1. Review Mission Statement (30 minutes)
“To collaboratively plan for and coordinate a full array of effective services
and supports to improve the lives of individuals with mental health and
substance use conditions and overall quality of life in the Collier County
Community.”
2. Review Priority Statements (30 minutes)
• Centralized Receiving System
• Permanent Supportive Housing
• Increased use of Evidence Informed (Evidence-based) and Best
Practices, e.g. Early Intervention for 1st Time Psychosis, also includes
Build sustainability for CJMHSA Planning Council
• Data Sharing, Collection and Outcomes Reporting
• Increasing the effectiveness and capacity of Treatment Courts
• Non-Emergency Baker Act and Marchman Act Transportation
• Community Prevention, Education and Advocacy
• Services to veterans experiencing mental illness and/or substance use
disorder
3. Define the Goal / Impact Statement associated with each Priority (60 minutes)
This statement will assist us in further articulating each priority. This is a
broad statement that describes the end state we wish to achieve as a result of
this Priority and identifies the primary barriers to achievement of this end
state.
4. Determine 3-5 measureable objectives for each priority (60 minutes)
What will we do to achieve each Priority and its goal, stated in measurable
terms, over the next 3-5 years?
5. Determine updated and new data elements we desire to accompany each priority
and related objectives (30 minutes)
What data elements will we need to identify and track in order to measure
outputs, outcomes and impact?

The format that we are using to prepare our Strategic Plan will be similar to SAMHSA’s
2019-2023 Strategic Plan -

Please take the time to review SAMHSA’s Strategic Plan prior to our August 13
strategic planning workshop. You may wish to print off or otherwise
electronically retain a copy of this document for reference throughout this
process.
Our outline for Collier’s Strategic Plan includes the following:
1. Mission –“To collaboratively plan for and coordinate a full array of
effective services and supports to improve the lives of individuals with
mental health and substance use conditions and overall quality of life in
the Collier County community.”
2. Section 1: Introduction- including material from earlier plan, the priorities,
description of 2019 activities, and any new issues that emerge from our
workshops
3. Section 2: Action Plan for each Strategic Plan Priority. Our August 13
Workshop will be devoted to developing consensus around Goals,
Objectives and Data required to implement our Action Plan. An abbreviated
Priority 1 Action Plan is provided below as an example:
Priority 1: Centralized Receiving System/Addiction Receiving and Baker Act
Receiving Facility
• Sample Goal: Ensure that there is adequate capacity over the next
20 years to ensure that Collier citizens in crisis will be able to access
emergency behavioral health services.
• Sample Brief Overview of Plan Priority: A central receiving system
consists of a state-designated central receiving facility for persons in a
mental illness or addiction related crisis who meet criteria for involuntary
inpatient treatment under Chapter 394 F.S. (Baker Act or Chapter 397
F.S. (Marchman Act.) In November 2018 Collier voters approve a 1% sale
tax increase which will support construction of a new building to house a
central receiving facility at David Lawrence Center... (No more than 3
pages, identify data elements to include in this section)
