EXECUTIVE SUMMARY
Recommendation to approve a Utility Easement within property acquired for a future park at an
estimated cost not to exceed $9,830, Project # 70196.1.
OBJECTIVE: To approve and authorize the Chairman to sign the attached Utility Easement.
CONSIDERATIONS: The Golden Gate Tamiami Wellfield provides a raw water supply for the North
and South County Regional Water Treatment Plants. A new production well is needed in this wellfield to
provide additional reliability, as some of the existing older wells are nearing the end of their useful life.
Tamiami Well #39 is a future well that will require utility and access easements to connect a future raw
water main to the existing raw water system supplying the County’s regional water treatment plants.
Collier County owns 128.9 acres of land located on the north side of the future extension of Vanderbilt
Beach Road and at the west terminus of 10th and 12th Avenue NW. This property was acquired in 2001
for a Parks and Recreation facility. The park property currently contains six (6) raw water production
wells supplying the North and South County Regional Water Treatment Plants. Two 15 -foot-wide
easements as depicted on the attached location map are required to accommodate the proposed raw water
main for the new well.
The additional easement area proposed contains 0.41 acres. The Parks & Recreation Division purchased
the park property with Impact Fee funds and will be reimbursed for the acreage contained within the
additional easement area plus interest, for a total sum in the amount of $9,800.
FISCAL IMPACT: The total cost will not exceed $9,830 ($30 to record the Utility Easement, and
$9,800 to be reimbursed to Parks & Recreation). Funding is available in the Fiscal 2020 capital budget
approved by the Board on September 19, 2019. The source of funding is the Water User Fee Capital
Fund (412). Funds in the amount of $9,800 shall be deposited into the Regional & Community Park
Impact Fee Fund (346).
GROWTH MANAGEMENT IMPACT: Projects funded with User Fees (412) have no impact on the
Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires
majority vote for approval. - JAB
RECOMMENDATION: That the Board of County Commissioners:
1) Approve the Utility Easement and authorize the Chairman to execute on behalf of the Board; 2)
Authorize staff to record the Utility Easement in the Public Records of Collier County, Florida; and 3)
Authorize the reimbursement and necessary budget amendments from the Public Utilities Department to
the Parks and Recreation Division in the amount of $9,800.
