LAB Minutes 08/21/2019Naples, Florida, August 21, 2019 LET lT BE KNOWN that the LIBRARY ADVISORY BOARD met on this date in regular session at 10:00 a.m. in the Vanderbilt Beach Branch Library with the following members present: Connie Bettinger - District 3 (absent) Joan Hochschild - District 1 Joy White - District 4 I\Iarjorie H. Gagnon - District 5 Lynne Nordhoff - District 2 ALSO PRESENT NOTE. The August Library Advisory Board meeting was originally scheduled for Wednesday, August 14, however, due to lack of quorum, it was rescheduied for August 21. Connie Bettinger was unable to attend today's meeting. As Vice-Chair, Joan Hochschild facilitated the meeting. APPROVAL OF MINUTES Dr. Hochschild asked for additions or corrections to the minutes of June 19, 2019. Two minor corrections were noted. Dr. Hochschild moved to approve the minutes. Mrs. Nordhoff seconded and the motion was carried unanimously. REPORT OF OFFICERS - None REPORT OF COMMITTEES - None REPORT OF THE FRIENDS. Mrs. Franck reported that the Friends of the Library 2020 Nick Linn Lecture Series is sold out and they are trying to make room for more attendees.. The 2020 Non-Fiction Author Series is almost sold out.. On April 2, Susan Quinn, author of Eleanor and Hick: The Love Affair That Shaped a First Lady, will provide a lecture at The Naples Players Sugden Community Theatre, 701 5th Avenue South, at 2:00 pm.. Ms. Williams added that all Library locations are distributing bookmarks for the FOL sponsored Local Author Book Fair to be held on November 9 at the South Regional Library PUBLIC COMMENTSo Mrs. Nordhoff suggested for the monthly Library event information provided to the Friends of the Library members be modified to include the FOL logo at the top and to have the column headings on each page. o Discussion ensued regarding a comment that an Excel file sent to members would be beneficial so that they can sort the column information. 1 CHAIR: VICE-CHAIR: SECRETARY: Tanya Williams, Library Director Karen Tibbetts, Adm inistrative Assistant Louise Franck, Vice-President Riham Saleeb, Manager, Vanderbilt Beach Branch Library PLEDGE OF ALLEGIANCE . Mrs. Nordhoff shared a memorial card from the memorial services held for Robert P. Murray, husband of former LAB Chair Loretta Murray.o Mrs. Nordhoff shared an obituary from Naples Dailv News for Greta Elizabeth Jensen Laughlin, as it mentioned that she was a volunteer at the public library.. Mrs. Nordhoff shared an article regarding 20,000 books banned in prison.. Ms. Williams replied that the Collier County Public Library donates books to the Iocal jails under the guidelines of their restrictions. Books need to be in paperback format, and there are restrictions to the content.. Mrs. Nordhoff mentioned an article published on August 9, 20'19 entitled "Librarians Facing New Tasks Say Crisis lsn't in the Catalog". Ms. Williams stated that she would like to discuss this at the September meeting. UNFINISHED BUSINESS 1) Collection Management Policyo Ms. Williams distributed copies of the current Collection Management Policy, which was last revised in 2008.o She explained that the Appendix 2 of this document pertains to Request for Reconsideration of Materials.o This document is currently being reviewed and any revisions will be brought before the Library Advisory Board for additional review before it is presented to the BCC. 2) Request for Reconsideration - Danttin Devolves by Michael Beher Ms. Williams reported that the patron that requested the reconsideration for this book was contacted. Once the freedom to view and read guidelines that the Library follows, and that the Library catalogs materials as directed by the Library of Congress was explained, the patron was satisfied.. The patron felt that the book should be filed under religion and not science.o Ms. Williams added that when the freedom to view and read guidelines are explained, most patrons' concerns are satisfied. 2) FY 2019-2020 Annual Action Plano Ms. Williams provided draft copies of the Library's 2019-2020 Annual PIan of Service. She added that this information is gathered annually and is required for the State Aid application.. The information maps out certain aspects from the Communlty Assessment, and is used to generate the Library's quarterly score card.. These objectives work toward the Library's goal to engage, empower, and educate patrons of the community. 2 NEW BUSINESS 1) Automatic Renewal Option. Ms. Williams reported that a patron complained that her book renewals were not done automatically as they are with her other library system.. Currently the Library allows patrons to renew materials eight times, unless there is a hold on the material.. Patrons can renew materials early if it is less than seven days from the due date, otheMise they will receive a notification that it is too soon to renew.. Library staff recommend keeping the renewal process as it currently is done.. Library cards expire every three years, and Ms. Williams requests staff to remind patrons when their card is about to expire. It/s. Williams stated that the Library will reach out to consultants to help create a master plan for FY2020 which in turn will provide guidance for the allocation of the $1 .6 million Shreve donation. The Library will be making requests for proposal for a new integrated Iibrary system (lLS) to be implemented in the next two years. Currently the Library's system, Sierra, is through lnnovative lnterfaces; however, they are changing their operating system into two parts, Polaris and Sierra. The new Sierra is being developed to focus more on academic libraries, and Polaris would focus on public library systems. Other Library software companies being considered are TLC (The Library Corporation) and SirsiDynix, which is used by Lee County Library system. lnterlibrary Loan requests are processed using OCLC software which is a separate system from the Library's lLS. 2) Friends ofthe Library Requested FY 2020 Budget. Ms. Williams provided copies of the Friends of the Library's FY2020 budget request for $92k.. She reported that the FOL generously funded all of the 2019 Summer Reading Program prizes.. The FY20 budget request is 21% over the initial FY1 9 budget as it includes $7K for full funding of return postage for lt/ail-a-Book patrons, which was not used in FY19, and continued support of system-wide programs, summer reading program prizes, and the Friends' continued support for the Branch Enhancement Program.. Ms. Williams shared some good news by providing copies of a Tweet that the Library received from a mother praising the value of the Library to her family, particularly during the summer.. She added that the Library received many positive comments about the Summer Reading Program, thanks to the support of the Friends of the Library. 3) Fiber Connectivity Project Status. [t/s. Williams reported that the lmmokalee Library is waiting for Aztek to complete the final wiring.. The Vanderbilt Beach Library will need to have its parking lot remodeled in order for wires to be laid.. Naples Regional Library is working out the final connections.o East Naples and Estates Libraries will have their fiber connectivity addressed in FY20 DIRECTOR'S REPORTl) Staffing Update. Ms. Williams reported that five new employees were hired since the last LAB meeting.o There are currently six positions that are pending for hire. Two at Vanderbilt, one at Naples Regional, and one at Headquarters, and tlvo LEAP student positions.. Michelle Ramkissoon retired from the Library and is working with Growth Management.o Amanda Perez, Youth Services Librarian at South Regional and Linda Bakko, Teen Specialist at Headquarters are creating many engaging programs for the Library's younger patrons.. Ms. Williams reported that she requests to expand positions each year; however, no new positions were approved for FY2020.. An updated list of current Library staff was provided to LAB members. . Once complete, the entire Library system will migrate lo ihe "252" County phone exchange system.. This will allow each Library location to be able to transfer calls to another location.o Headquarters Library's voice messaging system failed, and new phone and numbers will be installed this week. The current phone number will roll-over to the new phone lines.. Naples Regional Library migrated to the "252" phone exchange last year.o Ms. Williams added that the "252" numbers will not be long distance. 4) 3'a Quarter Reporting I\/s. Williams provided handouts of the FY19 3'd Quarter Statistics and FY19 Annual Plan of Service Scorecard. The Fy19 3'd Quarter statistics show that added patrons was down 1% and door counts were down 2o/o as compared to the same period in FY18. However, the total collection was increased by 15% with print circulation increasing 2o/o. Electronic check outs were 62oh over last year's 3'd quarter statistics. Overall, there was a 14ok increase in circulation over the same first three quarters of last year. Ms. Williams added that professionally recognized best practices in collection management dictates the collection must be continuously increased in order for circulation to rncrease. BrainFuse statistics were down; however, this may be a result of the drop in the unemployment rate. HelpNow statistics were down as school was out for the summer. Ms. Williams reported that the score card does not have any area in red status, and most of the teams have been created and are working on their assigned tasks for the areas in progress. IVIs. Williams added that the Library is working to increase online access by 1%, there was a dip in 2018; however, the trend is increasing. 5) On the Horizon. ln addition to the upcoming changes already discussed, Ms. Williams wanted to add that the Friends of the Library are considering funding of WiFi Hotspots at the Libraryo Ms. Williams reported that on August 3, the Library partnered with Grace Place as founding partners in support of the United Way's Dolly Parton lmagination Library.. The pilot program includes all children from birth to 5 years who live in the 34'l 16 zip code. All registered eligible children will receive a free book in the mail every month until they begin school.. Despite the bad weather, 120 families came to register. The Golden Gate Library will continue to facilitate the registration process.. The Library will base some of their story times on selections from the Dolly Parton lmagination Library collection.. Ms. Williams hopes this program can be expanded next to include the lmmokalee Community dependent upon securing additional funding. 6) Changes to Hoopla Streaming Serviceo Ms. Williams spoke with the Library Acquisition's Specialist, Kim Spina and the Hoopla representative regarding changes. 4 . $96k is allocated for the Hoopla streaming platform, and most checkout costs are between $.99 and $3.99 per title. The Library allocates a daily "cap" for usage.o However, some Library patrons were being blocked out by 11:00 am.. As a result, the Library implemented two changes to its Hoopla account.. Beginning August 1 , patrons could checkout up to 10 titles at a time, previously it was 20 titles.o Ms. Williams added that many other library systems limit their patrons to 3-5 items.. The Library also removed the higher end titles and now titles are available for $2.99 and below.. These changes allowed the Library to add 600 new checkouts since the beginning of August.. Ms. Williams plans to increase the Hoopla budget once the Shreve donation is processed. 7) Summer Reading/Programs Reporto Ms. Williams reported that the Library brought the Summer Reading Program to ten summer camps at various Parks & Recreation locations.. 609 campers read just shy of 5,000 books this summer.. The Library had 3851 patrons participate, a 260/o increase over last year.. Just over 72,000 books were read, a 120% increase over last year.. The Library received positive feedback regarding the marketing that was done in the schools and the prizes.. Library staff are creating after action reports, which will be shared at the next meeting. A survey may be created to get camp counselors' feedback. 8) FY 2020 Budget Hearing (6/20) Recap. Ms. Williams reported that the FY2020 budget hearing on June 20 with the BCC included input from two Commissioners regarding the Library.. Commissioner Donna Fiala asked about Tai Chi classes, which Ms. Williams diverted to Parks & Recreation.. Commissioner Penny Taylor referenced a meeting she had with Debrah Forester, CRA Director and the need for a mobile library for the Bayshore community. 9) Library Card lnitiative Kick-off Meeting with Friends (7/16). [t/s. Williams reported that the Friends of the Library have expressed an interest in funding a Library Bookmobile that could also be used as a mobile technology lab.. Ms. Williams added that a bookmobile would be a great addition to help communities such as Everglades City and lmmokalee that were severely affected by Hurricane lrma.. The Friends ofthe Library received a $10k donation that is earmarked for youth and a library card initiative to get a library card in every child's hand.. FOL board member Joan Norris is heading this initiative. At their July 16 meeting, Ms. Williams reported that the Library tried this several years ago, however, issuing library cards to all 2nd graders was very labor intensive for staff.. [t/s. Williams stated that the Tampa/Hillsborough Library system has a staff member that is dedicated to working with the public schools.o Further discussion will need to be coordinated to find the best use of the donated money to bring this initiative to fruition. 5 Mrs. Franck added that the FOL discussed a bookmobile previously, so it appears that it would be well supported. She added that she read an interesting book entitled "Ihe Book Woman of Troublesome Creek" by Kim Michele Richardson. The book was set in the 1930s in the mountains of Kentucky. Brave packhorse librarians delivered magazines, newspapers and books from shack to shack. They also would pass along recipes among the families. She added that she plans to read the upcoming book written by JoJo Moyes on the same topic. ADJOURNMENT Dr. Hochschild asked if there was any more business to discuss.
