EXECUTIVE SUMMARY
Recommendation to accept the donation of a 2006 International model CE school bus from Collier
County Public Schools for the purpose of converting the handicap lift -equipped bus to a basic mass
medical transport unit.
OBJECTIVE: To accept the donation of a 2006 International model CE handicap lift-equipped bus with
the Vehicle Identification Number: 4DRBUAANO5A145744 for the purpose of converting the bus into a
non-emergency mass medical evacuation vehicle.
CONSIDERATIONS: The Florida Department of Health has assigned Collier County Emergency
Management with a DOT approved interior conversion kit, valued at $40,000, which is specifically
designed to retro-fit school buses into basic mass medical evacuation transport units. The Emergency
Management Division desires to increase local emergency evacuation transportation resources to better
serve our community in the event of a hospital or nursing-home evacuation or to better assist minor
casualties in the event of a mass medical or ma ss violence event. Recent hurricanes, facility fire
evacuations, floods on a state and national level as well as mass medical events, have a tremendous
impact on EMS ground ambulance services. This vehicle will help provide additional local capability, b e
part of a partnership effort with local fire and EMS responders and lessen the impact on concurrent calls
for service during periods of crisis when all regional EMS systems are stressed.
Collier County has over 70 licensed care facilities with over 10,0 00 beds as well as 43 school campuses
and over 47,000 students. Many communities across the country are finding these mass medical
evacuation conversions as a mission-critical resource and cost-effective means to better serve their
community during times of crisis.
The bus has been evaluated and assessed by the County’s Fleet Division and while in need of some minor
repairs that can be addressed by Fleet, its systems are operational and meet or exceed all Florida bus
safety standards as the vehicle was just released from daily service. Painting, interior conversion, and
other minor retro-fit items will be bid.
The bus conversion does not require any commercial driver’s license, will be housed at the Emergency
Services Center rear yard, and will not be dispatched as an emergency vehicle. Ample Emergency
Management and Emergency Medical Service’s staff are qualified to operate this vehicle.
Okeechobee County has recently completed a nearly identical conversion with great success and minimal
cost.
Minor operational and maintenance costs will be handled within both the general fund budgetary
resources of the Emergency Management Division and grant sources. Deployment of this vehicle during
a local State of Emergency or in a mutual aid capacity is elig ible for FEMA reimbursement.
FISCAL IMPACT: Fiscal impact is limited to title and tag transfer. Future maintenance, conversion,
and operational costs will be supported by the existing operating budget and grant resources.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and raises no legal
issues other than requiring majority vote by the Board for acceptance of the donati on. -JAK
