Required local municipalities with existing airport protection regulations to:
Permit the construction of any obstruction, utilizing criteria established by F.S.
Address obstruction marking and lighting standards
Amend conflicting airport zoning regulations

Eliminates any conflicts from F.S.
Proposes new airport land use compatibility regulations
Implements new zoning maps for visual depiction of airspace surfaces

What is an Airspace Obstruction?
Potential impacts to air navigation
Can be any object that exceeds the federal obstruction standards, and includes:
Any object of natural growth or terrain;
Permanent or temporary construction or alteration, including equipment or materials used; or
Alteration of any existing structure by a change in the height, including appurtenances, lateral dimensions, and equipment or materials used in the structure.

Federal Obstruction Standards
Describes 5 ‘imaginary’ surfaces: Primary, Horizontal, Conical, Approach, and Transitional
Standards for each surface depends on the runway type
Incorporated within the maps in Appendix D, and Tables 4-8 within LDC Section 4.02.06

Airspace Obstruction Review
Will occur at time of SDP or Building Permit Review
Requires a copy of FAA Notice form, and a copy of the FAA’s final determination (hazard vs. obstruction)
Requires coordination with impacted Airport Authority
GMD Staff required to send all Airspace Obstruction review materials for FDOT-ASO technical guidance
