Naples Park Drainage Through Vanderbilt Lagoon. Gerry Kurtz, Principal Project Manager Gerry Kurtz discussed design and answered question on storm water drainage for Naples Park, Vanderbilt Drive, and fourteen finger streets and how it has evolved over the last thirty years, including the current construction upgrade project. VI. Project Manager Report Harry Sells A. Review of Two Waterway Dredging Recommendations The two dredging options that were presented by Gary McAlpin at the meeting of April 15 were generally discussed. The first proposal is to dredge the major high spots in the waterway for a removal of a total 12,500 cubic yards. The second option is to dredge the entire waterway for a removal of 28,500 cubic yards. The quality of the sand would not be beach quality but will allowed to be disposed on a near shore 2 fill area. The proximity of the shore disposal would eliminate the costly method of drying the spoils and trucking it away. Base estimates of $650,000 for partial dredging and $1,250,000 for full dredging had been supplied by Gary McAlpin. B. FY 20 Budget Discussion First year analysis of the expenses of the two dredging plans and various loan pay back possibilities and the administrative costs associated with managing the MSTU were presented. Partial Dredging was discussed using a 4, 5, and 6 year pay back situation with resulted in a 0.21, 0.18, and 0.16 annual millage charge. Full Dredging was discussed using 4, 5, and 6 year pay back and with 5, and 6 year pay back with the original $50,000 loan rolled into the long-term loan. Annual millage charges varied from 0.40 to 0.27 with the 0.27 rate resulting from a six-year payback of the loan. A ten -year cash flow analysis of the Full Dredge rolls the initial $50,000 loan into the long-term loan, a 10% contingency added to the construction cost, and with a six year pay back on the long-term loan was presented and discussed. Assumptions- 3% inflation, 5% annual property tax value increase, starting millage 0.30. Ed Finn from the OMB discussed the possibilities of various types of loans. Currently what was available was a commercial loan for a maximum of five years. He also commented that the budget and cash flow analysis were probably as good as we could get with the information we had. After much discussion on construction project, the possible millage rate and the budget, Mr. Cuny moved to recommend performing the full dredging option, seconded by Ms. Masal. Motion passed 4-0. Mr. Cuny moved to recommend a maximum millage of 0.30 for FY 20 and seconded by Mr. Fantegrossi. Motion passed 4-0 Mr. Cuny moved to recommend approval of the presented budget showing the full dredging, 0.27 millage, and a six-year payback of the long-term loan. Motion seconded by Mr. Fantegrossi. Motion passed 4-0. Mr. Arnold listening in on phone conference, did not vote but verbally agreed with all the committee actions. VII. Old Business Next meeting location and date. After discussion it was decided that the next meeting would be set after additional information was received that might affect the decisions already made. Gator Dredging. Attached are the completed Vendor Reference Check Logs for referenced projects. Of the vendors contacted, there were both positive recommendations as well as vendors who had expressed concerns. The positive recommendations included muck removal of an internal waterway as well as smaller marina maintenance dredging projects. The three combined projects under this Bid require careful scheduling and performance under tight regulatory controls in the coastal environment for protection of seagrasses and marine turtle and shorebird habitat. Also required is the demonstrated ability and experience in dredging and working within the physical limitations along the open coast including tidal inlets such as Wiggins Pass in north Collier County and Caxambas Pass at the south end of Marco Island. Based on the type of work presented as part of the bid response there is a concern with lack of specific representative project experience that is similar to the work required under this project. Additionally, due to concerns of project performance and management presented by Collier County, Charlotte County, and specifically the City of Marco Director of Public Works, where a portion of this Work is to be conducted, we do not recommend selection of this Bidder for this project. Was the construction process performed satisfactorily?  There were issues with the routing of the pipeline and  the shorebird conditions in the permits.  There were issues with the dredge location information and untimely  reporting, in general, throughout the project.  The booster pump was initially undersized for the project and there  were subsequent issues with trucking sand down the beach.  Shavings generated by the welding of the dredge pipe  were found throughout the project area.   4. Was the contract closeout process performed satisfactorily?  The project was 90% completed due to time  overruns interfering with the start of sea turtle nesting season.    6. Was the construction process performed satisfactorily? Gator had issues properly containing  the discharge pipe near seagrass beds but eventually managed the situation.  There was mis‐ communication or lack of communication from contractor throughout the project.      4. Did the process run smoothly?  Were there any changes?  See above.    5. Was the contract closeout process performed satisfactorily? See above.    6. Any warranty issues since closeout?  Were they responded to and performed satisfactorily?   Matt did not know of any issues after the project.    7. Was the project timely and within budget?  Project was behind schedule when completed due primarily to slow start up and some delays due to weather and equipment. The dredging project was considered to be completed within budget. There were two change orders issued relative to the DMMA site cleanout and restoration; one for additional surveying, and one for equipment rental to assist in clean out of the DMMA and hydroseeding of the restored DMMA site.    2. Was the submittal/review process performed satisfactorily?  The Contractor was working with  the local Apollo Beach Waterways Improvement Group, and the County took over the project to  provide supplemental funding and management for the project. New Vista Builders Group managed  the contract with Gator Dredging on behalf of the County and the contract with Humiston & Moore  Engineers as Engineer of Record on behalf of Hillsborough County, and New Vista was responsible for  daily communication with Contractor.    3. Was the construction process performed satisfactorily? Yes, although communication was difficult at times between Contractor and New Vista. 4. Did the process run smoothly?  Were there any changes?  See above.     5. Was the contract closeout process performed satisfactorily? Yes.     6. Any warranty issues since closeout?  Were they responded to and performed satisfactorily?  No  issues after the project.      7. Additional comments: Some project delays were due to a delayed start and some equipment issues following the passage of storms, along with final clean out of DMMA. OBJECTIVE: To proceed with the dredging of Water Turkey Bay, Wiggins Pass and Caxambas Pass for the Marco South beach renourishment. CONSIDERATIONS: Staff is asking that funding and that an award for Invitation to Bid (“ITB”) No. 19-7655 be approved for the dredging of Water Turkey Bay, Wiggins Pass and Caxambas Pass for the Marco South beach renourishment. These three dredging events are combined under one project to save mobilization costs. On August 14, 2019, the Procurement Services Division posted ITB No. 19-7655 for construction of the 2019 Collier County Dredging Projects. The County issued 3,884 notices, and Seventy-Three (73) bid packages were viewed. Attached are two options for Water Turkey Bay/Vanderbilt Lagoon dredging. 4/5/2019 Gary McAlpin 1. We are meeting with FDEP/USACE next week to discuss permitting. We will claim an emergency which will promote expedited handling. Additionally, we will use the same dredge template/footprint as used in the 90’s. Since we have a history dredging this channel, this will also expedite permitting. 2. The quality of the sand from the geotechnical analysis that has been performed will allow us to dispose of the material in the nearshore of the beaches and not on the beach. This is not what we were hoping for but not bad either. We have an existing permit to dispose of the material in the nearshore at Barefoot Beach at R-14 which is about half a mile north of Wiggins Pass. This will allow us to avoid the costly process of dewatering the material and trucking it off site but it also increases the risk of the material traveling down drift to the south and ending up in the Wiggins Pass channel. 3. We have presented two options for dredging and will get pricing for both. The first is to spot dredge and remove only 12,400 CY’s of material as shown on the first set of drawings and the second is to dredge the entire channel and remove 28,500 CY’s. We are getting two prices because it might be more economical in the long run to completely dredge the channel once instead of a temporary dredge now and then a more comprehensive dredge within several years. 4. We will also be looking to combine the bidding of this project with the dredging of Caxambas Pass and the renourishment of South Marco beach. If we do this, we can expect to reduce the mobilization costs of each project by using one piece of equipment to dredge both projects. Mobilization costs can run as high as several hundred of thousand dollars so this is a significant issue.
