ADVISORY BOARD MINUTES OF THE JULY 10, 2019 MEETING
The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory
Board was called to order by Chairman, Maurice Gutierrez at 6:05 p.m.
I. Roll Call: Advisory Board Members Present: Maurice Gutierrez, Larry Ingram,
Dwight Oakley, Steve Main, Camille Kielty, Al Schantzen. Karen Beatty and
Michael Sherman has excused absence.
CRA Staff Present: Sean Callahan, Executive Director of Corporate Business
Operations; Debrah Forester, CRA Director; Tami Scott, Project Manager,
Shirley Garcia, Operations Coordinator.
II. Pledge of Allegiance: The Pledge of Allegiance was led by Chairman Gutierrez.
III. Adoption of Agenda: Debrah Forester, CRA Director requested the following
additions to the Agenda under 7c Access Management Plan, and under 7d
Florida Redevelopment Association Conference. Steve Main made a motion to
adopt the agenda as amended. Camille Kielty seconded the motion, passed
unanimously.
IV. Approval of Minutes: Al Schantzen made a motion to approve the minutes.
Seconded by, Camille Kielty passed unanimously.
V. Community / Business - Presentations
A. Jim Ludwig, East Naples Community Park Master Plan: Jim Ludwig
gave a brief summary about his business and his involvement with the East
Naples Community Park as it relates to the Pickle Ball as a sub-contractor
with the County. He discussed the new Park Master plan and the expansion
of the pickle ball courts to accommodate all the pickle ball players both
residents and tourists. Some of the improvements include the stadium and
locker rooms with showers and additional restrooms. They wanted to bring
in an arts center, a senior center, youth center and make it a complete
Community center for everyone to utilize. Their intention is to increase
parking for everyone in the Bayshore area to utilize. Camille Kielty asked
if there were lights at night for the pickleball players and Mr. Ludwig said
yes. Al Schantzen asked about the bright lights going into the homes
behind the park in Isles of Collier Preserve, Mr. Ludwig said they are
working on putting LED’s or some shields to prevent that. Steve Rigsbee
asked about the fields they are getting rid of to expand the pickleball courts
and Mr. Ludwig mentioned that Eagle Lakes Community has soccer fields
available and any other field they remove there is another facility that has
available fields. Mr. Ludwig noted the great opportunity to use the park
for other opportunities once the amenities will be constructed. Another
question regarding concessions. Mr. Ludwig replied there are no
concessions or food service at this time but future improvements may
include a restaurant. They do have a catering service for the larger
tournaments.
VI. Old Business:
A. Sabal Shores Neighborhood- Debrah Forester reviewed the outcome of
the Sabal Shores Community Meeting held several months ago. She
requested Tami Scott provide an overview of the street enhancements
discussed. Ms. Scott distributed the proposal received from Trebilcock
Solutions. Scope of work includes: 1. Determining the amount of traffic.
He will perform a traffic study on the street. Mr. Trebilcock will look at
any lighting issues that may be lacking on the street. Mr. Ingram asked how
much the traffic study will cost and Ms. Scott said that it is task 1 and it is
$11,006 which that includes traffic and lighting study for a 3-day data
collection. Al Schantzen requested clarification on whether this process
would develop a standard technique that could apply to other streets and
we would not have to reinvent the wheel each time. Staff clarified that
each street may not have the same issues but generally there is a common
process that will address some of the common problems, but we would
need to look at each street individually. Steve Main wanted to request that
the traffic study be done during the season months when everyone is down
to get a more accurate count of vehicles cutting through. Mr. Ingram
recommended February since that is the highest traffic counts of the year.
Camille Kielty made a motion to approve the proposal, seconded by Al
Schantzen, passed unanimously.
B. Scattered Lots- Debrah Forester stated the lots are in court ordered
mediation and if any settlement gets reached it will have to go to the Board
of County Commissioners.
C. Mini Triangle – Ms. Forester stated she did not have an exact date of
closing but noted items are still moving forward and we are waiting for the
cell tower company to put together a construction schedule.
D. CRA Grant Programs – Debrah Forester wanted to go over some of the
grant programs that we have, what we spent and how much we had in the
fiscal year left over. Ms. Forester wanted to see if there are any other grant
programs, they may want to allocate money to fund. During the summer
months Ms. Forester wanted an opportunity to look at the details for the
residential grant and possibly make some revisions and bring it back for
them to review and allow staff to make recommendations on it. Maurice
Gutierrez recommended to look at the shoreline stabilization grant and
Steve Main agreed because there is a need for property owners to improve
their seawalls.
VII. New Business:
A. Voluntary Tax Credit Certificate- Ms. Forester provided an update on
items on the Commissioners Agenda for July 9th, the Voluntary Tax
Credit that is attached to the sale of our Gateway Triangle properties was
about to expire, staff reached out to Valley National Bank and negotiated
a sale prior to expiration. The funds will be used to off-set the closing
price and if the property doesn’t close the funds will remain with the
CRA fund. i
B. Land Development Code Changes – The Board approved staff
proceeding with some land development code changes as identified in the
redevelopment plan update. The changes included: bonus density units
that developers could ask for and right now developers could ask for 97
units with no additional improvements within the CRA district but we
would like to add some performance based on the amount of units that
they need to add some extra improvements like sidewalk, lighting or
landscaping; revisions to allow different standards in the right of way
regarding, traffic calming and the need for turn lanes; including CRA
staff as part of the development review process; and to clean up some of
the Mix use language because it seems very confusing at times.
C. CEI Services & Thomasson Drive Improvement- The Board approved
this MSTU project item for CEI contract for Thomasson Drive project.
D. Bayshore Arts District – Tami Scott gave an update on the meeting she
attended that was created by Diane Sullivan to promote arts in the
Bayshore area. Diane Sullivan, from the audience, introduced herself and
gave a description of how she got it started and how many people who
were really interested in joining the committee and the positive feedback
she received so far and stated everyone is so excited about the arts.
E. Access Management Plan – Tami Scott gave a brief description of the
proposal from Trebilcock Solutions, that came about because the MSTU is
doing a master plan for the beautification of Bayshore Drive and staff
started looking at how traffic moves through Bayshore and the median
openings and questioned the need for all the median cuts. The County
requires most projects put turn lanes in which disrupts the streetscape. This
access management plan would look at how all these changes would tie
into all the new projects coming in to Bayshore Drive. Staff suggested this
would be a good partnership between the CRA and MSTU to accomplish.
Al Schantzen asked if this would be a public process to seek input from the
Community and staff said yes because any properties that would be
affected would require a public input process before any changes would
happen. Steve Main made a motion to approve the access management plan
and partner with the MSTU in shared costs to include looking at the school
bus stops. Camille Kielty second the motion. Approved Unanimously.
F. Florida Redevelopment Conference –Ms. Forester reviewed the
upcoming Florida Redevelopment Conference which would be in Tampa,
Fl this year and if any Board members wanted to go to the conference to
let staff know.
VIII. Staff Report:
A. Project Manager Report: Tami Scott highlighted a few projects on the
list, the Fire Suppression Phase II went out to bid, pre bid meeting went
on today and the bids are due back on July 29th; Fire Suppression III was
approved at the Board of County Commissioners meeting on June 25th;
the Master pump station is going on right now on Thomasson Drive;
Linwood street lights was installed on May 7th; Race Trak is moving
quickly; Hooka Lounge has resubmitted so that is proceeding; the Food
truck parking lot is resubmitting for the 3rd time since they have a code
case they are pressured to get all their revisions in on a timely manner;
Compass Place has sold and the new owners is Thomasson Village, LLC;
the CRA parking lot will be discussed at our next meeting with the
opinion of costs for the site plan.
Ms. Forester provided an update on the 17 acre site: staff held an internal
charette to discuss environmental issues and the connection to Sugden
Park. A meeting with CAPA representatives is scheduled for next week
to review their needs list, then next step is going to Board of County
Commissioners for direction from them.
B. Financial Report: The financial report was provided for review.
C. Maintenance Report: The maintenance report was provided for review.
Ms. Forester mentioned the Neighborhood Watch sign has been installed,
and another one we will be installing soon.
IX. Other Agency’s:
A. Collier County Code Enforcement: John Johnson provided a report for
the community that identifies the code cases for the last 60 days. Mr.
Rigsbee had a question about 2647 Andrew Dr which has not cut their right
of way and its causing the water to back up and flooding on the street. Al
Schantzen wanted to find out if there were any active cases with the
homeless living by the Haldeman Creek Bridge on the vacant lot. Maurice
Gutierrez complimented the reports that John Johnson provides every
month they like the layout.
X. Communications and Correspondence:
a. Pickle Ball News Article – Attached article for their review
b. Master Pump Station Outreach Specialist Contact- Attached flyer
for their review.
c. Public Comments: There was a question if a sidewalk was going to be
installed in the Sabal Shores neighborhood since there are a lot of children on
the street, Ms. Forester responded that during our neighborhood focus meeting
no one brought up a need for a sidewalk. Al Schantzen wanted to mention that
their main concern in that neighborhood was to slow down traffic, so they were
more focused on traffic calming methods rather than a sidewalk. Laura Burns
wanted to mention that the Collier County strategic arts plan has already started
and wanted to remind everyone to attend the community meetings coming up
and put their input because it is a very important plan for the arts in the area.
XV. Staff Comments: Ms. Forester wanted to follow up on what Laura Burns was
discussing and that this is an opportunity for staff to draft a scope of services and
piggy back on the Strategic Arts plan and formalize an arts master plan. As an update
that the CRA staff will be moving out of our current space so there are two days the
office will be closed to pack and get ready for the move. As of July 31st the staff will
be in our new office at the main government complex administration building suite
103.
XVI. Advisory Board General Communications: Maurice Gutierrez asked if the
building that the CRA office was located currently is under contract. Mr. Gutierrez
wanted to know if the CRA could partner for parking lot space if it is with the
prospective owners since there is so much parking available on that property.

2. Adoption of Agenda Staff requested the following changes to the Agenda, under Old
Business 4b add Fire Suppression Phase II. Steve Main made a motion to adopt the
Agenda as amended. Second by Al Schantzen. Passed Unanimously.
3. Old Business
a. Courthouse Shadows MPUD- Debrah Forester, CRA Director introduced the
project and mentioned the request from Mark Strain, Chairman of the Planning
Commission that the CRA Board provide a recommendation and comments for the
Planning Board. Wayne Arnold, Q Grady Minor and Associates, introduced Rob
Sucher – Johnson Development Associates, Rich Yovanovich – Coleman,
Yovanovich & Koester Law Firm and Doug Kirby – Kite Realty Group. Mr. Arnold
gave a brief description of the proposed redevelopment of the 20-acre site. Two
applications have been submitted. One is a small-scale Comprehensive Plan
Amendment which proposes to increase density for 10 acres of the site, the other is a
PUD amendment adding up to 300 multi-family apartments as on option for the site,

while maintaining the big box option. Rob Sucher, representing the potential
developer, presented the site plan for the apartment complex and noted they are still
in early design phase. The design’s intent is to be consistent of the Bayshore area
and offer a rental product they feel is a need in the area specifically with the
Government Center being across the street. This is a challenging site plan due to the
awkward geometry of the site, but they tried to incorporate the comments they have
received from the community. The dominant portion of the density will be
centralized within the site and the buildings will be right up front behind the access
drive between the existing Commercial Businesses. The intent is to reactivate the
businesses up front along the US 41 corridor and provide a shared parking area for
everyone. He discussed access from US41 and Peters. The architectural design is
coastal contemporary with architectural embellishments and landscaping. They are
proposing a business center/shared workspace in the clubhouse that will include
some private offices and conference room. Tenants will be able to access the space
to encourage live/work opportunities. They also are proposing an area for a kayak
and paddle board launch onto Haldeman Creek, a dog walking area, a community
pool, and a barbecue area.
Advisory Board/Community Comments:
Al Schantzen asked how close the buildings are to Peters and Collie Ct. Mr. Sucher
gave the approximate closest point(corner) of the buildings to Collie Ct. is 76ft. and
120ft the other building closest to Peters Avenue is 70ft in their current form before
the road. The screening will be landscaping buffers on the outside and inside of the
fence around all sides that are surrounding the residential neighborhoods.
Maurice Gutierrez asked if the structures are all 4 stories or will they change before
submittal. Rob Sucher stated they would all remain at 4 stories maximum, they are
proposing 300 units on the 20 + acre parcel.
Karen Beatty asked if there would be a sidewalk on the residential streets and Mr.
Sucher said there was already an existing agreement with the County to pay in lieu
of installing a sidewalk. There were discussions if the County requirement would be
to install a masonry wall to buffer the residential streets and Rob Sucher explained
they would install a fence with landscaping on both sides as a buffer and for
aesthetics. Al Schantzen commented about his concerns about noise, and lighting
being an issue and that would not be an adequate buffer for the residents on Peters

Ave and Collie Ct. Karen Beatty asked if a chain link fence was within the Code
requirements because she felt it was not an adequate buffer as well. Some of the
public questions were about the price point and Mr. Sucher explained it was market
rate and the market driven the price for the 1-3 Bedrooms.
Mike Sherman asked what the proposed square footage of the apartments would be.
Mr. Sucher noted they would be 760 sq. ft to 1300 sq. ft for a 3 bedroom, 3
bathroom unit.
Another public comment was the concern there were not enough parking spaces but
Mr. Sucher assured everyone they would have more than what the code required. Al
Schantzen asked if they were looking for the Boards blessing on the density and the
residential component and Wayne Arnold replied yes if the CRA Board would
support both components that would be great.
Al Schantzens concern about supporting the density bonus units to be applied to this
particular development and the developer never going through with the project and
tie up the density units for 7yrs and prevent another great project from being able to
use the density because of this project or flipping the property and get something
completely different and he also asked why they would need it, there should be a
sufficient amount of units without it, Mr. Sucher wanted to reassure the Board that
he would not have spent the amount of time and money to just walk away from this
and his intention is to complete the project and move forward, he also stated that in
order for this project to work, they would need the density units.
Mr. Kite wanted to reassure everyone that they stepped back after the Sam’s Club
project didn’t work out and looked at what the highest and best use of the site would
be and this project fit that criteria.
Mr. Schantzen asked about the deviations they were requesting so Mr. Arnold gave a
few examples of the deviations and noted that there were existing deviations that
were already approved from the previous MPUD project.
Larry Ingram wanted to make sure that this could only be a for rent product and
never convert to a for sale project in the future, Mr. Sucher wanted to assure

everyone the MPUD was specific to a rental project and if they ever changed, they
would have to go through this process all over again.
Ms. Forester recapped some of the Boards comments for them to take under
consideration as they vote on the project:
1. Some concern is the rear fencing some commitment that it is decorative or
opaque with landscaping on both sides;
2. Front fence should be some sort of decorative fencing with no solid wall;
3. Maintain the pedestrian connection to reactivate the commercial component
4. Developer’s commitment on the current MPUD for a sidewalk on Peter Street –
was that payment in-lieu outstanding or was that to be forthcoming.
5. Haldeman Creek MSTU – verification of the developments impact on the
Haldeman Creek MSTU.
Steve Main made a motion to support the project as presented with the density and
the addition of the Residential component to the project, Karen Beatty second the
motion. Al Schantzen wanted to state he would support the project without the
density. Passed 6-1.
b. Fire Suppression Phase II- Tami Scott, Project Manager gave an update on the
status of the project. Procurement Department received all of the bids for the
construction of the Fire Suppression project with the lowest bidder being Higgins at
$677,000. The Highest bidder was $829,000. This item will be on the Board of
County Commissioners Agenda on September 10, 2019. Staff is recommending the
Board approve Higgins as the lowest bidder. Al Schantzen wanted to find out if staff
was going to do additional projects while the road is being tore up and they won’t
have to do it again for another project, Tami Scott noted that staff had no other
projects scheduled at this time for this project but in future projects staff will try to
coordinate with a stormwater project or a sidewalk project at the same time.
Maurice Gutierrez made a motion to approve the lowest contractor, seconded by
Steve Main. Passed Unanimously.

6. Advisory Board Comments: Mike Sherman had asked the status of the Thomasson
Drive Project and when they will break ground, Tami Scott gave a brief update on the
project, Debrah Forester said realistically it will probably begin in early 2020. Karen

Beatty asked when construction will begin for phase III of fire suppression. Ms. Scott
said probably in 9 months.

CRA staff is working in house with other Collier County agencies to explore varies options as directed by
the Board of County Commissioners.
The Arts and Cultural strategic plan is moving forward, they have launched is a survey on line, the
deadline is October 25, 2019. If you are interested in participating in the survey Contact the United Arts

density / intensity at the June 25th BCC meeting. Property is on the Market.

• Fire Suppression System- Phase 2:
Phase 2 includes Becca Avenue and Pine Street
Project has gone out to bid contractor selected, Douglas Higgins Inc. 4485 Enterprise Ave. Naples,
Florida 34104. Approval of the contract is scheduled for the 9-24-2019 BCC meeting.
• Fire Suppression System- Phase 3:
Phase 3 includes Areca Ave., Coco Ave, Basin Street, Canal Street and Captains Cove.
Interlocal agreement approved at the 9-10-2019 BCC meeting, City of Naples will take the agreement to
their council for approval on October 2, 2019. CRA staff is working with City of Naples on the
Construction Documents.
Collier County Stormwater staff has received approval to contract with Johnson Engineering, Inc. to
prepare the stormwater design plans for the area. A scope guidance document was sent to Jared Brown,
P.E. for a design proposal by 9/20/19. Proposal under review.
• Master Pump Station 306:
Thomasson Avenue and Thomasson Drive
Project is currently under construction.
Foundations for the new pump station building have been poured.
Building above grade structure to begin in December 2019
20” Force Main along Thomasson Lane has been run from the existing site to the new.
Landscaping is estimated to begin in September 2020.
Project completion which culminates with the demolition of the existing pump station is
estimated to be January 2021
Public Utilities is starting a new Master Pump Station 306 Renovation/Relocation project.
Construction Underway.

Collier County has hired a firm to oversee all the questions and comments related to the new pump
stations through Collier County.

Crews completed pipe installation via open cut on Shadowlawn Drive from Linwood
Avenue to Francis Avenue.
Crews have finished up with most of the pipe installation from Francis Ave at
Shadowlawn, east past Airport-Pulling Road, down Glades Blvd., and ending at Palm
Drive. This portion of the work was done via underground drill
In the next few weeks, it’s planned for crews to begin pipe installation via open cut
from just north of Glades on Palm Drive to Lakewood Boulevard and then use the
underground drill to finish up on Lakewood Boulevard just north of Davis Boulevard
Anticipated completion for the project is set to be around April 2020

Blastmasters will be power washing and re- painting the week of September 15, 2019.

Decorative light fixtures. A purchase order was opened to repair 34 light fixtures both on Bayshore Drive
and South Bayshore Drive. The repairs are a result of hurricane Irma and were identified in the FEMA
damage report project # 43315, total cost is $85,836.00. schedule of repair TBD.
Decorative fencing along South Bayshore Drive. A purchase order has been opened to repair several
sections of fence, the repairs are a result of hurricane Irma and were identified in the FEMA damage
report project #43315 total cost is $3,954.00. schedule of repair September 24, 2019.
HALDEMAN CREEK MSTU PROJECTS
• Bathymetric Survey and Data Review:
Humiston and Moore Engineers have been retained to provide a Bathymetric Survey of the Haldeman
Creek existing conditions. The survey data will be used to compared to the 2006 /2007 post dredge
information with the current conditions.
Based on review and analysis, there is approximately 8,100 cubic yards of shoaling within the design
channel since the 2007 post construction survey. This amount is not sufficient to warrant a dredge at this
time. Recommendation is to continue to monitor the shoaling every 2 to 3 years. Given the findings, the
impact from Hurricane Irma was not significant enough to seek FEMA reimbursement.

The driveway apron on Andrew Drive is existing to remain, we are not proposing changes to the apron
(site plan attached). Next step to submit Construction Documents to GMD for building permit.

Site Analysis and Existing Conditions
The roadway (Bayshore Dr. So.) is a minor collector two lane uncurbed asphalt pavement road. The
roadway length is approximately .80 miles between Thomasson Drive to the north and Holly Avenue to
the south. The roadway is a local for mostly residential with minimum commercial traffic.
In FY 2011-12 landscape and hardscape streetscape improvements were installed along the east right-of-
way. The improvements generally included the installation of east rights-of-way roadside drainage
systems and swales, landscaping, pedestrian accent lighting system, and an eight (8) foot width sidewalk
system consisting of concrete pavement, Architectural pavers and applied on asphalt simulated paver
pattern street crossings.
The report has been developed over multiple months and some items identified may have been addressed
as of the date of this report.
Existing Roadway Drainage
Uncurbed asphalt pavement and sidewalk draining into roadside swales with at grade grated catch basins
and open-ended culvert pipes connected to an underground storm water piping system discharging to
surrounding low areas.
Along multiple sections of the roadway between driveways a buildup of sand and /or soil debris has
occurred at the edge of east side roadway pavement affecting the travel lane width, as well as impeding
the storm water sheet flow off the roadway pavement, which can result in temporary roadside water
ponding during heavy rainfall events.

Current roadside soil debris over asphalt pavement; Bare soil areas along swale slopes; construction
debris in swale bottom; Remaining littoral plants (e.g. sand cordgrass) all add to blocking and filling in of
the swales. Erosion along the sidewalk edges has and is creating potential trip or cycle issues.

Planning Observations and Considerations:
Littoral plantings within these roadway swales are not a viable solution for landscape and/or water
improvement plantings. The existing storm water drainage system catch basins and swale bottom
elevations limit and greatly reduce the rainy season standing water, which is required for littoral
establishment and success. The swale systems are always filling in from horticultural debris (e.g. grass
clippings, weed control, sand cordgrass trimmings an/or dead foliage), and roadway dirt add to the filling
in process which raises the bottom elevations reducing the standing wa ter levels because of the fixed
catch basin elevations.
Generally, weed control to remove or treat weeds (e.g. Torpedo grass) is also an issue in standing water
littoral plantings. Weed control to remove the torpedo grass can result in the littoral planti ngs decline.
Existing Roadway Utilities
The roadway contains multiple underground and overhead utility systems along both rights-of-way and
crossing the roadways. The underground utilities are electrical, communication, water, storm water
piping, force main sewer and gravity sewer systems. The overhead power lines run along the east right-of-
way with multiple crossings along the roadway. The main water line runs the length of the roadway along
the west right-of-way with multiple crossings at intersections or to services individual properties. The
sewer and storm water lines are mostly along and/or within the east right-of-way with service pipe
crossings to individual properties on both rights-of-way.
The northern half to three-quarters of the power lines have been upgraded with concrete power poles
which strengthen the system and increased the height of the electrical lines. Some of the poles had to be
installed within the concrete sidewalks. The concrete power poles will also have the existing
communication cables attached at a lower height generally above fifteen (15) feet. T o date the cables are
still attached to the old wooden poles. The poles have just been cut off above the communication cables.
Planning Observations and Considerations:
The location of the force main and gravity sewer lines within and along the east right-of-way are a big
issue with any large tree plantings along the west side of the sidewalk. The current ten (10) foot Collier
County offset requirement for large to median size trees is not possible. A sewer system deviation from
tree planting offset requirements will be required. Previous approved County deviations have allowed the
planting of small (equal to or less than 4 inch caliper trunk) to medium (less than eleven (11) inch caliper
trunk) size palms (i.e. Alexander, Adonidia) and small trees (i.e. Crape myrtles) with a three (3) foot
offset.
The overhead power lines and communication cables also restrict the tree plantings with their 2additional
offset and height requirements.
Existing Pedestrian Concrete Sidewalks and Roadway Crossings
The concrete sidewalks along the east and west right-of-way are in good condition with level surfaces.
The east right-of-way eight (8) foot width concrete sidewalk appears to be placed on or about one-foot off
the right-of-way or property lines. The east right-of-way sidewalks in multiple locations have adjacent
property vegetation encroachments into the sidewalks or within the County recommended two-foot offset
for this type of pedestrian and cyclist facility. There are also multiple locations where previous hurricane
storm debris cut branches are encroaching into the sidewalks. The adjacent private property trees are also
overhanging the sidewalks at levels lower than the current County maintenance policy clearance
requirement of ten (10) foot.

Multiple adjacent private properties have fencing installed within the two -foot preferred clearance offset.
There are locations where decorative picket fencing has been installed on top of and/or directly adjacent
to the east sidewalk edges, which appears to be for barrier purposes based upon the adjacent lower ground
elevations along sections of the sidewalks.
The intersecting roadway crossing s are ADA compliant with domed access warning strips. The ADA
domed texturing should be in a more highlighting color (yellow or blue) or a lighter or darker contrasting
color compared to the paver and asphalt coating colors. The roadway crossing asphaltic coatings are
highlighted with a decorative and reflective paver pattern. Minor missing, cracking or damaged areas of
the coatings were observed.
Current sidewalk roadway crossing with markings. Minor cracking and chipping are occurring.
Previous hurricane debris cut stumps and branches within sidewalk offset clearance areas.
Planning Observations and Considerations:
The south end catch basin and culvert pipe at Holly Ave. appears to be filled with debris. Illegal
horticultural debris has been dumped into the drainage swale at the end of this pipe. It should be
determined if all storm water piping and drainage catch ba sins were cleaned after hurricane Irma.

Preserve area exotic plant growth on features (Love vine) and into sidewalk and light fixture clearance
areas.
Banner arm height clearances to low for sidewalk with cycle access. Banners should be reversed 180
degrees to outside edge of poles. Adjacent property fencing and/or structures should be restricted,
relocated and/or coordinated to maintain 2-foot offset clearances.
Planning Observations and Considerations:
Overhanging trees and/or shrubs located on adjacent private property that is on the east side of the
sidewalk needs additional pruning to provide a minimum ten (10) foot clearance over the sidewalk. Any
previous storm debris within two (2) foot of the edge of the sidewalk and/or lower than ten (10) feet over
the sidewalk should be removed.
It may be advantageous to explore the opportunity to get landscape and maintenance license agreements
from the adjacent sidewalk private properties in order to fully control the lan dscaping adjacent to the
sidewalk.
Existing Roadway and Roadside Accent Pedestrian Lighting
Street lighting fixtures are attached to overhead electric poles at roadway intersections and pedestrian
accent decorative lighting fixtures (56 +/-), along the eastside of the east right-of-way sidewalks.
Two fixtures are still damaged from previous hurricane ‘Irma’ (2017) due to parts availability.

The sidewalk lighting is apparently divided into two systems with fixture spacing in no set uniformity
thus creating light and dark areas along the sidewalks. Some of the spacing differences have occurred due
to site improvement driveways.

Planning Observations and Considerations:
Overhanging trees and shrubs located on adjacent private property that are on the east side of the sidewalk
are covering or reducing light output from multiple fixtures. Additional pruning to provide a minimum
four (4) foot clearance around all light fixtures is recommended.

Existing Landscape Plantings
The east and west rights-of-way green or potential planting areas are mostly covered with herbaceous
weeds and grasses that are maintained by mowing and edging along the concrete sidewalks. These areas
are bisected by intersecting roadways and/or driveways.
A review of the landscape planting plans prepared by Windham Studio, Inc. indicated a substantial
roadside planting of Sunshine Mimosa ground cover, multiple type ground covers and littoral plants,
along with Thatch palms adjacent to the sidewalk. No As built or Record drawing plans were presented
for review, so it is assumed the plantings were installed according to the March 2011 revised plans.
A review of the Collier County Property Appraisers annual aerial photography revealed the new swale
plantings present in January of 2012. The January 2013 show no substantial amount of ground cover or
littoral plants existing. The Sunshine Mimosa ground cover may have spread, but as of today it is not
present in any substantial amount, but thinly scattered throughout the grassy right-of-way areas along the
east right-of-way.
Conversations with past maintenance personnel revealed that the planting survival rate was reduced over
time generally due to high standing water levels. A statement fr om the installation contractor indicated
that during installation they had to move plants up the swale slopes to get them as far as possible out of
the standing water areas. It is an assumption that these plants were the Sunshine Mimosa and any of the
other plants that would not tolerate standing water.
Previous East Right-of-way Drainage Swale Landscape Plantings:

seasonally and thus effect the growth rate.

Speculative Observations:
Assuming everything per the original planting plans was planted establishing littoral planting around the
edge of a lake or pond is somewhat difficult, but establishment within a roadside storm water swale would
be very difficult and, in our judgement, require additional site-specific maintenance techniques other than
just the typical roadway maintenance programs.
The missing ground cover and littoral plantings is assumed to be related to high standing and dry season
non-existent storm water levels in the swale systems. Weed growth maintenance methods during wet
season and dry season to control and/or remove the weeds growing in the ground covers and littorals
could have also played a major role in the decline and missing plants .
It is also our understanding some plantings located adjacent to driveway or roadway interse ctions were
removed due to sight line complaints.
Planning Observations and Considerations:
The Key Thatch palm trees are surviving and, in some locations, growing well based upon their un -
irrigated, un-mulched and assumed unfertilized status. The Key Thatch palm is the slower and smaller of
the two generally used Thatch palms in this area. The Florida Thatch palm in our opinion and

observations grows faster and to a taller mature height. Many palms appear to be struggling to produce
typical annual growth. The existing swale soil conditions of extremely wet (high water table) to extremely
dry (low water table) soil conditions greatly affect the overall root system and growth of the palms.
Above is current Key Thatch palm planting at 4 to 5 ft. ht. Original planting plan specified 7 ft. ht. plants
that apparently were not installed. For many years increased height and foliage spread will continue to be
an issue regarding sidewalk clearances with these slow growing palms.
The reviewed installation plans provided information for the one-year establishment watering
requirements, but the plans and information provided for review contained no establishment or annual
maintenance specifications for establishing littorals or other plants w ithin a storm water swale system.
The remaining Sand cordgrass plantings in the bottom of the swale are impeding centerline and at catch
basin flows and generating foliage debris as they are trimmed during maintenance activities.
Irrigation Systems
No irrigation systems exist for the existing landscape plantings. Watering until establishment is what was
called for in the original planting plans.
Planning Observations and Considerations: Irrigation of tree plantings with a minimum bubbler type
irrigation system has been found to be successful in many roadside plantings . Irrigation coverage for

Summary
The overall appearance of the east right-of-way areas because of the adjacent undeveloped properties;
unmaintained improved and preserve properties; chain link fences; un-mulched palm trees; bare and/or
then swale grass areas; all add up to contribute to an unattractive look.
Roadways
Quarterly roadway street sweeping is a viable solution to removing roadway dirt/sand debris along the
roadway edges and over the pedestrian crossing ADA warning areas. The ADA warning areas if not
already should be cleaned with the weekly lawn maintenance services.
When construction traffic is utilizing the roadway, it would be suggested to require in the permit process
that the construction company be required to provide the street sweeping during and at the end of the
construction.
East Right-of-way Areas
The east right-of-way pedestrian sidewalk facility contains no pedestrian rest areas or trash receptacles.
The opportunity exists to design and install strategically placed sidewalk level elevated pedestrian rest
areas with benches, trash receptacles, flowering large shrub or small tree and ground covers.
The swale areas erosion issues and bare ground areas need to be addressed. The swale areas should be
graded as needed and then re-sodded and/or seeded with Bahia turf grass.
Quarterly street sweeping should be implemented.
Future accent lighting fixture improvements or replacements should be coordinated with the new
Thomasson Drive and Bayshore Drive North fixtures.
West Right-of-way Areas
The west right-of way does not lend itself to a roadside tree planting within the right -of-way areas. The
low existing swale elevation, Botanical Garden roadside landscape improvements and its native
vegetation Preserve areas leave little room for any tree development or placement within the right-of-way
areas. However, the west right-of-way could be used for an irrigation system to supply the east right -of-
way because of the reduced amount of under ground utilities and driveway or roadway intersection
crossings.
Adjacent Private Properties
Any preserved areas where existing natural vegetation is adjacent to the right -of-way lines should have all
exotic invasive vegetation removed. Exotic vegetation removal on these types of properties is generally
required under County permitting to be remove and maintained clean of exotics in perpetuity.
A notification program should be developed for the sidewalk adjacent property owners to encourage them
to improve their property landscape plantings and fences to provide for a continued two-foot clear
sidewalk offset, accent lighting fixture four-foot radius vegetation clearance and exotic plant removal
from within the Preserve areas adjacent to the roadway . An alternate option to this program is to consider
the implementation of a landscape, irrigation and maintenance license agreement with selective adja cent

property owners in order improve and maintain a five-foot to ten-foot width area along the east side of the
sidewalks. This would permit the M.S.T.U. to put the areas under its maintenance services and provide
additional roadside planting areas. This type of license agreement does not take any property rights away
from the property owner it only allows the M.S.T.U. to improve and maintain any landscape and
hardscape improvements. The property owners could also be provided the rights to approve any
improvements on their properties. This type of Landscape License Agreement is a win -win for all parties
because of the owner’s reduced property maintenance costs and planting improvements, while the
M.S.T.U. and others property owners enjoy a more consist and maintained roadway corridor.
Irrigation Systems
An irrigation system is possible, but the cost would be a major factor to consider if planning a system.
Any irrigation system should be reviewed for possibility of reuse water source supply, but a minimum
application system on potable water is also possible.
Landscape Plantings
Any future replacement of the existing Key Thatch palms locations should be with the Florida Thatch
palm species.
Any additional small tree and palm plantings along the east right-of-way between the sidewalk and road
pavement should be on elevated planting areas created by stone riprap retaining walls or culvert piping
installations. Both types of installation allow for storm water flow as it is existing. Either type will requ ire
County roadway permit approval. These type of elevated planting areas most be located outside of any
intersecting roadway sightline requirements. Refer to concept plans for details of raised planting areas.
If the landscape license agreements are implemented, then additional small tree and palm plantings could
occur along the east side of the east right-of-way sidewalks.
Analysis for Accent Pedestrian and Roadway Lighting
It is recommended in order to improve the community ’s overall appearance through coordination and
consistency that the existing light poles on Bayshore Drive South be re-fixtured with the smaller version
(Cyclone Domia Mini) of the same style of fixture that has been specified for the proposed Thomasson
Drive renovation; and similar in style to the existing fixtures on east Thomasson Drive and on US 41
East. The existing poles can be reused. A new extension, mounting arm and fixture would be installed.
The removed acorn style fixtures can then become stored replacements for the existing same fixtures that
exist along the Bayshore Dr. north section. The existing acorn style fixtures and poles will remain in place
on Bayshore Dr. north until the future street lighting renovation improvements are implemented. The
Bayshore Dr. north renovation project would be estimated to be at least 3 to 4 years out and could extend
out 5 to 6 years if it is phased over multiple years as funds become available.
The existing Bayshore Dr. south banner mounting arms should be raised to as far up the poles as possible
and turned toward the east or adjacent properties because a required ten (10) foot height clearance cannot
be accomplished with the existing pole height. It is also recommended that the banners arm only be
installed on poles adjacent to road intersections, as appears is currently being done for better visibility.

All the following are recommendations are being made to coordinate and make the light fixtures generally
consistent throughout the entire CRA.
Bayshore Dr. South: Remove existing acorn type fixture and replace with 21” diameter Cyclone Domia
Mini Pendent fixture on short decorative mounting arm. The Cyclone Domia Mini fixture should have a
painted white dome which will provide a consistent appearance with the existing CRA roadway (US 41
East and Thomasson Dr. East), fixtures and the proposed Thomasson Dr. renovation fixture. (See below)

They came. They saw. They conferred.
And, oh, how they conferred at the first of three
community forums designed to give a national
consulting firm a sense of what works for the arts in
Collier County, and what it still needs.
Ideas ranged from a marketing-power merger for the
county’s three local art districts to a smartphone app
to both locate public art and QR codes on those
works offering in-depth information. Artists, who
were well represented among the gathering at Collier
County Headquarters Library in North Naples,
lamented the lack of studio and gallery space in both
East and North Naples.

“More jets land in Miami for Art Basel than for Super
Bowl,” said La Garde, who said he has researched the
high-end art fair, which brought in 83,000 people in
2018. “It’s just a hop, skip and a jump over to
Naples.”
Another participant wondered why events couldn’t be
scheduled on Naples’ iconic Pier, where he said
dances were held in a past era. Others were anxious
for a green light to resume mural creation in the
Bayshore Arts District in East Naples; in fact, at least
five of the attendees identified themselves as “mural
advocates.”
Professional photographer Michelle Tricca, one of
the first artists to create a photo montage mural on
Bayshore, felt the small number of permitted murals
arts organizations and events, Flynn said. But The
Cultural Planning Group is hoping to learn what
among those is special to people here. They
emphasized that when the discussion groups
tabulated their lists, duplication was fine: “If we hear
something named four times, we know it’s really
important to you.”
An open community survey is available to the entire
county online to solicit as much input into the process
as possible. (See information box for instructions on
how to access it.) The survey is already surpassing
expectation, Flynn: “It’s only been online a week and
already we’ve had 300 responses.”
But the Cultural Planning Group wants even more
inputs for a more defined picture, she added: “We
really want you to complete the survey and share it
with your family, friends, neighbors, business We

showed how tentative Collier County’s support for
arts was.
“That was in 2011, and we’re still talking about it in
2019,” she said. “I’m glad to see they’re finally doing
this.”
Among the other ideas:

❚An outdoor amphitheater
❚An arts magnet school
❚A comprehensive arts events and programs source,
“one-stop shopping” for the seeker, as a participant
put it
❚Summer events, “like Stay in May has brought,”
said one woman. Added another: “They’re staying
way past May now.”
The fulcrum for the meeting is the development of an
arts and culture strategic plan, the first in county
history approved by Collier County commissioners.
The plan will give Collier a blueprint for arts support
and direction over the next 10 years and beyond. Arts
proponents in the county hope it will also bring more
financial consideration for the arts, which receive no
county support aside from some tourism marketing
funds.
The Cultural Planning Group, a California-based with
a partner office in Florida, is collecting and tabulating
the information. Its representatives, Linda Flynn and
Surale Phillips, moderated the forum, as they would
do with two more public forums on Wednesday.
They split the 60-plus participants who came into
small groups to distill what the attendees love about
Collier County and what’s missing.
“We’re on our listening tour this week, so we really
want to get the discussion started,” said Flynn. “We
feel the best ideas emerge from conversations we
have in the community, which is why we take three
or four months and have discussion groups and have
these community meetings and have stakeholder
interviews.”

The Cultural Planning Group is hoping to have
preliminary recommendations in November, and a
roughdraft plan in January. At that point it will ask
for public comment again.
The planned launch date is April.

The fate of a parking lot that has served a popular
East Naples food truck park since last fall but never
got the proper approvals is now in the hands of
Collier County’s hearing examiner.
County hearing examiner Mark Strain on Thursday
heard Bayshore Redevelopment Group LLC’s request
for a parking exemption for the vacant residential lot
at Bayshore Drive and Becca Avenue.
The empty lot at 2831 Becca Ave. sits north of
Celebration Park, the busy food truck park founded
by local entrepreneur Rebecca Maddox, who also
heads the limited liability company.
The property has been used for overflow parking for
months despite not having the proper permits in
place, and the issue has drawn concerns from some
neighbors who say the makeshift parking lot has
harmed their quality of life.
Within 30 days, Strain must render a decision on
whether or not to approve the parking exemption.

parking spaces.
If the use is not approved by the county’s hearing
examiner, the property will have to be restored to a
vacant lot, county officials have said. Decisions are
final unless appealed to the board of county
commissioners.
Representatives for the property owners submitted an
application for a parking exemption in October 2018.
The request ping-ponged between county staff and
the applicant a few times, with county officials
asking for corrections and the property owners
resubmitting the application three times before it was
accepted in July.
On Thursday, representatives for Maddox and
Bayshore Redevelopment Group presented the
proposal for the parking lot to Strain in front of a
packed conference room at the county’s Growth
Management Department on North Horseshoe Drive.
“We know there have been problems with the parking
lot as it exists today,” said Bob Mulhere of the
Samblanet said, adding that he has an issue only with
the parking lot.
“It’s just not right for the county to show favoritism,
allowing one person to succeed illegally and
everyone else plays by the rules,” Samblanet said. He
added that Maddox has arranged for additional
parking in a large lot off Weeks Avenue and in a lot
off Bayview Drive, and argued the “illegal parking
lot is not needed.”
For Michael and Janet Gavin, whose home sits
directly behind the lot, the busy parking space has
created a host of issues, including headlights shining
into their bedroom, car alarms going off for several
hours and strangers peering into their back yard.
“Since the lot has been illegally put into use, we have
lost all privacy,” said Meredith Gavin, reading a
statement on behalf of the Gavins.
But the requested parking lot also had its defenders

“We are looking to remedy those problems.”
The proposed parking lot would have a 6-foot high
wall on the north and west sides of the property to
help shield neighbors from the lot. Additionally, a
landscape buffer would be installed.
To help encourage visitors walking to the food truck
park to use a crosswalk at the entrance of Becca
Avenue, the proposal includes a 4-foot high
decorative wall intended to keep pedestrians on the
sidewalk in front of the parking lot.
Some neighbors have noted that food truck patrons
have been jaywalking to get from the parking lot to
the venue, at times texting, intoxicated or not paying
attention to traffic.
“The problem’s been from some of the reports,”
Strain said, “that people are wandering across Becca
and it’s a dangerous situation.”
County officials have said that if the parking lot
situation becomes a lifesafety issue, it can be closed
down while it is going through the approval process.
County code enforcement issued a notice of violation
in December, noting “unpermitted construction
work,” including “lot clearing and the introduction of
gravel fill” on the property. So far no fines have been
assessed, county officials said.
Some residents opposing the parking lot raised
questions during Thursday’s hearing as to why the
county gave the food truck park the green light in the
first place when it doesn’t have enough parking.
“I find it incomprehensible to spend as much time,
effort and money constructing Celebration Park with
only 13 parking places and not having immediate
plans for additional parking,” Dennis Samblanet, a
retired state-certified general contractor who lives off
Becca Avenue, told Strain during public comment.
The fact that the county continues to allow Maddox
to use “the illegal parking lot certainly raises some
questions,” Samblanet added.
Greg Economos, a local real estate agent, said
Celebration Park has become “a unique gathering
place” for everyone. He said the proposed
improvements to the parking lot would alleviate a lot
of the current problems.
Property values on Bayshore Drive are increasing,
Economos said to applause from the crowd.
“It’s because of what’s happening on Bayshore, at
Celebration Park,” he said.
Camille Kielty, who sits on the Bayshore Gateway
Triangle Community Redevelopment Agency
advisory board, said the food truck park has been
“wildly successful” and the parking lot is critical to
continue that success. Celebration Park, she said, has
been “an excellent example” of what the CRA has
been looking for.
“We are changing Bayshore,” Kielty said. “We are
changing it for the better.”

•The Army Corps of Engineers Norfolk district has been assigned this project.
•The project / study is related to coastal storm risk and how to manage and minimize coastal storm damage.
•The Army Corps of Engineers is tasked with looking at three areas, Collier County, Miami Dade and Florida Keys.
•The study will take approximately three years to complete, they are one year into the study.
•The study is 100% federally funded (approximately $3,000,000 million).
•Once the study is completed and solutions are identified the solutions / projects will need to go to Congress for
approval (this process will take approximately two years).
•Approved solutions / projects are funded as follows 65% federal, 35% non-federal.
Some solutions the Army Corps of Engineers are looking at to minimize risk / damage from a coastal storm
•Widen the beaches (100’ – 150’)
•Increase the dune heights (10’-0” - 15’-0” )
•Storm surge barriers (flood gates)
•Elevate structures out of flood elevation
•Property acquisition

ADVISORY BOARD MINUTES OF THE JULY 10, 2019 MEETING
The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory
Board was called to order by Chairman, Maurice Gutierrez at 6:05 p.m.
I. Roll Call: Advisory Board Members Present: Maurice Gutierrez, Larry Ingram,
Dwight Oakley, Steve Main, Camille Kielty, Al Schantzen. Karen Beatty and
Michael Sherman has excused absence.
CRA Staff Present: Sean Callahan, Executive Director of Corporate Business
Operations; Debrah Forester, CRA Director; Tami Scott, Project Manager,
Shirley Garcia, Operations Coordinator.
II. Pledge of Allegiance: The Pledge of Allegiance was led by Chairman Gutierrez.
III. Adoption of Agenda: Debrah Forester, CRA Director requested the following
additions to the Agenda under 7c Access Management Plan, and under 7d
Florida Redevelopment Association Conference. Steve Main made a motion to
adopt the agenda as amended. Camille Kielty seconded the motion, passed
unanimously.
IV. Approval of Minutes: Al Schantzen made a motion to approve the minutes.
Seconded by, Camille Kielty passed unanimously.
V. Community / Business - Presentations
A. Jim Ludwig, East Naples Community Park Master Plan: Jim Ludwig
gave a brief summary about his business and his involvement with the East
Naples Community Park as it relates to the Pickle Ball as a sub-contractor
with the County. He discussed the new Park Master plan and the expansion
of the pickle ball courts to accommodate all the pickle ball players both
residents and tourists. Some of the improvements include the stadium and
locker rooms with showers and additional restrooms. They wanted to bring
in an arts center, a senior center, youth center and make it a complete
Community center for everyone to utilize. Their intention is to increase
parking for everyone in the Bayshore area to utilize. Camille Kielty asked
if there were lights at night for the pickleball players and Mr. Ludwig said
yes. Al Schantzen asked about the bright lights going into the homes
behind the park in Isles of Collier Preserve, Mr. Ludwig said they are
working on putting LED’s or some shields to prevent that. Steve Rigsbee
asked about the fields they are getting rid of to expand the pickleball courts
and Mr. Ludwig mentioned that Eagle Lakes Community has soccer fields
available and any other field they remove there is another facility that has
available fields. Mr. Ludwig noted the great opportunity to use the park

for other opportunities once the amenities will be constructed. Another
question regarding concessions. Mr. Ludwig replied there are no
concessions or food service at this time but future improvements may
include a restaurant. They do have a catering service for the larger
tournaments.
VI. Old Business:
A. Sabal Shores Neighborhood- Debrah Forester reviewed the outcome of
the Sabal Shores Community Meeting held several months ago. She
requested Tami Scott provide an overview of the street enhancements
discussed. Ms. Scott distributed the proposal received from Trebilcock
Solutions. Scope of work includes: 1. Determining the amount of traffic.
He will perform a traffic study on the street. Mr. Trebilcock will look at
any lighting issues that may be lacking on the street. Mr. Ingram asked how
much the traffic study will cost and Ms. Scott said that it is task 1 and it is
$11,006 which that includes traffic and lighting study for a 3-day data
collection. Al Schantzen requested clarification on whether this process
would develop a standard technique that could apply to other streets and
we would not have to reinvent the wheel each time. Staff clarified that
each street may not have the same issues but generally there is a common
process that will address some of the common problems, but we would
need to look at each street individually. Steve Main wanted to request that
the traffic study be done during the season months when everyone is down
to get a more accurate count of vehicles cutting through. Mr. Ingram
recommended February since that is the highest traffic counts of the year.
Camille Kielty made a motion to approve the proposal, seconded by Al
Schantzen, passed unanimously.
B. Scattered Lots- Debrah Forester stated the lots are in court ordered
mediation and if any settlement gets reached it will have to go to the Board
of County Commissioners.
C. Mini Triangle – Ms. Forester stated she did not have an exact date of
closing but noted items are still moving forward and we are waiting for the
cell tower company to put together a construction schedule.
D. CRA Grant Programs – Debrah Forester wanted to go over some of the
grant programs that we have, what we spent and how much we had in the
fiscal year left over. Ms. Forester wanted to see if there are any other grant
programs, they may want to allocate money to fund. During the summer
months Ms. Forester wanted an opportunity to look at the details for the
residential grant and possibly make some revisions and bring it back for
them to review and allow staff to make recommendations on it. Maurice
Gutierrez recommended to look at the shoreline stabilization grant and
Steve Main agreed because there is a need for property owners to improve
their seawalls.

A. Voluntary Tax Credit Certificate- Ms. Forester provided an update on
items on the Commissioners Agenda for July 9th, the Voluntary Tax
Credit that is attached to the sale of our Gateway Triangle properties was
about to expire, staff reached out to Valley National Bank and negotiated
a sale prior to expiration. The funds will be used to off-set the closing
price and if the property doesn’t close the funds will remain with the
CRA fund. i
B. Land Development Code Changes – The Board approved staff
proceeding with some land development code changes as identified in the
redevelopment plan update. The changes included: bonus density units
that developers could ask for and right now developers could ask for 97
units with no additional improvements within the CRA district but we
would like to add some performance based on the amount of units that
they need to add some extra improvements like sidewalk, lighting or
landscaping; revisions to allow different standards in the right of way
regarding, traffic calming and the need for turn lanes; including CRA
staff as part of the development review process; and to clean up some of
the Mix use language because it seems very confusing at times.
C. CEI Services & Thomasson Drive Improvement- The Board approved
this MSTU project item for CEI contract for Thomasson Drive project.
D. Bayshore Arts District – Tami Scott gave an update on the meeting she
attended that was created by Diane Sullivan to promote arts in the
Bayshore area. Diane Sullivan, from the audience, introduced herself and
gave a description of how she got it started and how many people who
were really interested in joining the committee and the positive feedback
she received so far and stated everyone is so excited about the arts.
E. Access Management Plan – Tami Scott gave a brief description of the
proposal from Trebilcock Solutions, that came about because the MSTU is
doing a master plan for the beautification of Bayshore Drive and staff
started looking at how traffic moves through Bayshore and the median
openings and questioned the need for all the median cuts. The County
requires most projects put turn lanes in which disrupts the streetscape. This
access management plan would look at how all these changes would tie
into all the new projects coming in to Bayshore Drive. Staff suggested this
would be a good partnership between the CRA and MSTU to accomplish.
Al Schantzen asked if this would be a public process to seek input from the
Community and staff said yes because any properties that would be
affected would require a public input process before any changes would
happen. Steve Main made a motion to approve the access management plan
and partner with the MSTU in shared costs to include looking at the school
bus stops. Camille Kielty second the motion. Approved Unanimously.
F. Florida Redevelopment Conference –Ms. Forester reviewed the
upcoming Florida Redevelopment Conference which would be in Tampa,

VIII. Staff Report:
A. Project Manager Report: Tami Scott highlighted a few projects on the
list, the Fire Suppression Phase II went out to bid, pre bid meeting went
on today and the bids are due back on July 29th; Fire Suppression III was
approved at the Board of County Commissioners meeting on June 25th;
the Master pump station is going on right now on Thomasson Drive;
Linwood street lights was installed on May 7th; Race Trak is moving
quickly; Hooka Lounge has resubmitted so that is proceeding; the Food
truck parking lot is resubmitting for the 3rd time since they have a code
case they are pressured to get all their revisions in on a timely manner;
Compass Place has sold and the new owners is Thomasson Village, LLC;
the CRA parking lot will be discussed at our next meeting with the
opinion of costs for the site plan.
Ms. Forester provided an update on the 17 acre site: staff held an internal
charette to discuss environmental issues and the connection to Sugden
Park. A meeting with CAPA representatives is scheduled for next week
to review their needs list, then next step is going to Board of County
Commissioners for direction from them.
B. Financial Report: The financial report was provided for review.
C. Maintenance Report: The maintenance report was provided for review.
Ms. Forester mentioned the Neighborhood Watch sign has been installed,
and another one we will be installing soon.
IX. Other Agency’s:
A. Collier County Code Enforcement: John Johnson provided a report for
the community that identifies the code cases for the last 60 days. Mr.
Rigsbee had a question about 2647 Andrew Dr which has not cut their right
of way and its causing the water to back up and flooding on the street. Al
Schantzen wanted to find out if there were any active cases with the
homeless living by the Haldeman Creek Bridge on the vacant lot. Maurice
Gutierrez complimented the reports that John Johnson provides every
month they like the layout.
X. Communications and Correspondence:

c. Public Comments: There was a question if a sidewalk was going to be
installed in the Sabal Shores neighborhood since there are a lot of children on
the street, Ms. Forester responded that during our neighborhood focus meeting
no one brought up a need for a sidewalk. Al Schantzen wanted to mention that
their main concern in that neighborhood was to slow down traffic, so they were
more focused on traffic calming methods rather than a sidewalk. Laura Burns
wanted to mention that the Collier County strategic arts plan has already started

and wanted to remind everyone to attend the community meetings coming up
and put their input because it is a very important plan for the arts in the area.
XV. Staff Comments: Ms. Forester wanted to follow up on what Laura Burns was
discussing and that this is an opportunity for staff to draft a scope of services and
piggy back on the Strategic Arts plan and formalize an arts master plan. As an update
that the CRA staff will be moving out of our current space so there are two days the
office will be closed to pack and get ready for the move. As of July 31st the staff will
be in our new office at the main government complex administration building suite
103.
XVI. Advisory Board General Communications: Maurice Gutierrez asked if the
building that the CRA office was located currently is under contract. Mr. Gutierrez
wanted to know if the CRA could partner for parking lot space if it is with the
prospective owners since there is so much parking available on that property.

2. Adoption of Agenda Staff requested the following changes to the Agenda, under Old
Business 4b add Fire Suppression Phase II. Steve Main made a motion to adopt the
Agenda as amended. Second by Al Schantzen. Passed Unanimously.
3. Old Business
a. Courthouse Shadows MPUD- Debrah Forester, CRA Director introduced the
project and mentioned the request from Mark Strain, Chairman of the Planning
Commission that the CRA Board provide a recommendation and comments for the
Planning Board. Wayne Arnold, Q Grady Minor and Associates, introduced Rob
Sucher – Johnson Development Associates, Rich Yovanovich – Coleman,
Yovanovich & Koester Law Firm and Doug Kirby – Kite Realty Group. Mr. Arnold
gave a brief description of the proposed redevelopment of the 20-acre site. Two
applications have been submitted. One is a small-scale Comprehensive Plan
Amendment which proposes to increase density for 10 acres of the site, the other is a
PUD amendment adding up to 300 multi-family apartments as on option for the site,

while maintaining the big box option. Rob Sucher, representing the potential
developer, presented the site plan for the apartment complex and noted they are still
in early design phase. The design’s intent is to be consistent of the Bayshore area
and offer a rental product they feel is a need in the area specifically with the
Government Center being across the street. This is a challenging site plan due to the
awkward geometry of the site, but they tried to incorporate the comments they have
received from the community. The dominant portion of the density will be
centralized within the site and the buildings will be right up front behind the access
drive between the existing Commercial Businesses. The intent is to reactivate the
businesses up front along the US 41 corridor and provide a shared parking area for
everyone. He discussed access from US41 and Peters. The architectural design is
coastal contemporary with architectural embellishments and landscaping. They are
proposing a business center/shared workspace in the clubhouse that will include
some private offices and conference room. Tenants will be able to access the space
to encourage live/work opportunities. They also are proposing an area for a kayak
and paddle board launch onto Haldeman Creek, a dog walking area, a community
pool, and a barbecue area.
Advisory Board/Community Comments:
Al Schantzen asked how close the buildings are to Peters and Collie Ct. Mr. Sucher
gave the approximate closest point(corner) of the buildings to Collie Ct. is 76ft. and
120ft the other building closest to Peters Avenue is 70ft in their current form before
the road. The screening will be landscaping buffers on the outside and inside of the
fence around all sides that are surrounding the residential neighborhoods.
Maurice Gutierrez asked if the structures are all 4 stories or will they change before
submittal. Rob Sucher stated they would all remain at 4 stories maximum, they are
proposing 300 units on the 20 + acre parcel.
Karen Beatty asked if there would be a sidewalk on the residential streets and Mr.
Sucher said there was already an existing agreement with the County to pay in lieu
of installing a sidewalk. There were discussions if the County requirement would be
to install a masonry wall to buffer the residential streets and Rob Sucher explained
they would install a fence with landscaping on both sides as a buffer and for
aesthetics. Al Schantzen commented about his concerns about noise, and lighting
being an issue and that would not be an adequate buffer for the residents on Peters

Ave and Collie Ct. Karen Beatty asked if a chain link fence was within the Code
requirements because she felt it was not an adequate buffer as well. Some of the
public questions were about the price point and Mr. Sucher explained it was market
rate and the market driven the price for the 1-3 Bedrooms.
Mike Sherman asked what the proposed square footage of the apartments would be.
Mr. Sucher noted they would be 760 sq. ft to 1300 sq. ft for a 3 bedroom, 3
bathroom unit.
Another public comment was the concern there were not enough parking spaces but
Mr. Sucher assured everyone they would have more than what the code required. Al
Schantzen asked if they were looking for the Boards blessing on the density and the
residential component and Wayne Arnold replied yes if the CRA Board would
support both components that would be great.
Al Schantzens concern about supporting the density bonus units to be applied to this
particular development and the developer never going through with the project and
tie up the density units for 7yrs and prevent another great project from being able to
use the density because of this project or flipping the property and get something
completely different and he also asked why they would need it, there should be a
sufficient amount of units without it, Mr. Sucher wanted to reassure the Board that
he would not have spent the amount of time and money to just walk away from this
and his intention is to complete the project and move forward, he also stated that in
order for this project to work, they would need the density units.
Mr. Kite wanted to reassure everyone that they stepped back after the Sam’s Club
project didn’t work out and looked at what the highest and best use of the site would
be and this project fit that criteria.
Mr. Schantzen asked about the deviations they were requesting so Mr. Arnold gave a
few examples of the deviations and noted that there were existing deviations that
were already approved from the previous MPUD project.
Larry Ingram wanted to make sure that this could only be a for rent product and
never convert to a for sale project in the future, Mr. Sucher wanted to assure

everyone the MPUD was specific to a rental project and if they ever changed, they
would have to go through this process all over again.
Ms. Forester recapped some of the Boards comments for them to take under
consideration as they vote on the project:
1. Some concern is the rear fencing some commitment that it is decorative or
opaque with landscaping on both sides;
2. Front fence should be some sort of decorative fencing with no solid wall;
3. Maintain the pedestrian connection to reactivate the commercial component
4. Developer’s commitment on the current MPUD for a sidewalk on Peter Street –
was that payment in-lieu outstanding or was that to be forthcoming.
5. Haldeman Creek MSTU – verification of the developments impact on the
Haldeman Creek MSTU.
Steve Main made a motion to support the project as presented with the density and
the addition of the Residential component to the project, Karen Beatty second the
motion. Al Schantzen wanted to state he would support the project without the
density. Passed 6-1.
b. Fire Suppression Phase II- Tami Scott, Project Manager gave an update on the
status of the project. Procurement Department received all of the bids for the
construction of the Fire Suppression project with the lowest bidder being Higgins at
$677,000. The Highest bidder was $829,000. This item will be on the Board of
County Commissioners Agenda on September 10, 2019. Staff is recommending the
Board approve Higgins as the lowest bidder. Al Schantzen wanted to find out if staff
was going to do additional projects while the road is being tore up and they won’t
have to do it again for another project, Tami Scott noted that staff had no other
projects scheduled at this time for this project but in future projects staff will try to
coordinate with a stormwater project or a sidewalk project at the same time.
Maurice Gutierrez made a motion to approve the lowest contractor, seconded by
Steve Main. Passed Unanimously.

6. Advisory Board Comments: Mike Sherman had asked the status of the Thomasson
Drive Project and when they will break ground, Tami Scott gave a brief update on the

• Fire Suppression System- Phase 3:
Phase 3 includes Areca Ave., Coco Ave, Basin Street, Canal Street and Captains Cove.
Interlocal agreement approved at the 9-10-2019 BCC meeting, City of Naples will take the agreement to
their council for approval on October 2, 2019. CRA staff is working with City of Naples on the
Construction Documents.
Collier County Stormwater staff has received approval to contract with Johnson Engineering, Inc. to
prepare the stormwater design plans for the area. A scope guidance document was sent to Jared Brown,
P.E. for a design proposal by 9/20/19. Proposal under review.
• Master Pump Station 306:
Thomasson Avenue and Thomasson Drive
Project is currently under construction.
Foundations for the new pump station building have been poured.
Building above grade structure to begin in December 2019
20” Force Main along Thomasson Lane has been run from the existing site to the new.
Landscaping is estimated to begin in September 2020.
Project completion which culminates with the demolition of the existing pump station is
estimated to be January 2021
Public Utilities is starting a new Master Pump Station 306 Renovation/Relocation project.

Pipeline Installation project

Crews completed pipe installation via open cut on Shadowlawn Drive from Linwood
Avenue to Francis Avenue.
Crews have finished up with most of the pipe installation from Francis Ave at
Shadowlawn, east past Airport-Pulling Road, down Glades Blvd., and ending at Palm
Drive. This portion of the work was done via underground drill
In the next few weeks, it’s planned for crews to begin pipe installation via open cut
from just north of Glades on Palm Drive to Lakewood Boulevard and then use the
underground drill to finish up on Lakewood Boulevard just north of Davis Boulevard
Anticipated completion for the project is set to be around April 2020

Purchase order has been opened to engage Trebilcock Engineering to complete a traffic calming study for

HALDEMAN CREEK MSTU PROJECTS
• Bathymetric Survey and Data Review:
Humiston and Moore Engineers have been retained to provide a Bathymetric Survey of the Haldeman
Creek existing conditions. The survey data will be used to compared to the 2006 /2007 post dredge
information with the current conditions.
Based on review and analysis, there is approximately 8,100 cubic yards of shoaling within the design
channel since the 2007 post construction survey. This amount is not sufficient to warrant a dredge at this
time. Recommendation is to continue to monitor the shoaling every 2 to 3 years. Given the findings, the
impact from Hurricane Irma was not significant enough to seek FEMA reimbursement.

Site Analysis and Existing Conditions
The roadway (Bayshore Dr. So.) is a minor collector two lane uncurbed asphalt pavement road. The
roadway length is approximately .80 miles between Thomasson Drive to the north and Holly Avenue to
the south. The roadway is a local for mostly residential with minimum commercial traffic.
In FY 2011-12 landscape and hardscape streetscape improvements were installed along the east right-of-
way. The improvements generally included the installation of east rights-of-way roadside drainage
systems and swales, landscaping, pedestrian accent lighting system, and an eight (8) foot width sidewalk
system consisting of concrete pavement, Architectural pavers and applied on asphalt simulated paver
pattern street crossings.
The report has been developed over multiple months and some items identified may have been addressed
as of the date of this report.
Existing Roadway Drainage
Uncurbed asphalt pavement and sidewalk draining into roadside swales with at grade grated catch basins
and open-ended culvert pipes connected to an underground storm water piping system discharging to
surrounding low areas.
Along multiple sections of the roadway between driveways a buildup of sand and /or soil debris has
occurred at the edge of east side roadway pavement affecting the travel lane width, as well as impeding
the storm water sheet flow off the roadway pavement, which can result in temporary roadside water
ponding during heavy rainfall events.

Planning Observations and Considerations:
Littoral plantings within these roadway swales are not a viable solution for landscape and/or water
improvement plantings. The existing storm water drainage system catch basins and swale bottom
elevations limit and greatly reduce the rainy season standing water, which is required for littoral
establishment and success. The swale systems are always filling in from horticultural debris (e.g. grass
clippings, weed control, sand cordgrass trimmings an/or dead foliage), and roadway dirt add to the filling
in process which raises the bottom elevations reducing the standing wa ter levels because of the fixed
catch basin elevations.
Generally, weed control to remove or treat weeds (e.g. Torpedo grass) is also an issue in standing water
littoral plantings. Weed control to remove the torpedo grass can result in the littoral planti ngs decline.
Existing Roadway Utilities
The roadway contains multiple underground and overhead utility systems along both rights-of-way and
crossing the roadways. The underground utilities are electrical, communication, water, storm water
piping, force main sewer and gravity sewer systems. The overhead power lines run along the east right-of-
way with multiple crossings along the roadway. The main water line runs the length of the roadway along
the west right-of-way with multiple crossings at intersections or to services individual properties. The
sewer and storm water lines are mostly along and/or within the east right-of-way with service pipe
crossings to individual properties on both rights-of-way.
The northern half to three-quarters of the power lines have been upgraded with concrete power poles
which strengthen the system and increased the height of the electrical lines. Some of the poles had to be
installed within the concrete sidewalks. The concrete power poles will also have the existing
communication cables attached at a lower height generally above fifteen (15) feet. T o date the cables are
still attached to the old wooden poles. The poles have just been cut off above the communication cables.
Planning Observations and Considerations:
The location of the force main and gravity sewer lines within and along the east right-of-way are a big
issue with any large tree plantings along the west side of the sidewalk. The current ten (10) foot Collier
County offset requirement for large to median size trees is not possible. A sewer system deviation from
tree planting offset requirements will be required. Previous approved County deviations have allowed the
planting of small (equal to or less than 4 inch caliper trunk) to medium (less than eleven (11) inch caliper
trunk) size palms (i.e. Alexander, Adonidia) and small trees (i.e. Crape myrtles) with a three (3) foot
offset.
The overhead power lines and communication cables also restrict the tree plantings with their 2additional
offset and height requirements.
Existing Pedestrian Concrete Sidewalks and Roadway Crossings
The concrete sidewalks along the east and west right-of-way are in good condition with level surfaces.
The east right-of-way eight (8) foot width concrete sidewalk appears to be placed on or about one-foot off
the right-of-way or property lines. The east right-of-way sidewalks in multiple locations have adjacent
property vegetation encroachments into the sidewalks or within the County recommended two-foot offset
for this type of pedestrian and cyclist facility. There are also multiple locations where previous hurricane
storm debris cut branches are encroaching into the sidewalks. The adjacent private property trees are also
overhanging the sidewalks at levels lower than the current County maintenance policy clearance
requirement of ten (10) foot.

Multiple adjacent private properties have fencing installed within the two -foot preferred clearance offset.
There are locations where decorative picket fencing has been installed on top of and/or directly adjacent
to the east sidewalk edges, which appears to be for barrier purposes based upon the adjacent lower ground
elevations along sections of the sidewalks.
The intersecting roadway crossing s are ADA compliant with domed access warning strips. The ADA
domed texturing should be in a more highlighting color (yellow or blue) or a lighter or darker contrasting
color compared to the paver and asphalt coating colors. The roadway crossing asphaltic coatings are
highlighted with a decorative and reflective paver pattern. Minor missing, cracking or damaged areas of
the coatings were observed.
Current sidewalk roadway crossing with markings. Minor cracking and chipping are occurring.
Previous hurricane debris cut stumps and branches within sidewalk offset clearance areas.
Planning Observations and Considerations:
The south end catch basin and culvert pipe at Holly Ave. appears to be filled with debris. Illegal
horticultural debris has been dumped into the drainage swale at the end of this pipe. It should be
determined if all storm water piping and drainage catch ba sins were cleaned after hurricane Irma.

Preserve area exotic plant growth on features (Love vine) and into sidewalk and light fixture clearance
areas.
Banner arm height clearances to low for sidewalk with cycle access. Banners should be reversed 180
degrees to outside edge of poles. Adjacent property fencing and/or structures should be restricted,
relocated and/or coordinated to maintain 2-foot offset clearances.
Planning Observations and Considerations:
Overhanging trees and/or shrubs located on adjacent private property that is on the east side of the
sidewalk needs additional pruning to provide a minimum ten (10) foot clearance over the sidewalk. Any
previous storm debris within two (2) foot of the edge of the sidewalk and/or lower than ten (10) feet over
the sidewalk should be removed.
It may be advantageous to explore the opportunity to get landscape and maintenance license agreements
from the adjacent sidewalk private properties in order to fully control the lan dscaping adjacent to the
sidewalk.
Existing Roadway and Roadside Accent Pedestrian Lighting
Street lighting fixtures are attached to overhead electric poles at roadway intersections and pedestrian
accent decorative lighting fixtures (56 +/-), along the eastside of the east right-of-way sidewalks.
Two fixtures are still damaged from previous hurricane ‘Irma’ (2017) due to parts availability.

The sidewalk lighting is apparently divided into two systems with fixture spacing in no set uniformity
thus creating light and dark areas along the sidewalks. Some of the spacing differences have occurred due
to site improvement driveways.

Planning Observations and Considerations:
Overhanging trees and shrubs located on adjacent private property that are on the east side of the sidewalk
are covering or reducing light output from multiple fixtures. Additional pruning to provide a minimum
four (4) foot clearance around all light fixtures is recommended.

Existing Landscape Plantings
The east and west rights-of-way green or potential planting areas are mostly covered with herbaceous
weeds and grasses that are maintained by mowing and edging along the concrete sidewalks. These areas
are bisected by intersecting roadways and/or driveways.
A review of the landscape planting plans prepared by Windham Studio, Inc. indicated a substantial
roadside planting of Sunshine Mimosa ground cover, multiple type ground covers and littoral plants,
along with Thatch palms adjacent to the sidewalk. No As built or Record drawing plans were presented
for review, so it is assumed the plantings were installed according to the March 2011 revised plans.
A review of the Collier County Property Appraisers annual aerial photography revealed the new swale
plantings present in January of 2012. The January 2013 show no substantial amount of ground cover or
littoral plants existing. The Sunshine Mimosa ground cover may have spread, but as of today it is not
present in any substantial amount, but thinly scattered throughout the grassy right-of-way areas along the
east right-of-way.
Conversations with past maintenance personnel revealed that the planting survival rate was reduced over
time generally due to high standing water levels. A statement fr om the installation contractor indicated
that during installation they had to move plants up the swale slopes to get them as far as possible out of
the standing water areas. It is an assumption that these plants were the Sunshine Mimosa and any of the
other plants that would not tolerate standing water.

seasonally and thus effect the growth rate.

Speculative Observations:
Assuming everything per the original planting plans was planted establishing littoral planting around the
edge of a lake or pond is somewhat difficult, but establishment within a roadside storm water swale would
be very difficult and, in our judgement, require additional site-specific maintenance techniques other than
just the typical roadway maintenance programs.
The missing ground cover and littoral plantings is assumed to be related to high standing and dry season
non-existent storm water levels in the swale systems. Weed growth maintenance methods during wet
season and dry season to control and/or remove the weeds growing in the ground covers and littorals
could have also played a major role in the decline and missing plants .
It is also our understanding some plantings located adjacent to driveway or roadway interse ctions were
removed due to sight line complaints.
Planning Observations and Considerations:
The Key Thatch palm trees are surviving and, in some locations, growing well based upon their un -
irrigated, un-mulched and assumed unfertilized status. The Key Thatch palm is the slower and smaller of
the two generally used Thatch palms in this area. The Florida Thatch palm in our opinion and

observations grows faster and to a taller mature height. Many palms appear to be struggling to produce
typical annual growth. The existing swale soil conditions of extremely wet (high water table) to extremely
dry (low water table) soil conditions greatly affect the overall root system and growth of the palms.
Above is current Key Thatch palm planting at 4 to 5 ft. ht. Original planting plan specified 7 ft. ht. plants
that apparently were not installed. For many years increased height and foliage spread will continue to be
an issue regarding sidewalk clearances with these slow growing palms.
The reviewed installation plans provided information for the one-year establishment watering
requirements, but the plans and information provided for review contained no establishment or annual
maintenance specifications for establishing littorals or other plants w ithin a storm water swale system.
The remaining Sand cordgrass plantings in the bottom of the swale are impeding centerline and at catch
basin flows and generating foliage debris as they are trimmed during maintenance activities.
Irrigation Systems
No irrigation systems exist for the existing landscape plantings. Watering until establishment is what was
called for in the original planting plans.
Planning Observations and Considerations: Irrigation of tree plantings with a minimum bubbler type
irrigation system has been found to be successful in many roadside plantings . Irrigation coverage for
shrubs and/or ground covers should be designed as a 100 percent coverage for establishment and
replacement purposes.

Summary
The overall appearance of the east right-of-way areas because of the adjacent undeveloped properties;
unmaintained improved and preserve properties; chain link fences; un-mulched palm trees; bare and/or
then swale grass areas; all add up to contribute to an unattractive look.
Roadways
Quarterly roadway street sweeping is a viable solution to removing roadway dirt/sand debris along the
roadway edges and over the pedestrian crossing ADA warning areas. The ADA warning areas if not
already should be cleaned with the weekly lawn maintenance services.
When construction traffic is utilizing the roadway, it would be suggested to require in the permit process
that the construction company be required to provide the street sweeping during and at the end of the
construction.
East Right-of-way Areas
The east right-of-way pedestrian sidewalk facility contains no pedestrian rest areas or trash receptacles.
The opportunity exists to design and install strategically placed sidewalk level elevated pedestrian rest
areas with benches, trash receptacles, flowering large shrub or small tree and ground covers.
The swale areas erosion issues and bare ground areas need to be addressed. The swale areas should be
graded as needed and then re-sodded and/or seeded with Bahia turf grass.
Quarterly street sweeping should be implemented.
Future accent lighting fixture improvements or replacements should be coordinated with the new
Thomasson Drive and Bayshore Drive North fixtures.
West Right-of-way Areas
The west right-of way does not lend itself to a roadside tree planting within the right -of-way areas. The
low existing swale elevation, Botanical Garden roadside landscape improvements and its native
vegetation Preserve areas leave little room for any tree development or placement within the right-of-way
areas. However, the west right-of-way could be used for an irrigation system to supply the east right -of-
way because of the reduced amount of under ground utilities and driveway or roadway intersection
crossings.
Adjacent Private Properties
Any preserved areas where existing natural vegetation is adjacent to the right -of-way lines should have all
exotic invasive vegetation removed. Exotic vegetation removal on these types of properties is generally
required under County permitting to be remove and maintained clean of exotics in perpetuity.
A notification program should be developed for the sidewalk adjacent property owners to encourage them
to improve their property landscape plantings and fences to provide for a continued two-foot clear
sidewalk offset, accent lighting fixture four-foot radius vegetation clearance and exotic plant removal
from within the Preserve areas adjacent to the roadway . An alternate option to this program is to consider
the implementation of a landscape, irrigation and maintenance license agreement with selective adja cent

property owners in order improve and maintain a five-foot to ten-foot width area along the east side of the
sidewalks. This would permit the M.S.T.U. to put the areas under its maintenance services and provide
additional roadside planting areas. This type of license agreement does not take any property rights away
from the property owner it only allows the M.S.T.U. to improve and maintain any landscape and
hardscape improvements. The property owners could also be provided the rights to approve any
improvements on their properties. This type of Landscape License Agreement is a win -win for all parties
because of the owner’s reduced property maintenance costs and planting improvements, while the
M.S.T.U. and others property owners enjoy a more consist and maintained roadway corridor.
Irrigation Systems
An irrigation system is possible, but the cost would be a major factor to consider if planning a system.
Any irrigation system should be reviewed for possibility of reuse water source supply, but a minimum
application system on potable water is also possible.
Landscape Plantings
Any future replacement of the existing Key Thatch palms locations should be with the Florida Thatch
palm species.
Any additional small tree and palm plantings along the east right-of-way between the sidewalk and road
pavement should be on elevated planting areas created by stone riprap retaining walls or culvert piping
installations. Both types of installation allow for storm water flow as it is existing. Either type will requ ire
County roadway permit approval. These type of elevated planting areas most be located outside of any
intersecting roadway sightline requirements. Refer to concept plans for details of raised planting areas.
If the landscape license agreements are implemented, then additional small tree and palm plantings could
occur along the east side of the east right-of-way sidewalks.
Analysis for Accent Pedestrian and Roadway Lighting
It is recommended in order to improve the community ’s overall appearance through coordination and
consistency that the existing light poles on Bayshore Drive South be re-fixtured with the smaller version
(Cyclone Domia Mini) of the same style of fixture that has been specified for the proposed Thomasson
Drive renovation; and similar in style to the existing fixtures on east Thomasson Drive and on US 41
East. The existing poles can be reused. A new extension, mounting arm and fixture would be installed.
The removed acorn style fixtures can then become stored replacements for the existing same fixtures that
exist along the Bayshore Dr. north section. The existing acorn style fixtures and poles will remain in place
on Bayshore Dr. north until the future street lighting renovation improvements are implemented. The
Bayshore Dr. north renovation project would be estimated to be at least 3 to 4 years out and could extend
out 5 to 6 years if it is phased over multiple years as funds become available.
The existing Bayshore Dr. south banner mounting arms should be raised to as far up the poles as possible
and turned toward the east or adjacent properties because a required ten (10) foot height clearance cannot
be accomplished with the existing pole height. It is also recommended that the banners arm only be
installed on poles adjacent to road intersections, as appears is currently being done for better visibility.

Cultural expansions discussed at Collier forum

They came. They saw. They conferred.
And, oh, how they conferred at the first of three
community forums designed to give a national
consulting firm a sense of what works for the arts in
Collier County, and what it still needs.
Ideas ranged from a marketing-power merger for the
county’s three local art districts to a smartphone app
to both locate public art and QR codes on those
works offering in-depth information. Artists, who
were well represented among the gathering at Collier
County Headquarters Library in North Naples,
lamented the lack of studio and gallery space in both
East and North Naples.

proposed a sort of shirttail festival that would bring

“More jets land in Miami for Art Basel than for Super
Bowl,” said La Garde, who said he has researched the
high-end art fair, which brought in 83,000 people in
2018. “It’s just a hop, skip and a jump over to
Naples.”
Another participant wondered why events couldn’t be
scheduled on Naples’ iconic Pier, where he said
dances were held in a past era. Others were anxious
for a green light to resume mural creation in the
Bayshore Arts District in East Naples; in fact, at least
five of the attendees identified themselves as “mural
advocates.”
Professional photographer Michelle Tricca, one of
the first artists to create a photo montage mural on
Bayshore, felt the small number of permitted murals
arts organizations and events, Flynn said. But The
Cultural Planning Group is hoping to learn what
among those is special to people here. They
emphasized that when the discussion groups
tabulated their lists, duplication was fine: “If we hear
something named four times, we know it’s really
important to you.”
An open community survey is available to the entire
county online to solicit as much input into the process
as possible. (See information box for instructions on
how to access it.) The survey is already surpassing
expectation, Flynn: “It’s only been online a week and
already we’ve had 300 responses.”
But the Cultural Planning Group wants even more
inputs for a more defined picture, she added: “We
really want you to complete the survey and share it
with your family, friends, neighbors, business We

showed how tentative Collier County’s support for
arts was.
“That was in 2011, and we’re still talking about it in
2019,” she said. “I’m glad to see they’re finally doing
this.”
Among the other ideas:
❚Art and art events for millennials and teens
❚An outdoor amphitheater
❚An arts magnet school
❚A comprehensive arts events and programs source,
“one-stop shopping” for the seeker, as a participant
put it
❚Summer events, “like Stay in May has brought,”
said one woman. Added another: “They’re staying
way past May now.”
The fulcrum for the meeting is the development of an
arts and culture strategic plan, the first in county
history approved by Collier County commissioners.
The plan will give Collier a blueprint for arts support
and direction over the next 10 years and beyond. Arts
proponents in the county hope it will also bring more
financial consideration for the arts, which receive no
county support aside from some tourism marketing
funds.
The Cultural Planning Group, a California-based with
a partner office in Florida, is collecting and tabulating
the information. Its representatives, Linda Flynn and
Surale Phillips, moderated the forum, as they would
do with two more public forums on Wednesday.
They split the 60-plus participants who came into
small groups to distill what the attendees love about
Collier County and what’s missing.
“We’re on our listening tour this week, so we really
want to get the discussion started,” said Flynn. “We
feel the best ideas emerge from conversations we
have in the community, which is why we take three
or four months and have discussion groups and have
these community meetings and have stakeholder
interviews.”

preliminary recommendations in November, and a
roughdraft plan in January. At that point it will ask
for public comment again.

The fate of a parking lot that has served a popular
East Naples food truck park since last fall but never
got the proper approvals is now in the hands of
Collier County’s hearing examiner.
County hearing examiner Mark Strain on Thursday
heard Bayshore Redevelopment Group LLC’s request
for a parking exemption for the vacant residential lot
at Bayshore Drive and Becca Avenue.
The empty lot at 2831 Becca Ave. sits north of
Celebration Park, the busy food truck park founded
by local entrepreneur Rebecca Maddox, who also
heads the limited liability company.
The property has been used for overflow parking for
months despite not having the proper permits in
place, and the issue has drawn concerns from some
neighbors who say the makeshift parking lot has
harmed their quality of life.
Within 30 days, Strain must render a decision on
whether or not to approve the parking exemption.

parking spaces.
If the use is not approved by the county’s hearing
examiner, the property will have to be restored to a
vacant lot, county officials have said. Decisions are
final unless appealed to the board of county
commissioners.
Representatives for the property owners submitted an
application for a parking exemption in October 2018.
The request ping-ponged between county staff and
the applicant a few times, with county officials
asking for corrections and the property owners
resubmitting the application three times before it was
accepted in July.
On Thursday, representatives for Maddox and
Bayshore Redevelopment Group presented the
proposal for the parking lot to Strain in front of a
packed conference room at the county’s Growth
Management Department on North Horseshoe Drive.
“We know there have been problems with the parking
lot as it exists today,” said Bob Mulhere of the
Samblanet said, adding that he has an issue only with
the parking lot.
“It’s just not right for the county to show favoritism,
allowing one person to succeed illegally and
everyone else plays by the rules,” Samblanet said. He
added that Maddox has arranged for additional
parking in a large lot off Weeks Avenue and in a lot
off Bayview Drive, and argued the “illegal parking
lot is not needed.”
For Michael and Janet Gavin, whose home sits
directly behind the lot, the busy parking space has
created a host of issues, including headlights shining
into their bedroom, car alarms going off for several
hours and strangers peering into their back yard.
“Since the lot has been illegally put into use, we have
lost all privacy,” said Meredith Gavin, reading a
statement on behalf of the Gavins.
But the requested parking lot also had its defenders

“We are looking to remedy those problems.”
The proposed parking lot would have a 6-foot high
wall on the north and west sides of the property to
help shield neighbors from the lot. Additionally, a
landscape buffer would be installed.
To help encourage visitors walking to the food truck
park to use a crosswalk at the entrance of Becca
Avenue, the proposal includes a 4-foot high
decorative wall intended to keep pedestrians on the
sidewalk in front of the parking lot.
Some neighbors have noted that food truck patrons
have been jaywalking to get from the parking lot to
the venue, at times texting, intoxicated or not paying
attention to traffic.
“The problem’s been from some of the reports,”
Strain said, “that people are wandering across Becca
and it’s a dangerous situation.”
County officials have said that if the parking lot
situation becomes a lifesafety issue, it can be closed
down while it is going through the approval process.
County code enforcement issued a notice of violation
in December, noting “unpermitted construction
work,” including “lot clearing and the introduction of
gravel fill” on the property. So far no fines have been
assessed, county officials said.
Some residents opposing the parking lot raised
questions during Thursday’s hearing as to why the
county gave the food truck park the green light in the
first place when it doesn’t have enough parking.
“I find it incomprehensible to spend as much time,
effort and money constructing Celebration Park with
only 13 parking places and not having immediate
plans for additional parking,” Dennis Samblanet, a
retired state-certified general contractor who lives off
Becca Avenue, told Strain during public comment.
The fact that the county continues to allow Maddox
to use “the illegal parking lot certainly raises some
questions,” Samblanet added.
Greg Economos, a local real estate agent, said
Celebration Park has become “a unique gathering
place” for everyone. He said the proposed
improvements to the parking lot would alleviate a lot
of the current problems.
Property values on Bayshore Drive are increasing,
Economos said to applause from the crowd.
“It’s because of what’s happening on Bayshore, at
Celebration Park,” he said.
Camille Kielty, who sits on the Bayshore Gateway
Triangle Community Redevelopment Agency
advisory board, said the food truck park has been
“wildly successful” and the parking lot is critical to
continue that success. Celebration Park, she said, has
been “an excellent example” of what the CRA has
been looking for.
“We are changing Bayshore,” Kielty said. “We are
changing it for the better.”

•The Army Corps of Engineers Norfolk district has been assigned this project.
•The project / study is related to coastal storm risk and how to manage and minimize coastal storm damage.
•The Army Corps of Engineers is tasked with looking at three areas, Collier County, Miami Dade and Florida Keys.
•The study will take approximately three years to complete, they are one year into the study.
•The study is 100% federally funded (approximately $3,000,000 million).
•Once the study is completed and solutions are identified the solutions / projects will need to go to Congress for
approval (this process will take approximately two years).
•Approved solutions / projects are funded as follows 65% federal, 35% non-federal.
Some solutions the Army Corps of Engineers are looking at to minimize risk / damage from a coastal storm
•Widen the beaches (100’ – 150’)
