We are writing in regards to the Allura RPUD rezoning proposal – Petition PUDZ-PL20170004385. This rezoning request is seeking to amend the current Ordinance Number 2004-41. We live
in theBarrington Cove community, directly behind and next to the subject properties on Livingston Road corner Veterans Memorial Boulevard. We are firmly opposed to this change in rezoning,
which will allow 420 unit, four story apartment buildings to be built on the 35 acres under consideration and under contract by Stock Development, LLC. The current zoning, as defined
in Ordinance 2004-41, as part of Collier County’s Growth Management Department planning, allows for 107 units per acre; 420 units per acre would be an enormous increase in density on
a 35 acre corner in the middle of residential, low density, low rise communities, on a corner of Livingston that already has traffic problems.
Veterans Boulevard is a two lane street; traffic from Veterans has to make a difficult turn onto six lane Livingston Rd. – even now, before Season. Adding up to 800 new cars, trying
to turn left or right from the new apartment complex from two lane Veterans Memorial Blvd onto Livingston Road will be a potential nightmare, as well as up to 800 new cars exiting the
apartment complex onto Livingston Road, making a dash to the left turn lane at the Livingston/Veterans traffic signal to make a U-turn – in order to go south on Livingston. Communities
along Livingston Road (Mediterra, Talis Park, Barrington Cove, The Strand, Verona Pointe, Delasol, Camden Lakes, Milano, Secoya Reserve, Carlton Lakes) already have difficulty exiting
or entering their communities due to heavy traffic during rush hours in the morning and afternoon; the problem is compounded during Season, as well as when I-75 is backed up due to
an accident.
The two schools on Livingston Road within a mile of the subject property– North Naples Middle School and Veterans Memorial Elementary- will also be adversely impacted. Both schools are
at or near capacity. The proposed apartment project most probably will bring more families with children. There has not been an adequate study on the impact on these two schools, or
any outreach to the administrators of both North Naples Middle School and Veterans Elementary.
This huge apartment project just does not fit this neighborhood of single family, low density and low rise communities where it will be situated. Livingston Road, from Immokalee Road
north to Bonita Springs Road, is all low rise, residential, low density, single family. There is not another “High” rise apartment complex in that stretch of Livingston Road. The closest
apartment complex is on the SE corner of Immokalee and Livingston. It is also low density, and only two stories. Townhomes and condos along Livingston Road between Vanderbilt and Bonita
Springs are at the MOST, three stories.
Homeowners and residents who oppose the Allura RPUD rezoning request have been signing two petitions; so far, 534 names have been collected. The one petition is active, and will be for
some time, as the goal is to collect 1,000 total signatures. We are including a link to the two online petitions; when both petitions have reach their goals, we will be sending the
final copies to all five Commissioners, as well as to James Sabo with the GMD.
The HOA’s and concerned homeowners of Barrington Cove, Mediterra, Talis Park, The Strand, Verona Pointe, Camden Lakes, Secoya Reserve, Delasol. Milano, Carlton Lakes, Imperial Golf Estates,
and Huntington Lakes are forming an Action Committee, as well as hiring a land use attorney, to oppose the Allura RPUD rezoning request.
We speak for ourselves only in this letter, but we have also heard from our neighbors: we would WELCOME a planned community on that corner, one that conforms to the current Ordinance
2004-41 of 107 units per acre. A community of townhomes, condos, two to three stories high, would be WELCOMED. We would probably don hard hats and help build such a community! We are
seeking to preserve the family neighborhood environment that appealed to us when we were looking for our “forever home”. Our families here in Barrington Cove also chose to buy homes
here for that reason. Our families are diverse: working families of teachers, firefighters, plumbers, law enforcement, construction, hospitality as well as retirees who have invested
in their last home.
We question, why 420 apartment units on this small corner, when so much disruption will occur, and where there are no similar complexes, either in scale or in character? We have driven
on Santa Barbara Blvd,, Vanderbilt Beach Road, and Collier Blvd.– there are many available acres, it seems, on these major thoroughfares, near shopping, with similar large apartment
complexes. Why not invest in building apartments and workforce housing on these major roads?
We respectfully ask that you, as Commissioner, investigate this project proposal for all its potential impact on the existing communities surrounding it. We would urge you to oppose
it.
