EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the Strategic Alliance
Memorandum with the U.S. Small Business Administration to enhance efforts to support the
Collier County small business community.
OBJECTIVE: To approve the Strategic Alliance Memorandum (SAM) with the U.S. Small Business
Administration (SBA).
CONSIDERATIONS: The U.S. Small Business Administration has proposed a collaboration with the
Collier County Board of County Commissioners to foster an environment for entrepreneurs to be
successful in starting, growing, and succeeding in business. The SAM is a collaboration that will focus on
economic development with several initiatives designed to strengthen and expand businesses in the
Collier County community utilizing SBA’s programs and services, SBA’s resource partner and
organization network, as well as local, state, and federal stakeholders.
Through the SAM, the SBA and BCC proposes several overarching small business goals. First, to
increase the utilization of SBA lending programs through education initiatives focused on financial
capacity building and access to capital sources. An emphasis will be placed on exporting, asset -based
lending and 7(a) lending, bonding, and private equity partners. Second, to Increase awareness and
responsiveness for the small businesses to recover from a disaster. An emphasis will be placed on the
importance of disaster preparedness, continuity of operations planning, the FEMA and SBA disaster
assistance lending process, and partner resources for counseling and technical assistance throughout the
disaster recovery.
The following are examples of initiatives that will be facilitated using workshops and partner education:
• Exporting Opportunities
• Understanding the value of exporting and available resources.
• Evaluating: Is Exporting for You? - Are You Export Ready? What is the Process?
• Scaling Your Business through Exporting
• Export and International Trade Financing - Becoming bankable, lending criteria, sources
of funding and how to access the funds.
• The USEAC - Market research assistance and how to access foreign markets.
• Enterprise Florida and the U. S. Department of Commerce: Trade marketing and how to
secure partial funding for marketing materials and participate in the Gold Key Service.
• Disaster Assistance
• Why Be Prepared with a Continuity of Operations Plan?
• Planning Assistance - Resource partners available to counsel and provide assistance in
evaluating business risks and foreseeable challenges.
• FEMA Grants, SBA Disaster Assistance Loans - How Do They Work? Where Do I
Access the Funds?
• Marketing Disaster Preparedness: Create a disaster assistance program for the
government channel highlighting City Government, FEMA and SBA experts discussing
the impact no disaster preparations and the next steps to recover.

• Lending and Procurement
• Real Estate-Asset Based Lending - Why SBA’s 504 Program is the Best Kept Secret to
Creating Jobs and Retaining Them.
• Small Business Investment Companies (SBIC) - Private Equity - With over 146 active
SBICs nationally with diverse portfolio lending it is worth learning if private equity
capital is right for you and how to access the funding for a variety of ventures such as real
estate and technology.
• Understanding the Surety Bond Process and How to Access the Funding.
• Procurement Opportunities: Is this Your Next Step? Using Local, State, and Federal
opportunities to Scale Your Business.
• Understanding How to Use the Certifications for Small Business Set-A-Sides and How to
Use the Procurement Technical Assistance Center.
The mission of the SBA is to aid, counsel, assist and protect the interests of small business by providing
financial, contractual and business development assistance and advocating on their behalf within the
government. SBA district offices deliver SBA programs and services to the public. The SBA and BCC
have separate services and resources which, when delivered in coordination with each other, will provide
maximum benefits to the small business communities served.
FISCAL IMPACT: There is no immediate fiscal impact of this item. Collier County provides a variety
of programming and incentives through several funds associated with economic development.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan which states: “Collier County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires a majority vote for Board action. -JAK
RECOMMENDATION: To approve and authorize the Chairman to sign the Strategic Alliance
Memorandum with the U.S. Small Business Administration to enhance efforts to support to the Collier
County small business community.
