EXECUTIVE SUMMARY
Recommendation to award Request for Quotation # 19-8110, “Collier County Little League Parks
Hurricane Repairs,” under Agreement No. 19-7525, Annual Agreement for General Contractor
Services, to Capital Contractors, LLC in the amount of $236,600.
OBJECTIVE: To repair Hurricane Irma damages at Cindy Mysels Park, Starcher Pettay Park, and Tony
Rosbough Community Park.
CONSIDERATIONS: The proposed scope of work under Project No. 50154 is consistent with the
FY2020 Budget approved by the Board of County Commissioners to affect repairs at various Collier
County locations.
On September 5, 2019, utilizing Agreement No. 19-7525, General Contractors Annual Agreement, the
Facilities Management Division requested quotes for the “Collier County Little League Parks Hurricane
Repairs” project through the Collier County Procurement Services Division Online Bidding System. The
bidding system sent the invitation to the six contractors under contract with the County under Agreement
No. 19-7525. Three (3) vendors submitted quotations by the September 25, 2019 deadline, as
summarized below:

The following remaining (3) vendors on the Agreement No. 19-7525 did not submit bids by the deadline:
Core Construction Services of Florida, LLC, Wright Construction Group, Inc. and EBL Partners, LLC.
Staff determined the lowest quote is fair and reasonable and recommends awarding the base bid plus all
alternates to Capital Contractors, LLC. Because the cost for these services are in excess of $200,000,
staff will obtain payment and performance bonds from the contractor as required by Section 22.A. of the
Agreement prior to commencement of work.
FISCAL IMPACT: The project is expected to be completed in FY 2020 and will utilize available funds
in County Wide Capital Projects Fund (301) in the Hurricane Irma Repair Project 50154 in accordance
with the previously approved FY 2020 budget.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.-SRT
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
RECOMMENDATION: Award Request for Quotation “Collier County Little League Parks Hurricane
Repairs,” under Agreement No. 19-7525, Annual Agreement for General Contractor Services, to Capital
Contractors, LLC in the amount of $236,600.

INTRODUCTION
As requested by the Facilities Management Division (hereinafter, the “Division or Department”), the Collier County
Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for
Quote (hereinafter, “RFQ”) with the intent of obtaining bid submittals from interested and qualified vendors in
accordance with the terms, conditions and specifications stated or attached. The vendor, at a minimum, must achieve
the requirements of the Specifications or Scope of Work stated.
BACKGROUND
Several Collier County owned facilities sustained damage during Hurricane Irma. Some emergency and temporary
repairs were made immediately after the storm to ensure safe use and uninterrupted operation.
The goal of this project is to fully restore the facility to its pre-storm condition. The below scope and attachments
detail the areas to be repaired, provides documents and photos that illustrate both the existing conditions and any
repairs that took place following the storm.
TERM OF CONTRACT
The contract term, if an award is made is intended to be ninety (90) days.
Prices shall remain firm for the initial term of this contract.
Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the
pricing structure.
All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation
rates and to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the
COUNTY at the time and place of delivery; provided that risk of loss prior to actual receipt of the goods by the
COUNTY nonetheless remain with VENDOR.
AWARD CRITERIA
RFQ award criteria are as follows:
➢ For the purposes of determining the winning bidder, the County will select the vendor with the lowest price
as outlined below:

establish a pool for quoting, or other options that represents the best value to the County; however, it is the
intent to:

DETAILED SCOPE OF WORK
1. REQUIREMENTS:
1.1 All work must comply with Collier County Vertical Standards (CCVS) and the Florida Building
Code.
1.2 Provide all necessary items, tools, hardware, resources, materials, etc. to fully and properly complete
all project tasks. Install all items per manufacturer’s recommendations and installation instructions.
1.3 All materials and items replaced that Collier County does not want to store must be properly
disposed of at the cost of the contractor.
1.4 Provide all necessary permitting and any documentation, sketches, fees, etc. required for permits.
Selected vendor may utilize owner’s as-built drawings, if available, to complete project.
1.5 The contractor will be required to provide photographs of the progress and successful completion
of the work. For each repair item contractor shall take before and after pictures of scope items below.
1.6 The contractor shall submit specifications, product data and/or shop drawings on all materials,
devices, equipment or systems being installed on the project for approval by the Project Manager
and/or project consultant. All materials must be replaced in kind and installed per the manufacturer’s
specifications and recommendations. All items shall match existing colors, materials, quality, and
style and use fasteners to match existing, unless specifically stated otherwise.
1.7 The contractor must warranty the work completed for a minimum of one (1) year following the
completion of this project. Any call-back or remediation work will be completed at no charge to
Collier County.
1.8 All work must be performed by properly qualified employees. Credentials may be requested by
Collier County.
1.9 The contractor and their subcontractors are required to comply with County Ordinance 2004-52, as
amended. Background checks are valid for five (5) years and the vendor / subcontractor shall be
responsible for all associated costs. The cost is $40.00 per person.
1.10 The awarded contractor will receive a Purchase Order for work requested and may not start work
prior to receiving the authorization to begin the work.
1.11 Contractor is responsible for blocking off and maintaining any safety perimeters necessary for
work. Contractor shall properly block off construction areas as appropriate until the work item is
complete.
1.12 The objective of this project is to repair all damages to the referenced site. All facilities and sites

2.2.6 Grandstand Left Field Side Metal Roof Repair
2.2.6.1 Replace approximately 54 linear feet of damaged drip edge (6 ½” girth) along the eaves
of the roof covering with matching drip edge.
2.2.6.2 Replace one (1) approximately 2’ x 17’ damaged 5V metal panel to match existing.
2.2.6.3 Provide and install all necessary accessories and work to adjacent materials as needed to
ensure a full and complete repair.
2.2.7 Grandstand Right Field Side Metal Roof Replacement
2.2.7.1 Completely replace an approximately 850 square feet 5V galvanized metal roof including
underlayment and all accessories.
2.2.7.1.1 Provide full replacement meeting all current Florida Building Code, Collier
County Vertical Standards and any other applicable standards.
2.2.7.1.2 Include tear off and disposal of existing roof system and re-nailing existing deck
to meet current building code.

2.3 Location 3: Tony Rosbough Community Park (1213 Little League Rd. Immokalee)
2.3.1 Replace Scoreboard
2.3.1.1 Replace one (1) new approximately 5’ x 16’ x 8” electronic scoreboard in the same
location as existing. Install with a green background.
2.3.1.1.1 Install all new structural components and anchoring cement for two (2)
replacement vertical I-beams for each scoreboard. Seal, prime and paint posts to
match existing colors.
2.3.1.1.2 Coordinate with park staff on utilities and control locations.

2.3.1.1.3 Each scoreboard shall include a manufacturer’s hand-held 900MHz wireless
scoreboard controller system, following and including all items in the Wireless
Control System per the manufacturer’s specifications. System shall be
programmed, tested, and provided to the County, Testing of the installed
scoreboard system shall follow the procedure outlined in the manufacturer’s
Installation Instructions.
2.3.1.1.4 Contractor shall provide all required engineered drawings, permits, excavation,
installation, and backfill methods and sampling during the entire scope of the I-
Beam and scoreboard reconstruction phase.
2.3.1.1.5 Installation shall include all electrical connections to existing electrical service,

including labor and materials, including but not limited to repairs and new
connections required to power new scoreboards per manufacturer’s
recommendations.
2.3.1.1.6 Contractor shall connect to the existing electrical service located at or near the
existing scoreboard location. Work around or remove and replace sprinkler
heads as necessary to complete the work. Provide any needed post mounted or
buried junction boxes, outlets for equipment connection (or hard connection
with disconnect) in accordance with manufacturers installation instructions.
Include all conduit, wire and any reinstallation of any existing electrical
components as necessary to provide a complete and functioning system.
2.3.1.1.7 Fully restore work area to make flush with grade and sod/mulch as necessary.
2.3.2 Signs
2.3.2.1 Straighten to plumb two (2) 4” x 4” x 10’ leaning aluminum sign posts.
2.3.2.2 Straighten to plumb two (2) leaning ADA parking signs.
2.3.2.3 Straighten to plumb one (1) “Tony Rosbough Community Park” sign at the entrance of
the park. The sign has six wooden posts total (three per side). Dismantle and reattach sign
as necessary.
2.3.3 Lights
2.3.3.1 Replace one (1) fixture at the top of a 25’ high x 6” x 6” pole that is twisted.
2.3.3.1.1 All new fixtures shall be the following: Exterior lights are Pole Mounted LED
area fixture, 113 watt, 10,800 lumen, type 4 distribution, full cut-off, black
finish, 3,000K, 80% CRI, Fixture EPA = 0.96 SF. New Fixtures shall be
McGraw – Edison GLEON-AF-02-LED-E1-T4FT-8K-8030 or approved equal
as required for retrofit on exiting poles.
2.3.4 ADD ALTERNATE: Tony Rosbough Roof Repairs Concession Stand
2.3.4.1 Roof Perimeter: Remove and install new sealed and painted fascia and nailer board
around the entire building. Remove and reuse existing soffit and lighting fixtures where
applicable.
2.3.4.2 J Channel and Soffit: Install new J channel and soffit where necessary. Paint, seal and
caulk to match existing paint color(s).
2.3.4.3 Gable Repair: Remove the impact damaged horizontal wood slats from north gable vent
and replace with new sealed, painted and anchored 1” x 3” wood slats. Provide a properly
framed, mounted and sealed vermin proof transition point for the air conditioning
refrigeration line set. Paint to match existing color.
2.4 Final Clean
2.4.1 After construction activity has finished, final clean work areas and any affected systems,
appliances, furniture, etc. to leave a fully clean space ready for use.
2.4.2 Protect HVAC systems from construction activity. If systems are found to be negatively
affected, contractor will be responsible to fully clean and sanitize all air distribution, grills and

registers and replace air filters in the HVAC system.
2.4.3 Replace all furniture and/or contents moved during the work to the original locations. Provide
full and complete turnover of facility in move-in condition.
2.5 Schedule / Liquidated Damages / Owner Access
2.5.1 The project shall be substantially completed within ninety (90) days of receiving the
authorization to proceed with the work.
2.5.2 The selected vendor shall present the owner, within seven (7) days of authorization to proceed
with the work, a project work schedule to ensure smooth coordination with building
occupants and other County operations.
2.5.3 Time is of the essence in the performance of the work on this project. Should the contractor
fail to substantially complete the project in the time period specified, the owner shall be
entitled to assess, as liquidated damages, but not as a penalty, one hundred fifty dollars ($150)
per calendar day.
