EXECUTIVE SUMMARY
Recommendation to approve the submittal of a Beautification Grant application to the Florida
Department of Transportation for a project in which Collier County will be reimbursed, up to
$104,302.25, for median irrigation and landscaping improvements on State Road 951 (Jolley Bridge
to McIlvane Bay Bridge).
OBJECTIVE: To provide median irrigation and landscaping improvements to a portion of State Road
951 (Jolley Bridge to McIlvane Bay Bridge) with funding assistance from a Florida Highway
Beautification Council (FHBC) grant and to provide maintenance activity in accordance with the terms of
the Agreement.
CONSIDERATIONS: If awarded the grant would provide for the improvements on State Road 951
(Road ID: 03030000, Mile Post 2.908 to Mile Post 4.468) between Jolley Bridge to McIlvane Bay Bridge,
at an installation cost of approximately $104,302.25.
The Florida Highway Beautification Council grant applicants are to be submitted on October 1, 2019. If
awarded, Collier County’s request for $104,302.25 will be earmarked by the Florida Department of
Transportation for the Fiscal Year 2020 Florida Highway Beautification Grant program. The grant will
address plant replacements, irrigation renovations, and Hurricane Irma replacements.

The Florida Highway Beautification Council grant applicants are to be submitted on October 1, 2019. If
awarded, Collier County’s request for $104,302.25 will be earmarked by the Florida Department of
Transportation Beautification Grants for the Fiscal Year 2019-2020. Applicants may submit an unlimited
number of grant applications, for any number of project sites. Each grant will be limited to a maximum of
10% of the total Florida Department of Transportation’s beautification grants budget or not to exceed
$105,306.00. The grant will address plant replacements, irrigation renovations, and Hurricane Irma
replacements.
FISCAL IMPACT: If awarded, grant funds, in the amount of 104,302.55, would be appropriated in
Grant Fund (711). Matching funds are not required but encouraged. The local contribution is estimated at
$183,200, consisting of in-house design and ongoing maintenance cost, are available in Landscape
Capital Fund (112), Operating Project (31112).
As an existing roadway segment, State Road 951 (Jolley Bridge to McIlvane Bay Bridge), the annual
maintenance cost has been included in the FY20 budget within the Landscape Capital Fund (112),
Operating Project (31112). Source of funds will be Unincorporated General Fund.

This project was installed over ten years ago through State grants. In September of 2017,
Hurricane Irma made landfall at Cape Romano, about 10 miles south of this project. The na-
tive, established landscape suffered significant damage from the storm and from first re-
sponders clearing the road to Marco Island after the storm.
The design complements the Collier County Streetscape Master Plan design speci•ca•ons
for “Gateway” roads. State Road #951 (Collier Blvd) has been designated a Gateway to
Marco Island, Florida.
Surrounded by salt marshes, bays, inlets, and the Gulf of Mexico, the plan•ngs are extreme-
ly salt tolerant. The plants re•ect the natural landscape of the area and use design ele-
ments to create an interes•ng pathway to Marco Island, Goodland, Chokoloskee, and other
communi•es in the Southernmost region of Collier County.
Design Objectives:
·Replace native understory trees, tree stumps, and damaged gumbo limbo trees.
·Restore original design and refurbish planting beds.
·Remove non-native groundcovers that require additional trimming and pest control.
·Replant perimeter plantings damaged due to parking and general use of lower portion
of the bridge structure by fishing and other sporting activities.
·Reconstruct the planting patterns to restore the Streetscape tree pattern that is missing
due to wind damage.

GENERAL INSTRUCTIONS: Statutory requirements for the Beautification Grant Program are found in Section 339.2405, Florida
Statutes. Within Rule Chapter 14-40, Florida Administrative Code, are sections dealing with the grant application process, grant award
process, and funding, construction, and maintenance of beautification projects. These doc uments can be reviewed on the FDOT
website, http://www.fdot.gov/designsupport/highwaybeautification/.
When a decision is made to apply for a Beautification Grant, please immediately notify the District Grant Coordinator. A directory of
Grant Coordinators is posted on the program website. The Grant Coordinator will provide guidance, and help ensure that no
Department projects are in conflict with the grant project. Grant applications for landscape projects in conflict with other Department
projects will not be accepted.
SUBMISSION: Please complete all items in this application. A complete grant application includes digital copies of the following:
1) One illustrative plan proposal. The illustrative proposal can include existing site photos, sketches or renderings, and
any narrative and labels to accurately describe the project. The plan must be legible when printed at 11”x17” size. Only one
page will be accepted.
2) Form 650-050-10, Application Form, Part I
3) Form 650-050-10, Application Form, Part II (Submit a pdf of the excel document)
4) A copy of the signed resolution
5) Letter of Authorization from the Department
6) Optional letters of support
To be eligible for a grant, digital copies of the above 6 items are to be submitted online by October 1, 5pm EST. (If October 1 falls on
a weekend or holiday, the deadline will be the next following business day.) Late or incomplete applications, or any addendums or
changes will not be accepted.
Grant applicants should contact the District Grant Coordinator at least one week prior to the deadline to gain access to the online
system that will accept the online submission of applications.
DIGITAL FILE ORGANIZATION: Include only the 6 files listed above in the online submission. If multiple pages are to be included,
package the files together into one file. For instance, if multiple letters of support are to be submitted, scan and bundle a ll of the
letters into one .pdf file. There is a 250 MB maximum file size allowed for each attachment. Clearly mark the files using the following

Collier County has requested authorization from the Department to proceed with a Beautification Grant
for the year of 2020 for the proposed landscape improvements at the following locations as listed:
1. US41 North (Pine Ridge to Gulf Park Drive); Scope: Converting irrigation wiring from 2-wire to multi-
wire, upgrade to DC controllers, replace landscape destroyed by Irma, add new irrigation components as
needed
2. US41 North (Gulf Park Drive to Vanderbilt Beach Road) ; Scope: Converting irrigation wiring
from 2-wire to multi-wire, upgrade to DC controllers, replace landscape destroyed by Irma, add new
irrigation components as needed
3. 951 (Jolley Bridge to McIlevane Bay Bridge); Scope: Replace landscape destroyed by Irma, review
roadway to ID sightline issues, replace plants in these areas as needed
4. 951 (Mainsail to Fiddler's Creek); Scope: Replace landscape destroyed by Irma, this was an FDOT
grant project in 2017 that reached final acceptance about one month before the storm; there was major
damage.
Upon examination of District One’s five year Work Plan we have found no proposed FDOT projects,
roadway or landscape, that will conflict with the proposed beautification projects as identified in project
limits and scope as stated.
This Letter of Authorization allows the Collier County to proceed with their Beautification Grant
submittal for the year of 2020. Please retain a copy for your records. A copy of this letter will be required
to be submitted with your grant application.
