FPM Committee Minutes 08/14/2019 August 14, 2019 MINUTES OF THE COLLIER COUNTY FLOODPLAIN MANAGEMENT PLANNING COMIVIIT'I'EE MEETING Naples, Florida, August 14, 2019 LET IT BE REMEMBERED, the Collier County Floodplain Management Planning Committee in and for the County of Collier, having conducted business herein, met on this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management Division Building, Conference Room#609/610, 2800 N. Horseshoe Drive, Naples, Florida, with the following members present: Chairman: Jerry Kurtz, CC Staff Vice Chairman: Craig Pajer, CC Staff Kenneth Bills William Lang, CC Staff(Alt.) Lisa Koehler (Excused) Terry Smallwood, Everglade City James Hale (Excused) Jonathan Walsh, CC Staff(Excused) Joseph Gagnier (Excused) Stan Chrzanowski William Miller ALSO PRESENT: Christopher Mason, Floodplain Manager Amy Patterson, Director, Capital Projects Planning, Impact Fees and Program Management 1 August 14, 2019 Chairman Kurtz called the meeting to order at 9:00 a.m. 1. Approval of previous meeting minutes from May 8, 2019 Mr. Vasey moved to approve the minutes of the May 8, 2019 meeting as presented. Second by Mr. Chrzanowski. Carried unanimously 10— 0. 2. SCORE Floodplain Management CAV meetings update Mr. Mason reported a review was completed with 10 permits needing further clarification and staff submitted the necessary documentation on the matters and the County is in 100 percent compliance as of June of 2019. 3. Floodplain Management Section Staff and Plans Review new CFM's Mr. Mason reported 4 new CFMs (Certified Floodplain Managers) have been added to staff 4. Floodplain Management Section Current Project Update Mr. Mason reported on the following projects: • Staff working with Emergency Management Service to update the flood plain annexes for the local mitigation strategy. • The Floodplain Management Plan is slated to be updated in 2020 however the activity may be delayed into 2021 to ensure concurrency with the new CRS manual. • Preparation of the new floodplain maps is underway. The following concerns were noted during committee discussions: • The updating of the new floodplain maps may not correlate with any new LIDAR mapping, creating the need for revisions after the process. • General observation, the mapping process does not address current conditions given the length of time required to develop them. Staff noted they would contact the necessary parties to notify them of the concerns regarding the LIDAR mapping. 5. Sea Level Rise Subcommittee Update Ms.Patterson reported the NOAA study continue into its third year and the County is awaiting confirmation on award of the 2nd grant to fund activities and a review of the vulnerability assessment is underway. The Committee requested staff to determine the status of any tidal gauges in Naples Bay. 6. Floodplain Management Plan Mitigation Update Mr. Mason submitted the "FMP Progress Report for 2019 Action Items 3rd Quarterly Meeting 2019— August 14, 2019"for informational purposes and reported on the following staff activities: • Continuing to implement policies requiring BMPs (Best Management Practices) for erosion and sediment controls to comply with NPDES permit requirements - Engineering Review Section continues to implement BMP's policies. Pollution Control Section continues to respond to sediment and erosion control complaints and educates on deficient BMP utilization. • Continuing stormwater management and water quality programs to address BMP throughout the County -Pollution Control Section continues to operate an ambient water quality monitoring 2 August 14, 2019 program designed to monitor trends in the County's water quality. This information is used to prioritize stormwater capital improvement projects. • Maintain a professional landscaper certification program - Upcoming class mangrove trimming and regulations workshop 9/17/2019 at the Rookery Bay Environmental Learning Center. • Development of a LID (Low Impact Development) manual - The draft LID manual is complete and was sent to Engineering Review on 7/24/2018. During Committee discussion it was noted the County's amended Fertilizer Ordinance was adopted which did not include a wet season ban as the science did not support the restrictions, however the document does contain Best Management Practices for those applying the chemicals 7. Review development from the last quarter Mr. Mason reported 791 permits were issued for construction of new commercial, multifamily and 1 — 2 family structures from April 1 —June 30. 8.
