EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chair to execute a Federally Funded Subgrant
Agreement to accept the annual Emergency Management Performance Grant (EMPG) in the
amount of $108,299 for emergency management planning, response, and mitigation efforts and to
authorize the necessary budget amendments.
OBJECTIVE: To enhance the Emergency Management Division’s planning, response, and mitigation
efforts.
CONSIDERATIONS: The Department of Homeland Security (DHS) through the Florida Division of
Emergency Management (FDEM) annually makes funds available for local emergency management
programs. The purpose of the EMPG program is to provide federal funds to states to assist state, local,
territorial, and tribal governments in preparing and training for all hazards. The grant has certain training
requirements or best practice recommendations that on occasion may have to be met by attending
regionally or out of state travel at a State or FEMA training location. The County has been awarded
$108,299 in Federal funds. The acceptance of these Federal funds requires a dollar for dollar non-
federal funding match. In accordance with Emergency Management Preparedness and Assistance Grant
(EMPA) guidelines, the EMP A gra nt ($105, 806) can be used for this purpose with the
remaining $2,493 to be matched from ad valorem funds available in General Fund (001).
FISCAL IMPACT: Funds in the amount of $108,299 are available from the Florida Division of
Emergency Management . A budget amendment in the amount of $108,299 is required in Admin Service
Grant Fund (703), Project 33638. There is a 100% match requirement for this grant. Matching funds from
the FDEM EMPA grant in the amount of $105,806 are available in Admin Services Grant Fund (703),
Project 33637. A budget amendment for the difference in the amount of $2,493 is required in Fund (704),
Project 33638. The source of the additional funds are ad valorem funds and are available from General
Fund (001).
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: The Federally Funded Subgrant Agreement is a standard document. It
allows the State to terminate for cause or convenience. It allows the County to terminate for
convenience only with State approval. This item is approved for form and legality and requires a
majority vote for approval. - JAB
RECOMMENDATION: To approve and authorize the Chairman to execute Grant Agreement G0042
to accept $108,299 from the Florida Division of Emergency Management for emergency management
program enhancement and authorize the associated budget amendments.

Emergency Management Performance Grant (EMPG) Agreement . Please note
the Division will be unable to send the agreements in any form other than a
PDF, due to legal stipulation.
Please carefully read and review the agreement including all attachments prior
to signing. Print two (2) sets of the attached agreement and complete as
follows:
Both sets of the Agreement need original authorized signatures;
If signed by anyone other than the authorized person, a copy of an
existing Certificate, Resolution, or Procedure, or a letter signed by the
authorized person indicating that they have the authority to enter into
Agreements;
Authorized person’s name and title printed where requested;
Date of signature;
The Budget Detail Worksheet should be completed with anticipated
expenditure amounts – this amount should equal your award amount.
Please make sure that the correct recipient name is stated on your
contract, if not please let us know immediately so that we can revise and
resend.
Complete business hours on page 51, Attachment G – Warranties and
Representations
Section 3(c), Contact, must be completed with the name and contact
information of the representative of the recipient who will be responsible for the
administration of this agreement.
