Attendance was called and a quorum was established. II. June 18, 2019 Golden Gate MSTU 1/4 MINUTES VI. Landscape Maintenance Report — Green Effex A. Landscape — Green Effex Mr. Saupp of Green Effex reported on the landscaping as follows: • A Notice -to -Proceed with the landscape renovation for Sunshine, Tropicana and Hunter Boulevards and Coronado Parkway was received. • Estimated time frame is one to two weeks per roadway. • Perennial Peanut will be installed last. • Restoration of the memorial plaque on the median tip at 40 Street on Golden Gate Parkway minimally improved the condition. Products will continue to be researched and tested to optimize the plaques appearance. The base will be painted. VII. Landscape Architect's Report — McGee & Associates Mr. McGee reviewed the "Landscape Observation Report: - FY 18-19, June 2019 " noting renovation preparation is underway on all medians. Mulch should be applied on completion of refurbishment project. Tropicana Boulevard • HydroPoint controls recorded increases in water usage on Tropicana Boulevard. Mr. Sells will verify the control is programmed correctly as other districts are recording traditional readings. • May water usage was 431,712 gallons. Coronado Parkway and Hunter Boulevard • Paurotis palms were fertilized; clean-up required. • Combined water use was 190,341 gallons. Sunshine Boulevard • Water usage estimated at 287,512 gallons is normal. Collier Boulevard • Medians refurbished recommended. • Water usage Part A 189,007 gallons and Par B 318,903 gallons was within normal parameters. Golden Gate Parkway • Medians are being maintained; renovation recommended. • Combined water usage of 519,867 gallons is normal. VIII. Project Manager's Report A. Budget Report Mr. Schumacher summarized the "Golden Gate MSTU Fund Budget 153 dated June 18, 2019" for information purposes and provided an overview of the budget noting: • FYI Ad Valorem property tax revenue budget is $406,400.00, an increase of 8.46% over FYI 8. The Millage rate is 0.5000 mils. • Total revenue FYI is $934,025.00 including investment interest, transfers and contributions (minus a 5% reserve of $18,900). • Current Operating Expense Budget is $396,725.00 of which Commitments total $167,005.27; Expenditures $136,977.01. • Uncommitted Operating Expense funds available are $92,742.72. • The $235.00 charge for HydroPoint is the Annual Maintenance Fee for the irrigation system. Software issues are maintained by HydroPoint. June 18, 2019 GOLDEN GATE MSTU 2/4 MINUTES • On June 17, 2019 a Purchase Order in the amount of $70,253.60 was issued to Green Effex for the Median Restoration Project on four roadways. On April 16, 2019 the Committee motioned to approve $88,114.30 for the project. • Line 32, Improvements General expenditure of $42,681.87, was for the Stahlman- England irrigation conduit project for Hunter Boulevard and Coronado Parkway. • Improvements General Fund, Line 32, reserved to fund capital projects, has a remaining balance of $429,218.13. • Total available balance, less committed expenses, is $528,224.23. B. Golden Gate community sign: Signs & Things refurbishment The "Welcome to Golden Gate City Sign " restoration is underway. An aluminum plate was attached to the back for structural reinforcement and an oil base paint applied front and back. The lettering and bird logo are in being enhanced. The steel supports for the sign were unbolted and transported to the shop site for refinishing. It is anticipated Signs & Things will reinstall the sign week ending June 29, 2019. During Committee discussion the following was addressed: • The Civic Association meeting requested a "Welcome to Golden Gate City Sign" in the Right -of -Way (ROW) of 951, Collier Blvd. by the canal bridge. The original sign was removed during a road expansion project. Mr. Schumacher will: • Review signage zoning and permit requirements in the vicinity of 951 and the canal where it intersects Green Boulevard. • Secure quotes from Signs & Things to replicate the current Gateway sign. C. Roadway median restoration A Notice -to -Proceed was issued to Green Effex for the median refurbishment project for replacement of plants and trees damaged by Hurricane Irma on four (4) roadways. Stormwater issues currently prevent landscape refurbishment on sections of Hunter Boulevard. Work will commence with Coronado Parkway and be invoiced based on time and materials. IX. Old Business A. Golden Gate Pkwy canal fencing @ pedestrian bridge. Mr. Schumacher met with Dave Lykins, Executive Coordinator to Commissioner Saunders, to review the process for projects which overlay with the Growth Management Division such as beautifying the bridge fencing and landscaping. Mr. Schumacher noted the M.S.T. U. could consider a capital contribution to the project once plans are solidified; the County would be responsible for routine maintenance. B. Summer Meeting Schedule The next meeting will be held on September 17, 2019. June 18, 2019 GOLDEN GATE MSTU 3/4 MINUTES X. New Business Ms. Spencer noted the Civic Association will be installing flags for the July 4th celebration the evening of July 2nd and removing them July 5th. She will notify Pam Lulich, Supervisor, Landscape Operations, not to mow the medians during this time. XI. Public Comments Jerry Huckle queried regarding lane widening of 44th Street SW and sidewalk installation. Roadways are out of the scope of the M.S.T. U. 's responsibility however, the proposal could be tendered to Commissioner Saunders. XII. The broadleaf weed coverage within the turf areas has improved, but many median turf areas still need review for replacement of the turf. It is also recommended that all planting beds be reviewed with regards to the turf edges being too close to the plants causing a conflict to occur between the plants, mowers and edger's. If the turf is too close then it is recommended to remove one or two strips of turf with a sod cutter so to expand the plant bed and create a open mulch area between the plants and turf. In some locations this type of turf removal may result in a turf area that is too small to mow between the back of curb and the plants. It is recommended that these small turf areas be removed entirely and the areas be mulched. There will also be areas between planting beds that will become smaller turf areas and it may be better to remove these small turf areas and expand the plantings from the existing beds to cover these areas where the turf is removed thus tying the planting beds together.
