WQ Subcommittee Minutes 10/01/2019 October 1, 2019 1 MINUTES OF THE COLLIER COUNTY COASTAL ADVISORY COMMITTEE WATER QUALITY SUBCOMMITTEE MEETING Naples, Florida, October 1, 2019 LET IT BE REMEMBERED, the Collier County Coastal Advisory Committee Water Quality Subcommittee, in and for the County of Collier, having conducted business herein, met on this date at 1:00 P.M. in REGULAR SESSION at Administrative Building “F”, 5th Floor, Collier County Government Complex Naples, Florida with the following members present: CHAIRMAN: Dave Trecker VICE CHAIRMAN: Sam Young Terry Hutchinson ALSO PRESENT: Gary McAlpin, Manager, Coastal Zone Management Gail Hambright, Accountant Danette Kinaszczuk, Pollution Control Rhonda Watkins, Principal Environmental Specialist Stephanie Molloy, City of Naples October 1, 2019 2 Any persons in need of the verbatim record of the meeting may request a copy of the video recording from the Collier County Communications and Customer Relations Department or view online. I. Call to Order Chairman Trecker called the meeting to order at 1:00 P.M. II. Pledge of Allegiance The Pledge of Allegiance was recited. III. Roll Call Roll call was taken and a quorum was established. IV. Changes and Approval of Agenda Mr. Hutchinson moved to approve the Agenda. Second by Mr. Young. Carried unanimously 3 – 0. V. Public Comments None VI. Approval of CAC Minutes September 3, 2019 Mr. Hutchinson moved to approve the minutes of the September 3, 2019 meeting as presented. Second by Mr. Young. Carried unanimously 3 – 0. VII. Staff Reports Chairman Trecker reported the Subcommittee has been charged with developing recommendations for the Board of County Commissioners on addressing water quality issues for coastal water systems including bays, inlets, estuaries and shorelines. They have identified four items to focus on over the long term: 1. Water sampling and testing uniformity. 2. Uniformity on Health Dept. signage to notify the public on water quality health hazards. 3. Enforcement of the County’s Fertilizer Ordinance. 4. Identifying the cost estimates for reduction of nutrients from recycled water used for irrigation. VIII. New Business 1. Dave Tomasko, ECA-Presentation Mr. Tomasko presented a PowerPoint “Recommendations for coordinating water quality monitoring programs with existing regulatory programs – October 1, 2019” for informational purposes. He noted:  The presentation is a basic premise for FDEP water quality assessment programs including how the Numeric Nutrient Concentration (NNC) criteria were developed.  The criteria were developed from Florida International University data collections from 1999 – 2007 in sites throughout the County. The data was used to develop thresholds for determining if waters are impaired if they exceed the 80th percentile of the Annual Geometric Means.  The FDEP established the Rookery Bay/Marco Island Estuarine Numeric Region boundaries based on the sampling. Within this region, there are several sub regions known as WBID’s (Water Body Identification areas). October 1, 2019 3  The main issue is the standards developed for the Numeric Regions are being applied within the individual WBID’s and those areas may have different individual characteristics than the overall region.  Additionally, recent sampling sites are different than those originally utilized to establish the standards.  The process can lead to confound assessment of trends over time if different sites are being sampled. His study yielded recommendations such as:  Focus on water quality collection sites to be at or near the sites used by FIU to determine the criteria (NNC).  Coordinate Rookery Bay NERR monitoring program to ensure FDEP data sufficiency.  Work with FDEP to address the issue of ENR vs. WBID boundaries.  Incorporate trend analysis into the assessments. He noted the FDEP’s program does not include the canal systems in southwest Florida. 2. Danette Kinaszczuk - Presentation Ms. Watkins presented the PowerPoint “Collier County Water Quality Monitoring” and provided an overview of the testing sites in the County. The Subcommittee noted it would be prudent to develop recommendations to assist in addressing issues including:  Ensuring consistency for the sites sampled including the analytes examined.  Establishing a work group comprised of staff to identify the problem and potential solutions.  The Rookery Bay Estuarine Resource Area completes sampling on its own and the County does not have jurisdiction but may coordinate the sampling. Mr. Hutchinson moved for staff to undertake the necessary measures to develop the appropriate personnel to make recommendations to the Subcommittee on testing locations, trend analysis options, and collaboration with Rookery Bay representatives to provide a better analysis of water quality in the area. Without a second the motion was not considered. Discussion occurred on the most optimal avenue to proceed to address the issue. Following the discussion, staff reported they would review the information and bring forth concepts to provide for uniform location, frequencies and standards for sampling in the County. IX.
