EXECUTIVE SUMMARY
Recommendation to review the Florida Association of Counties (FAC) Water Policy Committee’s
2019-20 proposed guiding principles to be submitted to the Governor and Legislature for their
consideration at the 2020 Legislative session.
OBJECTIVE: To provide the Board of County Commissioners with proposed guiding principles
developed by the Florida Association of Counties (FAC) Water Policy Committee and to request a review
of the Committee’s guiding principles by the Board.
CONSIDERATIONS: The Water Policy Committee was created at FAC’s Legislative Conference in
November 2018 in Tampa by FAC membership. The Florida Associations of Counties Water Policy
Committee is made of 37 county commissioners from across the state.
The Water Policy Committee will play a key role in addressing the widespread water crisis affecting
Florida coastlines, lakes, springs, estuaries and rivers. The Committee will serve as the Association’s
voice when addressing water related policy concerns and provide a structure for the organization to
recommend solutions.
The committee will set policy priorities on the local, state and federal level and will take the lead in
working with the state and Governor Ron DeSantis who signed Executive Order 19-12

which emphasizes the need to engage local government officials to help protect Florida’s vulnerable
coastline and natural resources.
The recommendations were developed after input from 37 county commissioners state-wide. The sixteen
(16) proposed policy recommendations will have a final editing review at the November 21, 2019 FAC
Water Policy Committee meeting and will then be forwarded to the Governor and Legislature for their
consideration at the 2020 Legislative session.
The request is for the Board to review these sixteen (16) proposed policy recommendations at the
November 12, 2019 regular meeting of the Board of County Commissioners.
The sixteen (16) proposed policies are as follows:

xWPC-PP-6: Reclaimed Water Sources
xWPC-PP-7: Septic-to-Sewer: Areas Vulnerable to Flooding
xWPC-PP-8: Septic-to-Sewer: Lake Okeechobee
xWPC-PP-9: Septic-to-Sewer: New Development
xWPC-PP-10: Address Landscape Irrigation Inefficiencies
xWPC-PP-11: Biosolids
xWPC-PP-12: Biosolids
xWPC-PP-13: BMAP Activities
xWPC-PP-14: Fertilizer
xWPC-PP-15: Estuary Programs
xWPC-PP-16: Estuary Designation
FISCAL IMPACT: There is a no fiscal impact related to this issue.

Water Policy Committee of the Florida Association of Counties.
