Subject: 437250-1-94-01 FY4/15 Section 5339 JPA G0015 Extension
Dear Ms. Hanson:
Collier County currently has funding through FY14/15 5339 JPA G0015 for the improvements to bus
boarding and alighting areas in the rural community. This grant was initially set to expire on December
31, 2018 and a one-year extension was granted for one year until December 31, 2019. This letter is to
serve as Collier County's request for an additional extension of the FY14/15 JPA to December 31, 2020.
The initial delay to the project completion was due to route modifications that were being evaluated and
implemented in the area where the bus stop improvements would be taking place. Upon completion of
the route modifications, staff coordinated with the County's Procurement Division for the solicitation of
a Design Build scope that was deemed after several months to be in conflict with procurement regulations.
To show good faith effort to proceed with this project, staff requested and on July 8, 2019 received
concurrence from FDOT to utilize an existing Architectural Engineering Services contract to initiate the
designs for the bus stop improvements. 30% design has been completed and FDOT will be sending the
60%design plans for review and concurrence when completed.
In the interim, additional solicitation for engineering and construction services has been completed.
Third-party Construction procurement concurrence for vendor selection of four vendors was received
from FDOT on September 19, 2019. A copy of the executed third-party contract between Collier County
BOCC and each contractor will be provided to FDOT once completed.
The tentative schedule for completing the design of the bus stops has been set for January 2020. Project
completion is anticipated to occur October 2020. The extension to December 31, 2020 would provide
time to sufficiently close out the project.

Dear Ms. Hanson:
Collier County currently has funding through Service Development Grant 436923-1-84-01 JPA G0575 for
the development and implementation of a Mobile Application and associated marketing plan. This grant
was initially set to expire on December 31, 2018 and an extension was granted for one year until
December 31, 2019. This letter is to serve as Collier County's request for an additional extension of the
FY15/16 JPA to December 31, 2020.
The agreement was executed December 1, 2015 and at the time of the original extension request,August
2, 2018, the solicitation process was well underway with the selection of a vendor and the initiation of
negotiations. Staff intended to bring a contract for the Board's consideration in September 2018, but
negotiations took longer than anticipated due to the elaborate nature of the scope of services being
provided and the technology being deployed. Input was required from several County divisions.
Furthermore,the vendor initially had several issues with the proposed contract language,which also took
time to resolve.
The solicitation for this project has been completed and project implementation began August 2019. The
schedule for implementation is approximately 252 days and the marketing for the project will require 21
days of the project implementation. This extension will allow time for the development, testing,
implementation and marketing of the mobile application. Project completion is anticipated to occur by
October 2020. The extension to December 31, 2020 would provide time to sufficiently close out the
project and grant.
