LAB Minutes 06/19/2019Naples, Florida, June '19, 2019 LET lT BE KNOWN that the LIBRARY ADVISORY BOARD met on this date in regular session at 1O:OO a.m. in the East Naples Branch Library with the following members present: Connie Bettinger - District 3 Joan Hochschild - District 1 Joy White - District 4 lVarjorie H. Gagnon - District 5 (absent) Lynne Nordhoff - Diskict 2 CHAIR: VICE-CHAIR: SECRETARY ALSO PRESENT Tanya Williams, Library Director was unable to attend today's meeting as she was on leave Catherine Cowser, Assistant Library Director represented the Library in her absence. PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES FOR THE ANNUAL BOARD MEETING Ms. Bettinger asked for additions or corrections to the minutes of the annual LAB Board meeting on May 15, 2019. No corrections were noted. lvlrs. Nordhoff moved to approve the minutes. Dr. Hochschild seconded and the motion was carried unanimously. APPROVAL OF MINUTES lvls. Dr Hochschild seconded and the motion was canied unanimously. REPORT OF COMMMITTEES. lvls. Bettinger reported that she attended the Golden Gate Civic Association meeting on Monday and shared the Library's expanded hours of operation with those in attendance REPORT OF THE FRIENDS. The Friends are currently on off-season and will not resume their Board meetings until October. Mrs. Franck did not attend today's meeting and no report for the Friends of the Library was provided. PUBLIC COMMENTS. l\,Irs. Nordhoff shared via email an article from the June '13, 20'19 Boothbay Register referencing "Third graders get library cards".. Ms. Williams had responded that several years ago the Library worked with Collier County Public School media specialists to issue cards to every 3'd grader, however the staff time and cost ofthe cards was too large to sustain the program.. Cowser reported that the branch enhancements funded by the FOL have been finished for this fiscal year, and FOL tags are being affixed to the furniture and items to recognize their contributions. tvls. Bettinger reported that discussed the Library's Summer Reading Program at the Golden Gate Civic Association meeting and encouraged adults to participate. Dr. Hochschild shared a copy of the Transylvania County Library's "Top 100 Most Circulated and Requested Titles of 2018", and found it to be a useful tool to help her flnd new books to read. UNFINISHED BUSINESSl) Request for Reconsideration Policy and Form (review & comment). Ms. Bettinger asked if this torm would be available online.. Mrs. Cowser reported that at this time, the policy and form are in the review phase. . Discussion ensued regarding the "materials to be reconsidered". ln order to simplify the listings, and keep them up-to-date, it was suggested to use the following choices; Book, Video, Music and Other.. Members thought that CDs and DVDS may at some time not be used.. Dr. Hochschild recommended adding the verbiage "Use the other side of this paper if necessary" at the top of the page, instead ofjust for question #2.. in review of the Library's policy, Appendix #2: Request for Reconsideration of Materials, LAB members discussed alternatives to the process. a. I\,Iembers felt that there would be five possible stages to a complaint of this nature. Patron brings their concern to Library staff Library staff try to resolve the concern lf no resolution is made, the form is completed and revjewed by the initial committee, and reported to the Library Advisory Board iv. lf further review is requested by an appeal from the patron, a separate Appeals Committee would review the concern v. lf no resolution is made, the patron may seek a review by the BCC or County Manager b. After discussion, LAB members felt that the initial committee should consist of three members: a subject-area specialist and two other librarians, \dith the Library Director facilitating the discussion, but not voting. c. lvlembers felt that the structure for the Appeals Committee would consist of one person outside of the Library (Communlcations [.[anager), the subject- area specialist, and three LAB members. The Library Director, or designee, would facilitate the discussion, but not vote. d. The other option would be for the Appeals Committee to consist of the five Library Advisory Board members, with the subject-area specialist in attendance to answer any questions, and facilitation by the Library Director.. Ms. Bettinger asked what document Appendix #2 is a part of. NEW BUSINESS 1) Request for Reconsideration - Oarwrn Deyorves by Michael Behe. Mrs. Cowser reported that a patron was concerned about the classification of the book DaNVin Devolvesby Michael Behe. 2 28.A.3 Packet Pg. 549 Attachment: LAB Meeting Minutes - June 19, 2019 (9921 : Library Advisory Board - August 21, 2019) . The patron is passionate about science, and wanted the book to be reclassifled as fiction, as it mentions creationism.. l\rrs. Cowser stated that Kim Spina, the Library's Acquisition Specialist, spoke with the patron and explained that the Library follows the American Library Association and Library of Congress recommendations, and are unable to reclassify materials. . She explained that materials are purchased with no bias, and are based on patron requests, what other library systems order, and book vendor recommendations. . IUrs. Spina asked if there were any titles that the patron would like to have purchased for the Library's collection.. Dr. Hochschild suggested updating the first paragraph of the form to include the date that the patron made their request for reconsideration.. The 3 enclosures mentioned in the draft letter included the Llbrary Bill of Rights, Freedom to View Statement, and Freedom to Read Statementlhat were provided to LAB members at last month's meeting.. After discussion, everyone agreed tha! this would be the only modification needed.. [rs. Bettinger requested LAB members to be updated on this issue. DIRECTOR'S REPORT'l) Staffing Update. Ms. Cowser reported that six new Library staff members began at the end of May, and three additional positions will be filled at the end of June.. Five other positions are currently being processed by Human Resources.. Two LEAP position postings will close tomorrow, and applicants will be reviewed next week rn order to schedule rnterviews. The LEAP student at NR wiu be leaving her position at the beginning of August. 2) Friends ofthe Library FY 2019 Budget. l\rrs. Cowser stated that the Friends of the Library generously funded all library programming for FY2019 bringing our funded budget to just under $80K.. The Friends helped to provide funding for the Summer Reading Program.. The Library will include the Summer Reading Program and provide prizes through outreaches at camps at the Parks & Recreation locations.. tvls. White added that she spoke with Donna l\rccinnis, President & CEO of the Naples Botanical Garden to encourage families with children to visit.. Ivlrs. Cowser reported that recently the Library partnered with the Naples Botanical Garden for a summer promotion offering free general admission with a library card. Over 600 Library card holders and their families visited the Naples Botanical Garden between June 11-June 16. The next dates for this promotion will be August 3'1- September 2. 3) Public Services Dept Centralization Project. Ms. Cowser reported that l\rs. Williams requested two full-time positions for FY 2020, however, the County did not approve the request.. The Library is one of several divisions that operate under the Publac Services Department, which is centralizing some common-tasked positions.. These positions will provide department-wide staffing for duties including those related to fiscal and grant writing, which will ease the fiscal burden currently on our limited staff, provide grant compliance oversight, and during Phase 2 provide greater technology support. 3 28.A.3 Packet Pg. 550 Attachment: LAB Meeting Minutes - June 19, 2019 (9921 : Library Advisory Board - August 21, 2019) . ln order to complete this project, the Library gave three full-time positions to the PSD.. These included Library Technicians from Golden Gate and South Regional and a Library Assistant from East Naples.. A Library Technician from Naples Regional was transferred to Golden Gate.. Mrs. Nordhoff mentioned a Letter to the Editor in the Naples Daily News written by Sandy Parker regarding the County receiving an additional $17 million in revenue from property taxes.. Mrs. Cowser replied that the County has many large projects that may be funded by the additional revenue. She added that many buildings in the County are in need of A,/C systems and other upgrades. Currently Naples Regional needs a new handler for their system.. The Library will need to satisfy the three mortgages before being eligible for additional impact fee revenue funding, which may not be until 2023 or 2035. 4) Fiber Connectivity Project Status. Ms. Cowser reported that fiber connectivity has begun in lmmokalee. Vanderbilt and Naples Regional will be next; however, Naples Regional will require permitting from the City of Naples, which could possibly cause a longer delay.. Fiber connectivity will allow a greater internet band, the addition of security cameras and badge readers for staff to enter the buildings.. Telephone charges would be reduced, as the Library becomes a part of the County's telephone system.. Wiring for this project will be done underground. 5) Staff Attending American Library Association Conference. Ms. Cowser reported that she and Kim Spina will be leaving tomorrow to attend the American Library Association conference in Washington, D.C. Ms. Williams will be leaving over the weekend to attend as well.. The Library will be looking at lntegrated Library Systems (lLS) as the current system, Sierra, may need to be replaced. ADJOURNMENT Ms. Bettinger asked if there was any more business to discuss. There being no further business to come before the Library Advisory Board, the meeting was adjourned at 11:10 a.m. Tour of East Naples Branch Library Ms. Blatt, Manager of the East Naples Branch Library, introduced everyone to the staff and provided a tour of the library. The Library Advisory Board does not meet in July. The next LAB meeting will be held on Wednesday, August 14, 2019 at the Vanderbilt Beach Branch Library, 788 Vanderbilt Beach Road, Naples, FL 34108, (239) 597-8444.
