Agenda 09/10/2019 Item #16F9 (Extending Agreement #15-6444)09/10/2019 EXECUTIVE SUMMARY Recommendation to extend Agreement No. 15-6444, “Federal Lobbyist Services,” with Becker & Poliakoff, P.A., for a period of six months to prevent a lapse in services, while staff concludes an outstanding new solicitation. OBJECTIVE: To extend an existing contract with Becker & Poliakoff, P.A. (hereafter, “Becker”) for Federal Lobbying Services for a period of six months, to prevent a lapse in services, while staff concludes an outstanding new solicitation. CONSIDERATIONS: On August 5, 2019, the Procurement Services Division released Request for Proposal No. 19-7640 to 13,722 vendors for Federal Lobbyist Services. Interested firms downloaded forty-eight (48) bid packages but the County is still waiting to receive proposals from interested firms. The Board approved Agreement No. 15-6444 with Becker on September 22, 2015 (Agenda Item 16F1), to maximize opportunities offered by the federal government for funding, legislation, programs, initiatives, and other services. The current contract with Becker is scheduled to terminate on September 21, 2019. Staff recommends that it is in the best interests of the County to extend Becker’s existing contract for a period of six months, while staff concludes the outstanding solicitation for those services, to prevent a lapse in the provision of federal lobbying services. The proposed extension will extend the current expiration date of September 21, 2019 to March 19, 2020, or until a new contract is awarded, whichever is sooner. Becker has signed a letter agreement agreeing to the proposed extension to Agreement No. 15-6444 contingent upon the Board’s approval of staff’s recommendation. A copy of the letter agreement is attached for the Board’s review. FISCAL IMPACT: Funds are available in the General Fund (001). GROWTH MANAGEMENT IMPACT: There is no direct impact on the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT RECOMMENDATION: That the Board extend Agreement No. 15-6444, “Federal Lobbyist Services,” with Becker & Poliakoff, P.A., for a period of six months, to prevent a lapse in services, while staff concludes an outstanding new solicitation.
