We have headlights shining into our bedroom and living room every day Celebration Food Truck Park and Bar(to be referenced from here out as the Park)is in operation and sometimes even when not operation because the lot is left unsecured by a gate. The Park closes at 10PM but the Vendors and other employees do not leave the parking lot until well after the park's designated closing time. We have also experienced car alarms blaring for several hours while the owners of the car are elsewhere. We have had strangers peering into our backyard,lanai enclosed pool,and the glass doors that exit unto the lanai from the master bedroom,living room and dining room/kitchen areas. We have witnessed men urinating on the now removed shrubs that were bordering our property line. The removal of the shrubs has also increased the dust from the shells that are being used as paving. This raises health concerns for me because I am an asthmatic and the dust can potentially be lethal. Since the lot has been illegally put into use,we have lost ALL privacy and have had our health compromised. These threats have been heightened since the removal of the shrub barrier. We were very appreciative of your knowledge and professional approach in dealing with community concerns realted to that development. What originally started with a request for 64 docks all planned to be perpendicular to the creek ended up in compromise of 27 docks all parallel to the creek. We believe the docks were built to be as attractive as could be expected and, so far, have not been a problem. In fact, in the past three years, only four of those 27 docks are currenity in use. Now, the community is facing more change in the form of Ms.Rebecca Maddox's creation of Celebration Food Truck Park comprised of eight separate restaurant trucks and an outdoor bar pavillion. In addition, Ms. Maddox either owns or or is promoting at least three new tour boat companies that are creating constant, morning-tio-night traffic along Haldeman Creek. At least one of these, the pedal paddle wheel tour boat have not been very quiet about their presence as they play music way too loud and their patrons are compensating by shouting at each other as they pass our "back yard." But the reason for this note and the attached presentation is to draw your attention to the parking lot that Ms. Maddox created without any permits or commuinty input ... at least by us. Since we live on Poplar Street right off Becca, we have noticed a substantial increase in traffic. In fact, I have twice narrowly avoided accidents at the corner of Bayshore and Becca. Example 1: I turned from southbound Bayshore onto westboud Becca. Two Celebration Park patrons were walking ... diagonally ... from the driveway to Celebration Park toward the entrance to the illegally created parking lot, the entrance to which is about 25 yards farther west. I stopped my car to allow them to slowly walk toward the lot. Since I had to stop so close to the intersection, another car following my same path onto Becca had to veer to his left into the eastbound lane ending up near my left rear wheel. Example 2: I was northbound on Bayshore to turn left onto westbound Becca. I noticed two people standing behind an eastbound sedan waiting to turn south onto Bayshore.When oncoming traffic cleared, I turned left as the people waiting to cross toward the north side of the Bayshore Becca intersection seemed to be waiting. What I could NOT see was the four-year-old child that the man had to grab before running into my traffic lane. They should have been crossing at the corner. My comments pretty well mirror the ones you have received by the other residents in the area, as I am certain we have all experienced the same situations from the onset. One of the latest occurred on August 15, 2019 with my sister in my car. We were travelling on Becca Ave. to cross Bayshore Dr. and had to apply my brakes, in a forceful manner, to avoid contact with a pedestrian, coming out of the parking lot, who was determined she was going to cross over, come hell or high water. My sister became alarmed, and said what is the matter with that woman? I responded by saying, "Now you can see what we have been dealing with." Believe it or not, I am certain all of us had had numerous experiences. People going in and coming out, are doing so without regard for their safety and the safety of the drivers involved. Children are running out without adult supervision. Groups of people are walking in an angle, in the street, to get to, or come from the food park, instead of walking on the sidewalk and crossing directly across to the parking area entrance. I approached an older gentleman who apparently works for the owner and I suggested they needed to do a better job directing traffic, as someone was going to get injured and his response was snide. He said he wasn't a traffic monitor. He accused me of being a habitual complainer, which is totally inaccurate, as that was the first time I said anything, to anyone. I asked him several times, who he was and what his job was and he responded, "I'm an idiot." My comment to him was, "You said it, I didn't." These types of confrontations are not only unnecessary, they could easily become serious in themselves, as emotions are running high to begin with. My understanding is that the parking lot was not permitted to begin with. How did we get to this point? Isn't the usual remedy that it be removed? Personally, Bill and I are thrilled their business is successful, but too much traffic is being generated for this, once very peaceful, area. Who ever allowed this situation needs to be seriously disciplined or demoted from his/her position, as they are not qualified to make important decisions that impact the tax paying residents of this community. There were some concerns from Board Members that Frank and Patrick said they were addressing such as the pedestrian crossing, people staying in the lot drinking after the Food Park closes, noise issues, a buffer between the parking lot and the residential dwellings. A community member asked if a wall will be put up surrounding the lot that abuts residential as a noise buffer.There was a concern about the delivery trucks parking on Bayshore Dr and blocking one lane,the other issue was concern about parking on Becca Ave and making deliveries. Everything has changed because of one person. When I first heard about the food truck park, I praised Rebecca and couldn't wait for it to open. Now, everything has changed, because she took a residential lot and turned it into her parking lot. Worse yet, she did it without going through the proper steps of making it happen. You may or may not remember that I was at the forefront of opposing the outrageous BDE Regatta Landings proposed to be placed down Haldeman creek. What Rebecca Maddox did was equivalent to building the docks and asking for a BDE after the fact. It's not fair, it's not right and no one should be allowed to get away with that. This parking lot as planned is a safety issue just as boat docks protruding into the canal of Haldeman creek would have been. Our traffic on this narrow residential street has more than tripled. On numerous occasions when I am driving down Becca Avenue and someone is J-walking (usually either looking at their phone or drinking), they sometimes stop in the middle of the street and look at me like I'm the crazy one.....almost as though I'm going to run over them or something. Of course, I know that pedestrians always have the right of way no matter what but isn't J-walking illegal? There are so many things wrong about this parking lot. My understanding is there are other options for parking and this illegal parking lot should not be allowed. Thank you for taking all this into consideration Mark.
