MINUTES OF THE COLLIER COUNTY COASTAL ADVISORY
COMMITTEE MEETING
Naples, Florida, October 10, 2019
LET IT BE REMEMBERED, the Collier County Coastal Advisory Committee, in and for
the County of Collier, having conducted business herein, met on this date at 1:00 P.M. in
REGULAR SESSION at Administrative Building "F", 31 Floor, Collier County
Government Complex Naples, Florida with the following members present:

I. Call to Order
Chairman Treeker called the meeting to order at 1:00 P.M.
II. Pledge of Allegiance
The Pledge of Allegiance was recited.
III. Roll Call
Roll call was taken and a quorum was not established.
IV. Changes and Approval of Agenda
Ms. Roddy moved to approve the Agenda subject to the following changes:
• Addition of Item IX.1— Beach Renourishment Update
• Addition of Item IX. 2 —Red Tide Update
Second by Mr. Koziar. Carried unanimously 6 — 0.
V. Public Comments
None
VI. Approval of CAC Minutes
1. July 11, 2019
Mr. Jim Burke moved to approve the minutes of the July 11, 2019 subject to changing the
heading for Item VIII. S from Red Draft Algae to Red "Drift" Algae. Second by Mr. Koziar.
Carried unanimously 6 — 0.
VII. Staff Reports
1. Expanded Revenue Report
The Committee reviewed the "FY 19 TDC Revenue Report" dated through September 30, 2019.
Mr. McAlpin reported the funds collected and allocated to the coastal zone management program
were approximately $750,000 more than projected for FYI and the additional revenue may be
used for the work associated with the US Army Corps of Engineer's plan being developed for the
County's beaches and estuaries.

1. Dredging Water Turkey Bay; Wigging Pass; Marco South Project

Mr. McAlpin presented the Executive Summary "Recommendation to award Invitation to Bid No.
19-7655 for the 2019 Collier County Dredging Projects to Florida Dredge and Dock LLC in the
amount of $2, 351, 000, authorize necessary budget amendments, and make a finding that this item
promotes tourism (Project No. 90071 and 80288) " dated October 10, 2019 for consideration. He
noted:
• The County solicited bids for the above referenced dredging projects with 5 firms
providing price quotes.
• The low bidder was Waterfront property Services, LLC at $1,987,650 however has been
deemed non -responsible due to previous experiences by the County and other factors.

• Atlantic & Gulf Dredging & Marine, LLC was the second low bidder but has been deemed
non-responsive as they did provide the appropriate information for the grant application.
• Florida Dredge and Dock, LLC was the third lowest bidder at $2,351,000 and is
recommended to complete the work as they are deemed qualified and within the budgeted
amount of $2.7M.
Ms. Roddy moved to recommend the Board of County Commissioners award Invitation to Bid
No. 19- 7655for the 2019 Collier County Dredging Projects to Florida Dredge and Dock LLC in
the amount of $2,351,000, authorize necessary budget amendments, and finds this item
promotes tourism (Project No. 90071 and 80288). Second by Mr. Young. Carried unanimously
6-0.
2. Letter - Stormwater accumulation at private condominium walkways on Marco Island
Beach

Mr. McAlpin reported:
• Staff continues to review drainage complaints by some condominium owners on Marco
Island and any relation to the recent beach re -grading project completed by the County.
• Water is ponding on sidewalks following rain events and staff has investigated the issue
and determined the re -grading project did not cause the problem.
• Indications are drainage systems in the areas in question have been altered over time
(filling of swales, altering pipes, etc.) which may be contributing to the problem.
• The City of Marco Island also indicated the issue has occurred in the past and staff
continues to monitor the situation including coordinating with the City as necessary.
3. Water Quality Sub -Committee Read Ahead
Chairman Trecker reported:
• The Subcommittee has been charged with developing recommendations for the Board of
County Commissioners on addressing water quality issue for area coastal water systems
including bays, inlets, estuaries and shorelines.
• They have identified four items to focus on over the long term:
1. Water sampling and testing uniformity.
2. Uniformity on Health Dept. signage to notify the public on water quality health
hazards.
3. Enforcement of the County's Fertilizer Ordinance.
4. Identifying the costs estimates for reduction of nutrients in recycled water used for
irrigation.
• The group has held two meetings and the next one will be cancelled so the members may
attend the FDEP's Triennial review of Florida's Water Quality Standards in Fort Myers.
Ms. Greene reported members should not sit together at the proceeding nor talk to each other.
They may ask individual questions of the presenters but should use caution in communicating on
issues which may come before the Coastal Advisory Committee to ensure there are no violations to
the Sunshine Law.
4. Call in policy for Board appointed committees
Ms. Greene reported:

• The County Attorney's Office has initiated a policy where a member of an Advisory Board
may no longer participate in a meeting via a telephone call.
• The allowance of a member participating by phone requires a legislative finding by a
quorum of the membership present that there is an extraordinary circumstance by which the
member had to call into the meeting.
• This finding may only be made by the Board of County Commissioners and the practice
will no longer be allowed for Advisory Boards.
Staff requested the Committee endorse the new policy.
Mr. Koziar moved for the Coastal Advisory Committee to comply with the County Attorney's
policy and to allow a member to call into a meeting for the sole purpose of listening to the
proceeding but not participating in any discussion nor being counted as a part of the quorum.
Second by Ms. Roddy. Carried unanimously 6 — 0.
IX. Old Business
1. Beach Renourishment Update
Mr. McAlpin provided an update on beach renourishment projects noting:
• The upcoming project will be completed via truck hauls with delivery of sand in 2 locations
— Horizon Way and the Seagate access point and the public will be notified so they may
plan accordingly.
• The project slated to begin on October 7" with the hauling of sand initiating a week later
and the timeline for project completion is January 1, 2020, however there is a chance it
may be completed before the Thanksgiving holiday.
• There is an approved route for truck hauling with the vehicles monitored via the GPS. Any
driver violating the protocols will be terminated from the project.
• The County is coordinating the work with the City of Naples Police Department and
Collier County Sheriff's Office.
• Any work required for the Pelican Bay beaches will be undertaken next year when
Vanderbilt Beach is re -nourished, as necessary.
2. Red Tide Update
Mr. McAlpin reported:
• The current red tide outbreak at the southern end of Marco Island is not as intense as that
experienced last year.
• County staff cleans the beach by mechanical means Monday thru Friday on a regular basis,
and on weekends, if necessary.
• There is an issue cleaning the Cape Marco area as access is limited by the groin structures
however the upcoming work at Caxambas Pass may aid in accessing the area by placing
material in strategic locations.
• The current conditions are not considered a health hazard as there are approximately 10
fish per 20 feet of beach.
• There is Red Drift Seaweed offshore and not an issue at this point.
Staff noted the County may be amenable to a volunteer effort to clean the beaches if the City of
Marco Island proposed a program.
Mr. McCann arrived at 1:50 p.m.

X. Announcements
Mr. McAlpin reported there is a FDEP public meeting at 4:00 p.m. today to discuss the location of the
Erosion Control Line from Naples Cay to Pelican Bay.
XI. Committee Member Discussion
Mr. Koziar queried on a proposal to dredge areas in the vicinity of Tigertail Beach.
Mr. McAlpin reported:
• The project is not being spearheaded by the County but certain parties have engaged
consultants to investigate the feasibility of dredging various lagoons in the area.
• The main issues are whether any permits may be obtained for the project as the FDEP's goal is
for the area to gravitate to a natural state.
• The use of TDC funds would have to be approved by the County, however they are reserved
for dredging for navigation purposes, not tidal surges.
• Other issues for any County involvement include any dredging work completed may require
the County to maintain the area over the long term.
