Agenda 10/22/2019 Item #11F (Revised Vanderbilt Beach Road Extension)10/22/2019 EXECUTIVE SUMMARY Recommendation to approve the revised alignment of Vanderbilt Beach Road Extension from Collier Boulevard to 16th Street NE. (Project No. 60168). _____________________________________________________________________________________ OBJECTIVE: To design and construct the Vanderbilt Beach Road Extension from Collier Boulevard / CR 951 to 16th Street NE. CONSIDERATIONS: On April 17th, 2006, Collier County Board of Commissioners (Board) approved the alignment for the Vanderbilt Beach Road Extension (VBRX) from Collier Boulevard to Desoto Boulevard. In 2008, the Project was shelved due to the economic downturn. On December 12, 2017, the Board approved (item 11.D.) an amended contract to restart the design and renewed public involvement efforts began again in January of 2018. On September 25th, 2018, another alignment concept was presented to the Board, which would have connected streets between 27th Street NW and 15th Street NW, as well as relocated the Cypress Canal to the south of the proposed roadway. The Board rejected the frontage road connections but approved the revised alignment of VBRX and the relocation of the Cypress Canal. On December 7, 2018, residents representing the Greyhawk community requested a meeting to discuss safety concerns with the approved alignment. They asked if the existing Vanderbilt Beach Road (VBR) can be retained as a frontage road which would provide a separation from the proposed alignment by a connection 400 feet to the north at Massey Street. This concept would modify the design in the area between Massey and Douglas Streets, requiring flattening out the proposed northerly curvature between Massey Street and Douglas Streets, and relocating an additional 1,500 feet of Cypress Canal to the south of VBRX. After evaluating this proposed concept, staff advised that this change would require the purchase of two homes at the north end of 31st Street NW. The original northerly curve was designed specifically to avoid full take impacts to these two homes. While thei r proposal was being considered, members of Greyhawk notified staff that they had contacted the residents of the two homes on 31st Street NW and they were amenable to a County offer of purchase at fair market value. Staff considered that the removal of the S-curve would provide a better design profile for the corridor in this segment and also provide additional connectivity between Massey Street, Douglas Street, Greyhawk, and other properties to the north of VBRX. On May 22, 2019, a public information meeting (PIM) was held to present the Board-approved concept for VBRX, and also a second concept known as “Alternative Alignment A” which depicted the revisions requested by Greyhawk residents. Soon after the May 22nd PIM, Vanderbilt Country Club (VCC), a community that abuts VBRX, requested a meeting with staff to discuss Alternative Alignment A and its potential impacts to their community. After several days, staff began receiving emails (in total more than ninety) from VCC homeowners opposing Alternative Alignment A. The main concern was the potential for increased traffic on Massey Street, which is currently a private roadway owned by VCC and the owners along its eastern frontage. On June 24th, staff met with members of Greyhawk and VCC to seek a resolution to the concerns of both communities relative to Alternative Alignment A. Discussions led to staff agreeing to consider possible mitigation for the impacts of the frontage road intersection with Massey Street to VCC in return for VCC’s considering a fair market value sale to the County of the right of way needed for future improvements to Massey Street. On August 12, 2019, after several weeks of negotiations with the two homeowners on 31st Street NW, 11.F Packet Pg. 777 10/22/2019 signed sales and purchase agreements were obtained with both, allowing for the straightening of VBRX as proposed in Alternative Alignment A. These agreements will be presented in a separate related item on this Board agenda and approval is contingent upon approval of this item. On August 22, staff met with members of Greyhawk and VCC to propose an offer of financial mitigation to VCC in return for VCC’s amicable sale of a 30 foot strip along their eastern boundary, plus a 10 -foot temporary construction easement for the County’s planned improvements of Massey Street, together with other minor easements needed for VBRX. On October 10, 2019, VCC Board members approved an agreement in the amount of $465,000 in return for 3.23 acres of roadway, drainage, and utility easement, plus 1.66 acres of temporary construction easement. The agreement allows Alternate Alignment A to move forward including the old VBR frontage road and its intersection with Massey Street. This agreement will be presented in a separate related item on this Board agenda and is contingent upon approval of this item. FISCAL IMPACT: The realignment and associated frontage road improvements and additional canal relocation will add approximately $1.5 million to the overall project cost. The source of funding is $74 million from Sales Surtax and the remainder from road impact fees and/or gas tax. The construction project is planned for late FY2021 with an anticipated total cost of $121 million, including design, right of way, mitigation, and CEI. Approval of this item will not have an impact on operational and maintenance costs; however, the completed project can be expected to have the following operational and maintenance impacts: minimal to no maintenance costs are expected to be incurred within the first 5 to 7 years of service for the new bridge and roadway features, and will be absorbed into the regular maintenance schedule thereafter; the new stormwater features will require minimal maintenance that will be absorbed into the regular maintenance schedule resulting in minimal cost impact. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. -JAK GROWTH MANAGEMENT IMPACT: This is consistent with objectives identified within 1, 2, and 10 of the Transportation Element of the Growth Management Plan. RECOMMENDATION: To approve the revised alignment of Vanderbilt Beach Road Extension from Collier Boulevard to 16th Street NE.
