A motion was made to approve the agenda by Litha Berger seconded by Denise Murphy' The motion passed by a vote of 6{. b. Denise Murphy told the group that on the February minutes, John cowan was listed as both present and unexcused and she was not listed as being in attendance' Litha Berger motioned to approve the minutes from the meeting of February 5, 2019 with the above corrections. Denise seconded the motion. The motion passed by a vote of 6-0' 4. INFoRMATToNAL lrEMs The code Enforcement presentation scheduled for today will be made at the next meeting on April 1, 2019. b. Cormac recapped the grant application process and went over the preliminary scoring recommendations. The Grant Review and Ranking Committee saw 30 presentations from applicants in a one-day period. Joe schmitt questioned whetherthe cRA needed the fundinS for their project since they have taxing authority. cormac said that they do have some funding, but need additional funds to complete their project. They only asked for half of the total project projected dollars. cormac told the group that the recommendations of the committee will go the BCC on June 25, ZOLg. c. cormac gave a recap of the housing items that were approved at the Bcc meeting held on February 12 (adoption of LDc Amendments). He stated that there was tremendous public support for the items and no opposition from the public at the meeitng. cormac told the group that the Bembridge ITN was released to the public on February lh and scheduled to close March lh. Due to lack of response and need for clarification, the deadline was extended. 5. PUBLIC COMMENT Mike prioletti introduced himself as a member of the Collier County Housing Finance Authority. He stated that he is delighted to stay tuned the issues AHAC is working on and that the ccHFA is ready to help in any way they can. a e 2 d. Jason Rummer reviewed the wells Fargo Housing opportunity lndex. He stated that housing costs have increased 15.9% over the past 3 % years and the index is currently 44.5 which is down 5.1 from 3 years ago. DISCUSSION ITEMS Review of Local Housing Assistance Plan (LHAP) 3-year update - Cormac told the group that the AHAC must review the local SHIP housing plan every three years. We used the same state template as in the past and many of the same policies as in the past LHAP except that a few additions have been made to keep up with local changes. This LHAP includes a land acquisition strategy for the new surtax that will be collected. He stated the item will go onto the consent agenda at an April 8CC meeting. Denise Murphy motioned to approve the item, Litha Berger seconded and the group voted unanimously to approve taking the item to the BCC. b. Discussion of affordable housing demand model - Our housing model comes by using the state supplied Shimberg numbers. The BCC adopted level of service is to reduce the number of cost burdened households by 1% each year. 7. ADJOURN There being no further business for the good of the County, after a motion by Joe Schmitt, a second by Gary Hains and a vote of 6{) in favor, the meeting was adjourned at g:49 by Cormac Giblin.
