Call to Order Chairman Daniel Rheaume called the meeting to order at 6:00 p.m. Mr. Rheaume made some opening remarks and advised the public that the Animal Services Advisory Board are not the decision makers, that the Board's purpose is to make recommendations to the Board of County Commissioners and that the Advisory Board cannot step outside of its ordinance, which describes the purpose and function of the Board. II. Approval of Agenda Sarah Baeckler-Davis made a motion to approve the agenda, there was a second and the motion passed 6-0. ry. Approval of Minutes Sarah Baeckler-Davis made a motion to approve the minutes of the June 18, 2019 meeting, there was a second and the motion passed 6-0. V. New Business A. Director's Report Darcy Andrade provided statistics from the last vaccine clinic: 96 rabies vaccines were administered, and 30 microchips were implanted. The monthly vaccine clinics will continue to be held from 10:30 until 12:30 during the summer months and then the hours will be reviewed. Ms. Andrade advised that the new building design is due on July 18th and was not ready for presentation to the Board at this meeting. David Fuentes and Danielle Somerville have given bite prevention presentations to 550 children and will be attending the Safety Expo on July 17th. Dan Rheaume asked if there is a printed schedule of these events and was advised by Mr. Fuentes that there is not. Darcy Andrade suggested that next month's Town Hall meeting topic shall be bite prevention. Ms. Andrade advised the Board that DAS will be attending Yappy Hour at the Rip Tide Brewing Company on two Mondays per month starting on Monday August 5, 2019. DAS will be alternating with Humane Society of Naples, who will attend on the other two Mondays each month. Ms. Andrade also informed the Board that DAS will being going back to Celebration Park. Dan Rheaume asked if a promotional flyer for Yappy Hour will be created. B. Citation Fees Dan Rheaume stated that citations are being issued to people who are not following the ordinances, but people who receive citations are not paying the fees. Mr. Rheaume said that he spoke with the County Affomey's Office, but no solutions were determined and that the issue will have to go before the Board of county Commissioners. He also stated that Animal Control Officers issue citations; they cannot collect the fines too. He also stated that the cost of collecting these fines exceeds the amount that is collected. 2 Public Speakers 3.A.2 Packet Pg. 35 Attachment: Animal Services Meeting Agenda - September 17, 2019 (10323 : Animal Services Advisory Board - September 17, 2019) July 16,2019 Tom Wehr, Treasurer of SNIP Collier provided reports on fines sent to collections and the amount that was collected that he obtained through a public records request. Dan Rheaume asked if the report shows how much the county spent in order to collect the fines and was advised by Mr. Wehr that it does not. Mr. Rheaume stated that it is necessary to find out how much the county spent. Tom Kepp, who was ceded time from several registered speakers, advised the Board that he is a previous DASAB member who served as a representative of Humane Society Naples. He discussed the Perkins dog incident that occurred prior to 2004. He also stated that this issue needs to go to the Board of County Commissioners and that if people want this resolved, they need to write to their Commissioner. Mr. Kepp stated that for years, Animal Control Officers did not issue citations and they started to do so again in 2015. He advised that Natalie West has been issued 29 citations but hasn't paid any of them. Mr. Kepp also advised that his dogs are unlicensed because it doesn't mater since the county doesn't enforce the payment of citations. Dan Rheaume asked Mr. Kepp to describe his perfect scenario. Mr. Kepp stated that he has been told by the County Attomey's Office that all counties do it the same way, but that he doesn't want to take everyone to court, just the wort offenders. He stated that the County Attomey's Office and the County Manager need to hold people accountable and collect the fines that are owed. Dan Rheaume made a motion to put this item on the next agenda as old business, there was a second and the motion passed 6-0. Mr. Kepp stated that he has sent the statistics for April, May, and June to the press. He also discussed problems in the Habitat communities and that he has asked them to enforce their Homeowners Association (HOA) rules because their HOA rules state that all dogs must be registered. C. Dedicated Marketing Person for DAS Darcy Andrade advised the Board that a dedicated volunteer was approved to post on Facebook on behalf of DAS and that has resulted in a 70Yo increase of DAS' fan base and l39o/o increase in publishing behavior. This same volunteer has also taken over producing flyers for DAS adoption promotions. Mary Baker made a motion to make a recommendation to hire afulltime marketing person, there was a second and the motion passed 6-0. J VII. Public Comment Mr. Rheaume advised Mr. Kepp that he would be willing to work with him and to take this to the Board of County Commissioners but stated that if the Board provides a response that isn't favorable, then that would be the end of it. Mr. Wehr said that there is a conflict between state law and county ordinance and Mr. Kepp stated that Lee County takes violators to court. 3.A.2 Packet Pg. 36 Attachment: Animal Services Meeting Agenda - September 17, 2019 (10323 : Animal Services Advisory Board - September 17, 2019) July 16,2019 Patricia Holley stated that she has leamed that Petland has incorporated under the name Pooches of Naples and will be trying to open a store in Naples, so she will be going to the Board of County Commissioners in September to petition for preventing the sale of pets, only providing for the adoption of shelter animals in retail stores. She stated that good breeders do not sell to third parties. Susan Mehas stated that if the outstanding $43,000 in citation fees was collected, DAS could have three x-ray machines. She also stated that the funds being raised for the x-ray machine are being taken away from rescue groups. VIII. Advisory Board Member Comments Marjorie Bloom thanked everyone for attending the meeting and showing interest in DAS. Mary Baker thanked the community for their support on these important issues. Jim Rich stated that he fully supports Tom Kepp and advised that if enough pressure is applied, maybe something can be done. Dr. Gordon stated that he wants to approach the Board of County Commissioners from a financial aspect because this is costing the taxpayer's money. Sarah Baeckler Davis advised that she agrees with the financial aspect, but how can we best help the animals and that she is curious to find out if there are other models. The next regularly scheduled Advisory Board Meeting will be on Tuesday, September 17,2019 at 6:00 p.m. in the Domestic Animal Training Room, Davis Blvd., Naples, Florida. Sec. 14-28. - Definitions. The following words, terms and phrases, when used in this Ordinance, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Animal-related business means any for-profit person or business required to hold a business tax receipt that renders services to, for or by any domestic animal, excepting commercial agricultural operations and the offices or practices of State-certified and licensed veterinarians. Examples of animal-related businesses include, but are not limited to, boarding facilities, doggie day cares, groomers, pet shops, petting zoos, pony rides, stables, and training facilities. Animal-related organization means any not-for-profit entity that maintains premises for the purpose of rendering services to, for or by any domestic animal. Examples of animal-related organizations include, but are not limited to, rescues that maintain premises as a central location for their activities, sanctuaries, service dog organizations and animal shelters. Animalseryices means the Collier County Domestic Animal Services Division. Animal services may be referred to herein as "Division." Commercial Breeder means any person or business required to hold a business tax receipt who engages in the sale or breeding of three (3) or more litters of dogs or cats, per a one-year period or offers one (1) or more domestic cat(s) or dog(s) for breeding or stud purposes, producing three (3) or more litters per year, excepting service dog organizations that are members of Assistance Dogs International. Commercial breeders are subject to agricultural zoning requirements of the Land Development Code. Hobby Breeder means any person who intentionally or unintentionally causes or allows the breeding or studding of one (1) or more domestic cat(s) or dog(s), producing one (l) to two (2) litters per household or premises per a one-year period, excepting service dog organizations that are members of Assistance Dogs Intemational. Pet dealer shall mean any person who, in commerce, for compensation or profit engages in the sale of a dog(s) or cat(s) for use as a pet but who does not engage in breeding dogs or cats. This definition excludes humane societies, private nonprofit animal organizations, animal rescue organizations and animal shelters. Rescue Organization, Animal Rescue Group, Animal-related organization shall mean a duly incorporated non-profit organization that has tax exempt status in accordance with Section 501(c)(3) of the United States Intemal Revenue Code, founded or chartered with the primary mission being the welfare, care, and adoptiorVplacement of stray, abandoned, or surrendered animals, and which does not breed dogs or cats or obtain these animals for any form of payment or compensation from any source other than an animal shelter. Such organizations make pets available on a cost-recovery basis and/or foster animals or enlist others to foster animals. Rescue Pet Placement Partner means a group of persons who has completed a Collier County Pet Placement Partner application and is approved to rescue adopt animals from animals services, who hold themselves out as an animal rescue group, accept or solicit dogs, cats, or other animals with the intent of finding permanent adoptive homes or providing lifelong care for such dogs, cats, 3.A.2 Packet Pg. 38 Attachment: Animal Services Meeting Agenda - September 17, 2019 (10323 : Animal Services Advisory Board - September 17, 2019) or other animals, and who use foster homes as the primary means of housing animals; or a group of persons formed for the prevention of cruelty to animals.
