EXECUTIVE SUMMARY
Recommendation to approve the annual rate resolution to establish the fees, rates, and charges for
the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling drop-off
center fees, and residential multi-family and commercial waste collection fees for Fiscal Year 2020
(FY20). This resolution adopts the rates that fund the FY20 budget for solid waste collection and
disposal and increases the rate to 2.9 percent on landfill tipping fee and 2.0 percent for residential
solid waste collection assessments.
OBJECTIVE: To set landfill tipping fees, recycling drop-off center fees, and residential multi-family
and commercial waste collection fees for FY20 in order to support the collection and disposal needs for
Collier County residents.
CONSIDERATIONS: The Solid and Hazardous Waste Management Division’s budget is revenue
based on the annual mandatory solid waste collection and disposal assessments, and user fees for the
Collier County Landfill, the Immokalee Transfer Station, the Hazardous Materials Collection Center, and
the County’s Recycling Drop-Off Centers. These fees align with the Integrated Solid Waste Management
Strategy’s Guiding Principles to sustain environmental and growth management, airspace preser vation,
operational excellence, and best services.
The proposed rate resolution fees are aligned with the Solid and Hazardous Waste Management
Division’s FY20 budget. These rates provide the revenue necessary to support the cost associated to
collect, process, recycle, and/or dispose of the wide range of waste generated in the county, including
municipal solid waste, biomass (yard waste), construction and demolition materials, white goods, bulky
material, tires, electronics, household hazardous wastes, and recyclable materials such as paint, cardboard,
scrap metal, glass, and plastics. Furthermore, the rates incorporate sustainable and long-term strategic
planning to meet the needs of Collier County’s recycling and solid waste management collection and
disposal.
Residential solid waste collection services in Collier County include twice a week trash pickup, once a
week recycling pickup, on demand bulky item, electronics pickup, and once a week yard waste pickup.
Residential curbside rates for FY20 will increase to $217.50 per residential unit for District I, and $209.87
per residential unit for District II, as approved by the Board at its September 10, 2019 meeting.
FY20 landfill tipping fees includes a 2.9 percent adjustment consistent with the Board FY2 0 budget
guidance. The solid waste disposal service costs are supported by revenue generated from landfill tipping
fees and fund planned operational, maintenance, and capital investment activities in accordance with the
Board approved budget guidelines for consumer price index adjustments.
Other notable changes include a $79.00 commercial overload fee and an additional service level of
shredding for residents that allows for up to 5lbs of paper to be dropped off for shredding per day at no
charge.
FISCAL IMPACT: The proposed landfill tipping fees and recycling center fees will provide estimated
FY20 revenues of $24,582,900 (Collier County Landfill $21,900,500; Immokalee Transfer Station
$2,446,800; recycling drop-off centers $235,600); for the Solid Waste Disposal Fund (470). The
mandatory solid waste collection and disposal assessments will provide estimated FY20 revenues of
$27,387,200 for the Mandatory Trash Collection Fund (473).

LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote

GROWTH MANAGEMENT IMPACT: This rate resolution is in compliance with the Growth
Management Plan, which provides for increased recycling and reuse of the solid waste stream.
RECOMMENDATIONS: To approve the annual rate resolution to establish the fees, rates, and charges
for the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling drop -off
center fees, and residential multi-family and commercial waste collection fees for FY20, and authorize the
Chair to execute the Resolution.

Dear Franchisee,
The Collier County Solid & Hazardous Waste Division has established an overload fee in the
2020 Rate Resolution. The intent and purpose of this overload fee is to protect the health, safety, and
welfare of Collier County residents by ensuring commercial customers are utilizing the appropriate
service as it relates to number of pickups and container size. No franchisee can assess this fee without
written approval of the Solid Waste Director. The fee located in Schedule E, Rates for Supplemental
Service reads as follows:
Overload Fee: $79.00 - (At discretion of the Collier County Solid Waste Director)
Please be advised the franchisee shall establish a weekly reporting system with the Solid Waste Division
that identifies customers with overloaded containers. The report shall contain at minimum the standard
operating procedures outlined below and shall be submitted for review by the Solid Waste Director.

b) Address of violation
c) Customer Name
d) Prior outreach/education attempt (what method and who was contacted)
e) Any extenuating circumstances for none service that led to the overload (blocked dumpster)
f) Schedule/collection days
g) Container Size
Prior to applying the $79 overload fee the franchisee shall submit a letter to the Solid Waste Director
requesting to charge the customers the overload fee.
The Director and or designee shall review the submitted documents and approve or deny based on his
or her discretion. All decisions are final and have no further appeals. Final decision will be forwarded to
franchisee for appropriate processing.
