EXECUTIVE SUMMARY
Recommendation to approve the transfer of 1.33 acres of property from Collier County to the
Collier County Water-Sewer District, at a total cost not to exceed $142,980.00 (plus closing costs),
and authorize the execution of the necessary documents and budget amendments (Project Number
70249).
OBJECTIVE: To acquire a suitable tract of land for the construction of a new Master Pump Station
(MPS), furthering the public purpose by bringing utility infrastructure into compliance with current area
needs in order to meet the demand for service, improving wastewater system reliability, protecting public
safety, providing proactive environmental protection, and providing for future development of additional
areas for affordable housing and/or ancillary uses.
CONSIDERATIONS: The proposed purchase is consistent with the FY2020 Budget approved by the
Board of County Commissioners (“Board”) on September 19, 2019.
MPS 313 is 31 years old and in need of rehabilitation. The existing site is undersized and located within
an easement on property owned by DDRM Countryside, LLC, at the southwest corner of Radio Road and
Santa Barbara (See Attachment 1). The proposed, larger site on the Bembridge Property provides enough
space for a turnaround driveway that, during severe storm conditions, will allow pumper trucks to
discharge wastewater at this station instead of driving 4.5 miles further to the South County Water
Reclamation Facility. This feature allows pumper trucks to transport more loads per day f rom pump
stations without power, reducing the chance of overflows. Storm resiliency will also be improved due to
Diesel pumps, a generator and staging of portable generators on site. This new MPS will be a wastewater
booster pump station without a wet well, minimizing the potential for odors and spills. This purchase is
necessary because there is no space to construct these improvements on the current site. Constructing a
new station avoids service interruptions and minimizes the cost/risk of bypass pumping as compared to
rehabilitating on the existing, space constrained site.
Parcel No. 400246406, known as the 5.11 acre Bembridge Property, is approximately 3,000 feet south of
the existing station and is currently in the Emergency Medical Services (EMS) surplus inventory. EMS
Station 75 is located on 1.89 acres adjacent and south of the Bembridge Property (See Attachment 2).
Other sites have been evaluated for potential acquisition by easement or parcel purchase, with this option
being the most cost-effective. The Bembridge Property is ideal as it has direct access to the same
pipelines as the existing site. Public Utilities performed a feasibility study originally requiring 2.07 acres.
The design was optimized such that all utility requirements could be accommodated on 1.27 acres.
Subsequently, on August 13, 2019 (Agenda Item 16.D.1), the Board approved a long-term ground lease
with McDowell Housing Partners, LLC (“McDowell”) which included a conceptual site plan that utilizes
the site for affordable housing and the proposed pump station. Public Utilities coordinated with
McDowell to reconfigure the site resulting in a longer, narrower 1.33 acre utility parcel that providing
more parking for the developer and met all of the utility’s needs (See Attachment 3).
Collier County, as owner of the 5.11 acre parcel agrees to sell 1.33 acres of Parcel No. 400246406 to the
Collier County Water-Sewer District (CCWSD) for $142,980.00. This amount represents the
proportionate amount of EMS’s costs to date including impact fees, which will make EMS whole for
what they paid for the entire parcel minus the portion they used for the EMS building. This amount
includes interest. The Statutory Deed with Exhibit A (See Attachment 4) has been reviewed and
approved by the County Attorney’s Office, the CCWSD and EMS. In accordance with the LDC, the
residential density allotted to the pump station site will be included in the overall density calculations of
the PUD.

During the design of the new MPS, staff will conduct neighborhood information meetings to coordinate
plans with nearby residents.
FISCAL IMPACT: The total cost of the transfer should not exceed $142,980.00 for the purchase price
and approximately $18.50 for closing costs and recording of the documents. The source of funding is the
Wastewater User Fee Fund (414).
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
GROWTH MANAGEMENT IMPACT: This transaction is consistent with the County’s Growth
Management Plan.
RECOMMENDATION TO:
1. Approve the attached Statutory Deed;
2. Authorize the Chairman to execute the Statutory Deed and any additional closing documents,
once approved by the County Attorney’s Office;
3. Authorize a transfer of $142,980.00 from Fund (414) to the EMS Impact Fee Fund (350), as full
compensation for 1.33 acres of the Bembridge Property; and authorize staff to prepare related transfers
for payment;
4. Direct the County Manager or his designee to proceed to acquire the Property and to follow all
appropriate closing procedures, to acquire and obtain clear title to the Property, and to record any
and all necessary documents (once approved by the County Attorney’s Office) in the Public
Records of Collier County, Florida; and
5. Authorize the necessary budget amendments.
