1. CAI.ITO ORDER
Cormac Giblin called the meeting to order at 8:30 a.m. Sheryl Soukup nominated Mary Waller to
run the meeting in the absence ofSteve Hruby. iustin Emens seconded and the group voted 7{ in
favor. Justin Emens led in the Pledge of Allegiance and Mary Waller read the procedures to be
followed.

date at 8:30 A.M. in a WORI(,/VG SESSTO/V in the Health Buildin8 2"d Floor Conference Room in Naples,
Florida, with the following Members present:

There were 7 active members present, therefore a quorum was established.
3. APPRoVAL OF AGENOA AND MINUTE
A motion was made to approve the agenda by Denise Murphy seconded byJohn Cowan.
The motion passed by a vote of 7-0.
b. Litha Berger said that the minutes from the last meeting need to be corrected to show that
she nominated Joe Schmitt to be elected Vice-Chair of the group. Denise Murphy seconded
the motion. The vote was 9{ in favor. A motion was made by Joe Schmitt to approve the
minutes with the revision from the meeting of June 3, 2019 and seconded by Litha Berger.
The motion was passed with a vote of 7{.
4. INFoRMATIoNAI. ITEMS
Update on Procurement Solicitations
1. Bembridge ITN - on July 9th, the BCC approved The McDowell group from Miami to
build a 78 unit rental building for 50% or less of median income residents. This project
will also include units for very low income and senior citizens.
2. Housing,/Marketingj/Education/Outreach RFP -The County received four submissions
to the RFP. The plan also includes matching available units to those who are looking
for housing. The plans will be presented to the AHAC before they are presented to
the Bcc in september.
3. Community Land Trust RFP - The top bidder will be presented to the BCC in
September/October.
b. The HUD Action Plan was approved by the BCC on June ?5,2079. lt included approximately
S4.8m to fund activities in 2O19-2O2O. The SHIP LHAP 3 year plan was submitted and
approved on June 25th. There is approximately 5544,000 available for funding in 2019-2020.
Attendance - The group reviewed the attendance of members. The Committee requested
that Cormac include the attendance poliry for review with the next agenda packet.

Housing Market Update - Cormac reviewed the Apartment Listing for July, 2019' There
were 80 units available on 7llflLg. The Springs at Hammock Cove and Addy's Corner
opened making an additional 197 units available' There is an increase in the number of
apartments being built, but none at an affordable rate'
b. Mary waller gave the group an update on the work of the Housing Trust Fund
Subcommittee. Mary expressed her concern that even with the establishment of the
Trust Fund, no funding stream has been formed. Mary and Litha suggested that we re-
ask the question of where do the funds come from? The Committee also discussed the
BCC resolution addressing surplus property and Cormac re-send it to the Bcc. Mary
asked where the moneyforthe acquisition of the Golden Gate Bolf course will come from.
Denise Murphy motioned that we re-send a memo to the BCC regarding affordable
housing on county owned land. Sheryl soukup seconded and a vote of 7{ confirmed.
Sheryl Soukup asked if S2O million from the sales sur-tax is being spent on affordable
housing, then why aren't members ofthe AHAC included in the discussion? Mary said the
sub-committee was tasked with one thing - to determine the criteria for those to apply.
The next sub-committee meeting will be held on August 19th at 1:00 p.m. There will be a
final report at the next meeting.
Applications for the three current open positions were discussed and reviewed. Sheryl
Soukup motioned that Litha be re-elected to her position. Denise Murphy seconded and
the group voted 7-0.
Sheryl then motioned that Jennifer Mitchell, John Harney, Dale Dear, Charles Hartman
and Steve Hruby be invited to the next meeting to discuss the possibility of them being
on the committee since they fall into the vacant categories. John Cowan seconded and
the group voted 7{ to accept. Cormac will send an invitation of those individuals to the
next meeting.
d. Collier County Housing Plan Presentation by Cormac Giblin. Cormac showed the Sroup
the presentation he gave to NABOR. The group thought is was very good and Litha asked
that Cormac present it the Marco lsland NABOR as well. Cormac agreed to do so.
7. UPCOMING MEETINGS
The AHAC subcommittee will give their final recommendations to the BCC on September
9,20L9.

b. The Housing Trust Fund Evaluation criteria will go the 8CC on October 22, 2019.
