and the main one was everyone will be hopping onto the free bus who would normally pay. The bus doesn’t hold a lot of people and more folks would have to wait longer to go to the destinations. Comments regarding the environmental standards on the bus was discussed. Ms. Reina noted that we should be using environmentally friendly vehicles. PTNE presented “the carriage” Trolley as a possible vehicle type to use for the proposed service. The vehicle has a seating capacity of 18-20 which the committee agreed was a good option to consider. Some of the pros are the visitors would have an opportunity to go from business to business who would normally just park at one. Bus service would result in a reduction of parking issues because it allows for folks from outside the Bayshore area to park at designated hub and be picked up and dropped off along the desired business along Bayshore. The bus could be wrapped for the Bayshore area and include advertisement for our local businesses in the area. Transportation options will make the area a destination place and would greatly increase more visitors. b. Other Options to investigate; Other options that will need to still be investigated are street-legal golf carts, electric bike rentals, Pedi-Taxi’s and the Slider. Comments included the concern that visitors may not want to wait for the bus or they may want to go directly to the destination without stops along the way. PTNE presented a trolley-like vehicle that the committee favored over the standard bus or van. Discussion points included: length of time to special order the trolley, grant funds, and the option to lease vs. purchase. Next Steps 1. Survey – PTNE will develop a draft survey for review at the next meeting. The survey will be marketed this coming season to get input from visitors in the area. 2. Vehicle Types with estimated costs – PTNE will look at continue to look at other vehicle types and costs to bring back. 3. Reaching out to Business owners for feedback – PTNE will develop questions that staff can ask the business owners that will be useful as we move forward on options. 4. Slider owner Mike Trombino– Debrah Forester will contact the owner to discuss options for this session. 5.
