EXECUTIVE SUMMARY
Recommendation to approve the selection committee’s ranking for Request for Professional
Services (“RPS”) No. 19-7634, “Heritage Bay Government Center Design,” and authorize staff to
begin contract negotiations with the top-ranked firm, Stantec Consulting Services Inc., so that staff
can bring a contract back to the Board at a subsequent meeting.
OBJECTIVE: To obtain professional design services for the Heritage Bay Government Center Project.
This solicitation is for design, permitting and construction administration services for the planned satellite
government campus within the Heritage Bay Planned Unit Development (PUD) in accordance with the
approved Collier County Master Plan.
CONSIDERATIONS: The Facilities Management Division is coordinating with Collier County
Constitutional Offices, Emergency Medical Services team and other County divisions and stakeholders to
develop a satellite campus that provides the necessary services for the expanding population in the area.
The project will be constructed on 6.33 acres of Collier County owned property located approximately
one quarter mile north of the intersection of 951 and Immokalee Road and immediately north of the
Naples Community Hospital (NCH) Northeast Facility and west of Heritage Bay Vistas (see Attachment
A: Location Map).
On August 12, 2019, the Procurement Services Division issued a notice for RPS No. 19-7634, Heritage
Bay Government Center Design. The County notified 18,127 firms, 118 interested companies
downloaded the solicitation documents, and staff received five proposals by the September 12, 2019,
submission deadline. The County determined that all five firms are responsive and responsible. The
selection committee met on September 18, 2019 and, as described in step 1 of the solicitation documents,
scored each of the proposals and shortlisted the following top four firms to move on to step 2, oral
presentations: Parker/Mudgett/Smith Architects, Inc., MK Architecture LLC, BSSW Architects, Inc. and
Stantec Consulting Services Inc.
On October 7, 2019, the selection committee reconvened for the step 2 oral presentations, where each
firm presented, resulting in the following ranking:

FISCAL IMPACT: Phase 1 (Government Service Center) of this project is funded by the Collier
County Tax Collector’s Office. Phase 2 (EMS Station) of the project has secured funding through the
infrastructure sales tax program and will be funded by Project 55211 in accordance with the previously

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority

GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
RECOMMENDATION: To approve the selection committee’s ranking for RPS No. 19-7634, “Heritage
Bay Government Center Design,” authorize staff to begin negotiating with the top ranked firm, Stantec
Consulting Services Inc., and in the event that an agreement cannot be reached with that firm, to continue
negotiating with the second ranked firm, so that a proposed agreement can be brought to the Board for
consideration at a subsequent meeting.

Reference: Collier County Master Space Plan Support – Heritage Bay Site, Summary of Information
In July of 2018 Collier County engaged Stantec for the Preliminary Study and Planning for a Public Facility
Complex at 15430 Collier Boulevard, more commonly known as the ‘Heritage Bay Site’. This effort was to be
part of the overall Collier County Master Space Plan to assist the County with understanding the potential
options and relative yield for this site.
The property is currently owned by Collier County and is partially developed with an in-line booster station
owned and operated by Collier County Utilities. The County is assessing its future needs via the Master
Space Plan to better serve the growing population in the eastern part of the county as well as reviewing the
age and potential storm vulnerability of existing facilities. Stantec was engaged to provide preliminary
planning support regarding the Heritage Bay Site in determining the potential yield and various development
scenarios depending on how future needs materialize. This memorandum represents a final reporting of work
products and exhibits for the Heritage Bay Site to assist the County in determining how this site may fit into
the overall Collier County Master Space Plan.
All information presented in this document and the attachments are to be considered preliminary and solely
for the purpose of general planning and study to assist Collier County in determining how best to meet the
long-range needs of the community.
The County identified preliminary uses for the Heritage Bay site as follows:
• Collier County Tax Collector and other Constitutional Officers
• Town Hall Meeting Space
• General Government Services
• Collier County EMS (possible joint use facility with Fire)
Each of the above is discussed in additional detail below:
Collier County Tax Collector
As population grows in the eastern portion of the County, the need for additional space to better serve the
existing and future population has become evident (See Appendix B, Population Estimates). Working with
the office of the Collier County Tax Collector and applying services currently provided at existing Tax
Collector offices, a preliminary programming and conceptual space planning effort was performed (See
Appendix C). Included in this programming are functions anticipated to be performed by the Tax Collector,
Clerk of Courts, Supervisor of Elections, and associated support services. Programming for typical
government retail function, such as customer service, are located on the ground floor with an estimate square
footage of 13,263.

Additional consideration was given to allow for future expansion as well as the potential need for public
meeting space and miscellaneous support services within this building. A conceptual second floor plan was
developed to provide ‘back of house’ uses such as breakrooms, conference rooms, etc. that are not required
to be on the first floor as well as a ‘Town Hall’ meeting space and miscellaneous allocations for future uses.
Both 1st and 2nd floor space plans were developed at a conceptual level and are also included in Appendix C.
Any future design and development work for this site will need to revisit and further refine or amend the
programming elements to meet the proposed needs.
General Government Services
Once the anticipated site demands for the Tax Collector and EMS buildings were developed, multiple
conceptual scenarios were developed for the balance of the site in order to determine the potential yield. As
shown in the three drawings in Appendix A, the following scenarios were developed:
No Garage Option
This site plan assumes that a parking garage will not be constructed on site in the future and all parking will
be provided for at-grade. Due to the high parking demands typical of government facilities, rather than using
the code required parking ratio of 1 space per 300 square feet for office uses, a blended parking ratio of 1
space per 225 square feet was applied. As a result, the building configuration and parking shown on this
exhibit will support 67,950 sq. ft., not including EMS which is self-parked. NOTE: the total building square
footage shown on the plan is 70,000 sq. ft. exclusive of EMS.
Future Garage Option
This site plan was developed in order to determine the available building footprint should the County want an
option for a future parking garage to serve either the public, employees or for additional vehicle storage. With
all parking at grade, this scenario (at 1 space per 225 sq. ft.) supports 78,750 sq. ft. by using a smaller
footprint for the Government Services Building in Phase 3 as compared to the No-Garage Option. Again, this
is exclusive of the EMS site which is self-parked, and the building footprints shown total slightly more square
footage (80,000 sq. ft) than is supported by the at-grade parking at the blended rate.
Garage Option
This plan was created to demonstrate the maximum supportable square footage for the site through the
construction of a parking garage. As shown, the available parking would support 117,225 square feet of
building area at the 1 space per 225 sq. ft. ratio. Alternatively, the site could support a lesser square footage
of 80,000 square feet (as shown on the plan) and retain an excess of 165 parking spaces for use by the
County. Should the County wish to proceed with the construction of a parking garage on this site in order to
fully maximize developable area, additional building configurations and options should be explored based on
the future needs identified for this site.
Collier County EMS
A footprint and site layout were provided by Collier County based on the recently completed Station 25
(designed by BSSW), a Fire/EMS combined station. This footprint was incorporated into the conceptual site
layouts as shown in Appendix A. This project will in all likelihood be the first phase of development.
Graphic Images - Appendix D includes graphic images prepared for a potential phasing scenario.
Project Schedule - Appendix E is a draft project schedule developed for the County for general planning
purposes.

INTRODUCTION
As requested by the Facilities Management Division (hereinafter, the “Division”), the Collier County Board of County
Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for P rofessional Services (hereinafter,
“RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and
project description stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope
of Work stated.
Collier County is pursuing the development of a Government Center within the Heritage Bay PUD to support the growing population
of the County.
The project will be constructed on 6.33 Acres of Collier County Owned property located approximately one quarter mile north of the
intersection of 951 and Immokalee Road and immediately north of the Naples Community Hospital (NCH) Northeast Facility and
west of Heritage Bay Vistas (see Attachment A: Location Map).
This RPS will result in an award for all design ser vices associated with the Heritage Bay Government Center Project. The Collier
County Tax Collector’s Office and Collier County Board of County Commissioners may decide to contract with the awarded firm a s
a single contract through one of the entities or separately by Phase.
The results of this solicitation may be used by other County Constitutional Officers once awarded according to the Board of County
Commissioners Procurement Ordinance, as amended.
BACKGROUND
The Project is driven by three main factors. First, extensive master space planning at the County level determined that a government
services center at this location would better serve the growing population. Next, long term planning involves locating facili ties further
north and east to relocate, over time, away from flood prone and high hazards areas along the coast. Additionally, the Collier County
Emergency Medical Services (EMS) Division has identified a need for an additional operation at this location to provide timel y
emergency medical services to citizens of Collier County.
This space planning study done in conjunction with Stantec identified several potential facilities that could be located on the property
based on the identified needs of Collier County Government and various const itutional offices.
Following the space planning study, Collier County requested a report that included conceptual site plans to determine acreag e and
general sizing needs. The conceptual plans and cost estimates were used to develop the budget and preliminary project concept.
It is important to note that the concept plans and space planning document should only be used for a base understanding of the Project.
Collier County fully expects the development team to evaluate the needs identified in the report, solicit feedback from the various
stakeholders and create an updated concept plan and phasing recommendations that will be used to guide the Project through design
and construction.

The County is interested in pursuing the project in four (4) phases as shown below:
Phase 1: Government Services Center
Phase 2: Emergency Medical Services
Phase 3: Collier County Government
Phase 4: Parking Structure
Once engaged fully with a Design Team and Construction Manager, Collier County is open to variations on both the phasing and the
concept of four separate structures. The concept plans shown in the space planning document (Attachment B: Space Planning Study)
is purely a fit study for this site as part of a larger plan to document the needs of the Count y as a whole.
A key component of this project relates to the schedule. The selected design team will be expected to complete their work in an
expeditious manner in order to meet the goals of the project.
As shown in the space planning study, the Collier County Tax Collector’s Office is the majority stakeholder in the first -floor services
operation of the Government Services Center. They intend to move into the Phase 1 Building in June 2021 at the expiration of their
current lease agreement. Project planning, programming, design and permitting shall be completed on a timeline that facilitat es this
move date.
The Project Timeline shown in Attachment B: Space Planning Report illustrates the basic timeline that the project will need to follow
to ensure successful completion. The timeline for the Phase 1 Building is critical and interested firms should include a strategy to
ensure on-time completion of the building.
Working with the Construction Manager, the Design Team shall plan, prepare project documents and complete permitting efforts to
facilitate the quickest start of the site’s physical development and Phase 1 and 2 construction. Collier County fully expects the design
team to employ all creative methods necessary to move the project forward to an on time and successful opening of the Government
Services Center and each subsequent phase.
Collier County EMS has historically utilized a protype design, modified and updated over several years, to construct new stand-alone
EMS stations. The most recent iteration of this prototype is EMS Station 25 at Hacienda Lakes, Permit Number PRBD20190100504.
Once fully planned and programmed, this project may or may not include a stand -alone EMS Station, proposing design firms may
consider this prototype design as an option.
Phase 3 and 4 have been planned only at the conceptual level and include the design and construction of a Collier County Government
Building up to five stories tall and a parking structure to accommod ate the parking needs of the overall Government Center.
While the existing programming for Phase 1 is robust, programming for Phase 3 only exists at the conceptual level and it will be the
responsibility of the consultant to facilitate this process from start to finish. Our intentions for these phases remain subject to the
programming effort that will be facilitated by the selected firm and may include the design and construction of any facility type that
best serves the needs of the County and maximizes the use of the project site.
The Design Firm will be expected to work with the Development Team, (Construction Manager at Risk Approach) from the schematic
phase of the design in order to develop the best construction design for the most efficient installat ion. The Construction Manager is
being selected under a separate solicitation and will report to the County under a separate contract.
The chosen Design Firm must be creative, understand value design/engineering, and have worked in a Construction Manager at Risk
environment in the past. The Project will be constructed in phases as and it is the County’s intent that the Firm will work with the
Development Team to run overlapping designs so that as a phase is going through a Board approv ed guaranteed maximum price
(GMP) contract amendment, the subsequent phase will follow quickly to meet the project timeline until the entire Project is
completed.
TERM OF CONTRACT
County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made is intended to be for the duration of the project. Collier County Tax Collector’s Office intends
to sign a direct contract with the selected firm for Phase 1 and Collier County Board of Commissioners intends to sign a direct contract
for Phase 2, 3 and 4.
Prior to moving into major design work associated with Phases 3 and 4 of the project, Collier County intends to evaluate bot h the
performance of the design team and available budgets to determine whether moving forward under this award is desired. The County
may decide to move forward with none, some or all the services associated with Phase 3 and 4 at that time.
Prices shall remain firm for the initial term of the awarded contract.

Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
The Consultant shall provide the full scope of design, permitting, bidding and contract administration services necessary to complete
the Heritage Bay Government Center Project as described including but not limited to the following:
1. Provide all programming and preliminary design documents for use in establishing the basis for the final design of
the site and buildings. These documents will include site plans, floor plans and building elevations in sufficient
detail to illustrate the program of spaces, convey general building and site design and generate a project budget.
2. Provide all geotechnical, topographical, traffic, environmental and species surveys, reports and studies necessary to
fully permit and complete the project.
3. Prepare and submit for all permits related to the project, including the building permit, and ensure necessary
permitting is completed to facilitate projected schedule. Coordinate with the Construction Manager as necessary
during the submission of the building permit.
4. Facilitate required public outreach and meetings necessary to complete a project of this size and scope in this specific
location. Public input for the programming and overall design of the site will be important, particularly in relation to
the town hall meeting space and other spaces that will directly serve the public.
5. Coordinate with Real Property Management on all necessary easements and/or encumbran ces.
6. Coordinate with County staff to develop an effective and efficient program, acquire all necessary permits in a timely
manner, provide a design suitable for the intended use incorporating best design practices for efficient and resilient
building.
7. Coordination with the County’s contracted Construction Manager throughout the design and construction process to
ensure value, constructability and an efficiently planned and constructed facility.
8. Provide final design documents including, but not limited to, architecture, civil engineering, structural engineering,
mechanical, electrical and plumbing (MEP) engineering, low voltage/technology and landscape architecture documents required
for permitting and construction.
9. Facilitate and attend all project meetings, prepare agendas, generate meeting minutes and provide follow up on tasks.
10. If available, utilize the County’s project management platform throughout the project for all project communications,
document management, approvals, site observations, requests for information, etc.
11. Provide the County all necessary and appropriate documents for review throughout each review point of each phase
of the project.
12. The awarded firm shall appoint a person to act as a primary contact for the dur ation of the project. This person (or
their back-up) shall be readily available during normal working hours by phone or in person and shall be
knowledgeable of the overall project status and activities.
Architectural/Engineering Services
1. Preliminary Site and Building Design:
▪ Generate schematic floor plans and site plans to illustrate the proposed design for each phase of the project.
▪ Generate three-dimensional and BIM/Rivet models.
▪ Review the design options along with the preliminary cost estimates with Collier County Facilities and
implement any changes and/or modifications to the preliminary design documents.
▪ Coordination with Transportation Division and other organizations to incorporate any required traffic impact
mitigation elements into design of the project.
▪ Schedule and attend Site Development Plan (SDP) Pre‐application meeting with Collier County Growth
Development Services ba sed on the selected site/building plan (SDP pre‐application fee paid by Collier County).
▪ Provide Architects/engineers opinion of construction cost for use in establishing the project budget.
2. Final Design:
▪ Site Development Plan (SDP) modification submittal.

▪ Provide 30/60/90 percent construction drawing submittals for review by Collier County. Document and track the
disposition of all County comments and feedback to ensure full and complete capture of stated needs.
▪ Provide evaluation of Construction Manager’s value engineering report and coordinate with Collier County to
incorporate the desired items.
▪ Provide construction documents including drawings and specifications to comply with the current Florida
Building Code, in sufficient detail for bidding, permitting and construction.
▪ Meet all appropriate codes and standards for the design of government buildings including all federal, state and
local requirements.
▪ Conduct a 60% completion stage project peer review to provide QA/QC of the contract documents and cost
estimate prior to submittal to the County. This review will be conducted by experienced personnel not involved in
the day-to-day design of the project to ensure a “fresh eyes” review.
▪ Provide detailed designs relating to ADA accessibility to ensure all requirements are clear and detailed.
▪ Provide finish & color selections coordinated with the stakeholders of each phase.
▪ Provide all civil, architectural, structural, mechanical, plumbing, electrical, landscape, fire alarm, and fire protection
designs to ensure a complete design. Ensure full coordination of design documents between trades and design
disciplines.
▪ Include all low voltage and technology designs as part of the design package. Coordinate with County’s Information
Technology (IT) Division, contract vendors, Facilities Management and other appropriate specialties to provide a
full design package that includes all low voltage systems.
▪ Coordinate with the County and Construction Manager to provide detailed layout drawings of the furniture, fixtures
and equipment as necessary.
▪ Submit any and all documents on behalf of the County for building permit review, provide any support during
that process to achieve a permit status of “Ready for Issuance”.
▪ Produce a complete “For Construction” package of drawings and specifications, in preparation for bidding and
coordinate with the Construction Manager to support the bidding process of each phase.
3. Contractor Bidding Phase:
▪ Coordinate with Construction Manager and Collier County Procurement during bidding for each phase of the project.
▪ Attend all pre‐bid conferences.
▪ Respond to contractor/subcontractor questions within three (3) business days.
▪ Prepare written Addenda, if applicable.
▪ Review bids and alternates and coordinate with Construction Manager to provide bidder reference checks and bid
evaluation.
▪ Coordinate with Construction Manager to provide owner with pricing analysis for each phase.
4. Construction Contract Administration Phase:
▪ Attend preconstruction conference.
▪ Process monthly Contractor Payment Applications.
▪ Review shop drawings within ten (10) business days.
▪ Respond to Requests for Interpretation (RFIs) within three (3) business days.
▪ Review and make recommendations on any use of allowances, contingencies and/or proposes amendments to the
construction contract.
▪ Observe field observations of construction activities for the duration of the construction through all phases of the
project.
▪ Incorporate the as-built drawings and information provided by the Construction Manager and any other vendors
into an updated final drawing set in Auto Cad format, including all layers, references and other accompanying
files.
▪ Perform final completion inspections, review of submitted manuals and all other contract closeout items.
5. Services Included:
▪ Architectural design and permit documents.
▪ Evaluation and incorporation of value engineering recommendations.
▪ Three-dimensional and BIM modeling.
▪ Civil engineering design.
▪ Structural engineering design.
▪ Building mechanical, electrical, plumbing engineering.
▪ Landscape architecture.
▪ Boundary and topographical surveys.
▪ Soil borings, geotechnical report and environmental study.
▪ Traffic study and incorporation of traffic impact mitigation elements of the project .
▪ Warranty inspection one year from date of final completion.
▪ Maintenance of all project documents for a minimum of ten years from the date of project completion.

As previously stated, the design of each Facility will be part of a four -phase process and may be done individually or collectively
as funding permits. Each Facility should be planned to meet current staffing needs and anticipated needs based on the detailed
program coordinated with the County and prepared by the design team .
The first phase of the project will include all necessary site develo pment permitting and design to ensure future phases are
planned for and easily initiated.
