09/24/2019 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, acting as the Community Redevelopment Agency Board (the “CRAB”), award Solicitation No. 19-7569, Water Main Improvements on Becca Ave & Pine St (Fire Suppression Phase-2), to Douglas N. Higgins, Inc., in the amount of $677,111, authorize necessary budget amendments and authorize the Chairman to sign the attached agreement. OBJECTIVE: To improve water pressure and increase the level of fire protection within the Bayshore Gateway Triangle Community Redevelopment Area (“BGTCRA”). CONSIDERATIONS: This project is to upgrade existing potable water mains and install new, and/or upgraded fire hydrants along two streets in the BGTCRA. The improvements will be located along Becca Avenue, and Pine Street. The BGTCRA is at the periphery of the City of Naples water service area. The existing distribution system has mains varying in size from 2 to 6-inch diameter within this area. The age of the water system varies with some portions being in excess of forty (40) years of age. There are also a limited number of fire hydrants present for fire protection. Those hydrants located in public right of way are generally owned and maintained by the City of Naples and those within private developments are either owned or maintained by the fire district or the development. On August 16, 2016, engineering consultant Q. Grady Minor and Associates, P.A., provided a report identifying the current water system deficiencies, which include undersized water mains not capable of supporting fire flows, lack of fire hydrants at adequate spacing and dead-end pipe segments with no looping (many streets are finger streets ending at canals). In its discussions with the fire district and in accordance with generally accepted standards, fire hydrants in single family residential areas should be spaced approximately at 500 feet, hydrants in multifamily residential at 250 feet and those in commercial areas at 250 feet. Fire hydrants should be installed on mains with a minimum diameter of 6”. Where multiple hydrants exist (or within multi- family and commercial areas), the main size should be 8” or larger. The BGTCRA is jointly constructing this project with the City of Naples. The City of Naples retained the services of Johnson Engineering, Inc. Johnson Engineering is the engineer of record and has provided Construction Documents and Specifications for the project. The BGTCRA received an award of $227,960 from the FY2017-2018 U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program. The Board approved the subrecipient agreement for that award at its September 11, 2018 meeting (see Agenda Item # 16B). The Board also previously approved an Interlocal agreement with the City of Naples on November 13, 2018. That agreement outlines the County and City’s responsibilities as to the project. The County is utilizing the HUD CDBG funds identified above, which is the extent of its monetary contribution, and the City is responsible for remitting th e balance of the construction cost. The County is providing project management oversight and agreed to procurement the contractor recommended for constructing the project. On June 28, 2019, the Procurement Services Division posted Invitation to Bid No. 19-7569 for the Water Main Improvements on Becca Ave & Pine St (Fire Suppression Phase-2). The County sent 7379 notices, and interested contractors downloaded seventy-one (71) bid packages. On July 29, 2019 the County received six (6) bid responses as summarized below. Staff reviewed the bids received and determined that Douglas N. Higgins, Inc. is the low responsive and responsible bidder. The attached August 2, 2019, correspondence from Johnson Engineering confirms that Douglas N. Higgins, Inc. is the lowest responsible bidder and opines that Johnson has had previous 16.B.2 Packet Pg. 1081 09/24/2019 professional work with Higgins and that Higgins is an appropriate choice for award. A bid submitted by Strickler Bros Underground, Inc. was deemed non-responsive for not providing grant-required bid forms. Staff therefore recommends that the attached agreement be awarded to Douglas N. Higgins, the lowest responsive and responsible bidder for a total contract amount of $677,111.00. Underground Inc. $767,342.00 5 Andrews Sitework, LLC $770,451.00 6 Haskins, Inc. $829,643.50 FISCAL IMPACT: The Bayshore Gateway Triangle Community Redevelopment Area (BGTCRA) applied for and was awarded $227,960 from the FY2017- 2018 U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program to for the Phase 2 water line and hydrant upgrade project. The current project budget of $580,000 is provided in Bayshore CRA Grant Funds 717/718 under Project 33587. To accommodate the bid award the current project budget will be increased to $680,000. As outlined in the City of Naples/Collier County CRA interlocal agreement, the City of Naples will reimburse the County for the portion of the project in excess of CDBG Grant proceeds. Accordingly, a budget amendment will be processed to increase the City of Naples share of the project from $352,040 to $452,040. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: Recommendation that the Board of County Commissioners, acting as the Community Redevelopment Agency Board, award Solicitation No. 19-7569, Water Main Improvements on Becca Ave & Pine St (Fire Suppression Phase-2), to Douglas N. The City of Naples provided the results of the bid opening to Johnson Engineering. Johnson Engineering performed an evaluation of the results and our recommendation is contained herein. Higgins, Inc. $677,111.00 Coastal Concrete Products, LLC $763,701.00 Quality Enterprises USA, Inc. $766,142.74 Andrew Sitework LLC $770,451.00 Haskins, Inc. $829,643.50 Johnson Engineering prepared a bid tabulation analysis of the bids received and included our opinion of probable construction cost which was prepared in December 2018 of $772,054.00. Our bid tabulation included an analysis for mathematical errors of which none were found. The results show Douglas N. Higgins, Inc. as a reasonable bid. Based upon our review and past experiences in working with the low bidder, Douglas N. Higgins, Inc. appears to be a reasonable and responsive bid. Subject to concurrence with the City’s Purchasing and Contracts Administration, we believe selection of Douglas N. Higgins, Inc. by the City of Naples for the intended work contained within the bid documents would be an appropriate choice.
