EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to approve and authorize the Chairman
to sign an agreement between Collier County and David Lawrence Mental Health Center to
administer the allocation of the state-mandated match for FY20 in the amount of $2,335,934.
OBJECTIVE: To provide behavioral and substance abuse services to the community.
CONSIDERATIONS: The David Lawrence Center (DLC) is a not for profit mental health facility in
Collier County. DLC is funded, in part, via state contracts for the provision of mental health and
substance abuse services. Pursuant to Florida Statute, Section 394.76(9) (a) and (b), a commitment has
been made to provide funding in the amount of $2,335,934 to DLC. The proposed agreement requires tha t
DLC provide adult and children’s mental health and adult substance abuse services to citizens of Collier
County. The contract period is from October 1, 2019 through September 30, 2020.
In FY2019 DLC received funding from the County in the amount of $2,0 21,922 for state-mandated
services. The increase of $314,012 in funding this fiscal year represents an additional allocation for
expanded services that was approved by the Board of County Commissioners (Board) as part of the
FY19-20 budget process.
In addition, on September 24, 2019, the Board approved a contract with Collier Health Services, Inc.
(Agenda Item #16D9) to provide voluntary payments to DLC in the amount of $380,596 to support state -
mandated services.
FISCAL IMPACT: The total service agreement value of $2,335,934 has been appropriated in the FY20
General Fund (001) budget.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
executive summary.
RECOMMENDATIONS: To approve and authorize the Chairman to sign the agreement between
Collier County and David Lawrence Mental Health Center to administer the allocation of the state-
mandated match for FY20 in the amount of $2,335,934.
