Agenda 10/22/2019 Item #16C 1 (Work Order - I-75 Alligator Alley Water Main Improvements )10/22/2019 EXECUTIVE SUMMARY Recommendation to approve a $501,773.95 Work Order under Request for Quotation No. 14-6213- 133 for the “I-75 Alligator Alley Water Main Improvements Project,” to Quality Enterprises, USA, Inc. (Project Number 70246). OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently by providing a compliant and reliable potable water system to Collier County Water-Sewer District (“CCWSD”) customers. CONSIDERATIONS: The proposed scope of work under Project No. 70246, the “I-75 Alligator Alley Water Main Improvements Project” (hereafter, the “project”), is consistent with the FY2020 Budget approved by the Board of County Commissioners on September 19, 2019. The project includes: the addition of a 16-inch water main along Bedzel Drive from Davis Boulevard to Bedzel Circle, the replacement of the existing water main on the south side of Bedzel Drive with a new 16-inch water main, and the addition of a new 16-inch water main along the western property boundary of the proposed Edge 75 Apartments within a pending utility easement. The project is being completed prior to the I-75 & 951 Utility Relocation project, which will include relocating the existing water main to the FPL easement located east of 951 and abandoning the 48-inch water main in 951. Currently the 48-inch water main serves the existing businesses in the northwest quadrant of 951 and Davis Boulevard. The project will install a new water main on Bedzel Drive to provide a secondary loop to serve the existing businesses. Once the 48-inch pipe is decommissioned as part of a future Florida Department of Transportation I-75 & 951 Interchange Improvements project, the existing businesses in the NW quadrant will not lose water service. Further, the new 16-inch water main will provide additional fire flow and looping to the proposed Edge 75 Apartment complex once the 48- inch line is decommissioned and will serve as a future transmission main connecting to Magnolia Pond Drive when required. The County posted Request for Quotation No. 14-6213-133, “I-75 Alligator Alley Water Main Improvements Project,” on August 7, 2019, and distributed it to all contractors on the County’s Fixed- Term Underground Utilities Contract No. 14-6213. Four of the six contractors on that contract submitted quotations by the August 22, 2019 deadline, as summarized in the below table: VENDOR QUOTE Quality Enterprises USA, Inc. $501,773.95 Haskins, Inc. $599,955.00 DN Higgins, Inc. $611,650.00 Mitchell & Stark Construction Co. $624,586.00 No quote was received from Kyle Construction, Inc. or Southwest Utility Systems, Inc. The quote specifications noted that there may be unforeseen conditions associated with the project and included a $70,000 owner-directed allowance for work related to unforeseen conditions including but not limited to: conflicts with existing facilities not reflected in record drawings and modifications or repairs resulting from unforeseen utility work associated with this project. The price for any needed additional work will be negotiated prior to commencement in accordance with the county’s Procurement Ordinance 16.C.1 Packet Pg. 1532 10/22/2019 and the terms of the agreement. County staff determined the lowest bid to be fair and reasonable and recommends awarding the project to Quality Enterprises USA, Inc., the lowest responsive and qualified vendor. The bid received is six percent less than the engineer’s cost opinion. In its recommendation letter, dated August 27, 2019, the design professional, Q. Grady Minor & Associates, P.A., recommends awarding the project to Quality Enterprises USA, Inc. Quality Enterprises USA, Inc. has a satisfactory performance and warranty record on previous, similar, utility-related projects. FISCAL IMPACT: The source of funding will be the Water User Fees Fund (412). A budget amendment in the amount of $550,000 is required to reallocate funding from Project 70174 to Project 70246. The budget amendment is necessary to cover both construction and construction administration costs. The project is expected to be completed in 2020. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory programs. RECOMMENDATION: Approve a $501,773.95 Work Order, under Request for Quotation No. 14- 6213-133, to Quality Enterprises USA, Inc., and authorize the Chairman to sign the attached Work Order and authorize the necessary budget amendment. Grady Minor & Associates, P.A. (GradyMinor) has completed our review of the quotes submitted for the above referenced project and we are pleased to provide the following award recommendation. The scope of the I75/Alligator Alley Water Main Improvements project includes the installation of a water main along Bedzel Drive from Davis Boulevard to Bedzel Circle, and along Bedzel Circle to Joyrose Place, and north along a Utility Easement on the western property boundary of the proposed Edge 75 Apartments, a distance of approximately 1,600 linear feet. The project was bid to Collier County’s library of underground contractors, and based on the bid tabulation (attached) Quality Enterprises is the responsive and responsible low bidder with a bid amount of $501,773.95. The project’s Opinion of Probable Construction Cost (OPCC) was $531,000, which was based on similar recently bid projects located within Collier County. Quality Enterprises is a local contractor with extensive experience with underground utility construction within Collier County, including utility installations within existing neighborhoods. Quality Enterprises is pre-qualified for this project per the Collier County Underground Contractor’s Library.
