EXECUTIVE SUMMARY
Recommendation to review and approve the Fiscal Year 2019/2020 Capital Improvement
Plan of the Big Cypress Basin, a part of the South Florida Water Management District
(SFWMD).
OBJECTIVE: To continue coordination between the Big Cypress Basin and Collier County
Stormwater Management for the operation and maintenance of the watercourses and water control
structures located in Collier County.
CONSIDERATIONS: On February 19, 1991, the first ten-year cooperative agreement was made
between Collier County and the Big Cypress Basin/South Florida Water Management District
(BCB/SFWMD). This agreement provided a mechanism for assigning operation and maintenance
responsibilities for portions of the canal system and some of the County’s water level and flow
control structures.
Pending the original agreement’s expiration, the same parties entered into a subsequent replacement
agreement on October 13, 2000 (Agreement C-11759). This agreement has been amended four (4)
times since 2000 for various purposes including agreement duration extensions and operation and
maintenance responsibility adjustments. This agreement is currently valid until September 30, 2024.
Provisions in the current agreement address cooperative and shared system responsibilities
including planning, operation, maintenance, and capital improvements. Section 10 of the agreement
specifies that BCB capital improvements and capital improvement schedules shall be subject to
review and approval by both the Big Cypress Basin Board (BCB) and the Collier County
Board of County Commissioners (Board).
Attached are the fiscal year 2020 Big Cypress Basin Capital projects including planning budget
amounts and brief project descriptions.
FISCAL IMPACT: The BCB Fiscal Year 2020 Capital Projects Plan is specific to, and/or
associated with, canals and water control structures currently assigned to BCB by the agreement.
The plan has no fiscal impact to Collier County budget appropriations for County operated and
maintained canals and water control structures.
LEGAL CONSIDERATIONS: : This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: Planning, operation, maintenance, and capital
improvements of the entire canal system and all associated water control structures throughout
Collier County is in accordance with the goals, objectives, and policies of all applicable sections
of the Stormwater Management and the Conservation and Coastal Management elements of the
Growth Management Plan.
RECOMMENDATION: To approve the Fiscal Year 2020 Capital Improvement Plan of the
Big Cypress Basin (BCB).

BCB Projects
FY 2019/20
Funding Project Description
SCADA
Replacements $300,000
Five new stage recorders and one replacement stage
recorder will be installed to provide enhanced monitoring
of the flood control system. Proposed locations are at:
AR2, CR951-N, GG6/7, S488 Upstream
Remote
Monitoring and
Communications
$250,000
Upgrade of three flood control structures to allow for
remote operations. Structures are GG1, GG2, and GG3
along Golden Gate Main Canal.
Cypress Canal #1
Replacement $250,000
This existing structure is part of the original drainage
system and is in need to upgrade and replacement to
improve flood control in the area. This work is being done
in conjunction with the VBR extension and relocation of
the canal. Total project cost estimate is $2M. Funding for
FY19/20 is to focus on design and permitting.
Electrification
Project $1,100,000
Phase 2 of project, providing power to structures for
easier gate operations at CORK2 and providing a new
generator at FU5.
Canal
Improvements $600,000
Multi-year project to improve conveyance for flood
control. Funding for FY19/20 covers assessment and
design for high priority canal segments (I-75 Canal, Miller
Canal, C-1 Connector Canal, Cypress Canal).
C-1 Connector
Canal Control
Structure
$500,000
This stretch of canal connects the Golden Gate Main and
Miller Canals and needs improvement to convey water
for flood control. Funding is to begin design of new
control structure near C-1 and Miller Canal intersection,
which will allow for additional wet and dry season
operational flexibility.
