EXECUTIVE SUMMARY
Recommendation to approve the purchase of one (1) para-transit vehicle through
the 5310 grant that only require a 10% match through the County,
OBJECTIVE: To approve the use oflocal money from Fund 427, Project 314271 for a
10% local match in the amount of $8,928.70 for the purchase of the para-transit vehicle.
CONSIDERATION: Collier County has been awarded a Federal Transit Administration
(FTA) FY2007-2008 5310 grant to purchase an additional para-transit vehicle that
requires a 10% County match, Prior BCC approval was received on January 9, 2007 to
accept the FTA FY2007-2008 5310 grant to purchase four vehicles, ifawarded. On June
12, 2007 the BCC approved the acceptance of an FTA FY2007/2008 grant award to
purchase three para-transit vehicles, On October 11, 2007 Collier County received a
notice from the Florida Department of Transportation (FDOT) of a revised grant award
determination for the purchase of one additional para-transit vehicle, making a total grant
award of four vehicles, The County is only required to write a purchase order equaling
10% of the total cost of the vehicle, The remaining 90% (80% Federal and 10% State) of
the total costs for the vehicle are covered by purchase orders v.ritten by FDOT using the
awarded FT A FY2007-2008 5310 grant money,
The Para-transit system maintains a capital replacement schedule for vehicles, The
purchase of this vehicle will replace a para-transit vehicle that has approximately 250,000
miles and was recommended for replacement by Fleet Management, The para-transit
vehicle will be purchased through the FDOT Vehicle Procurement Program using a
combination ofFY07 FT A 5310 grant money and the 10% local matching money,
Each year for the past nine years, the Florida Vehicle Procurement Program has assisted
transit agencies in purchasing transit vehicles in the most economic way possible, This
procurement program is managed by the FDOT and administered by the Center for Urban
Transportation Research (CUTR),
FISCAL IMP ACT: The County match in the amount of $8,928,70 will be expended
from Fund 427, Project 314271,
GROWTH MANAGEMENT IMPACT: Consistent with Objectives 10 and 12 of the
Transportation Element of the Growth Management Plan,
RECOMMENDATION: That the Collier County Board of Commissioners authorize
the use of local money from Fund 427, Project 314271 in the amount of $8,928.70 for the
purchase of a para-transit vehicle from the FY 07 Florida Vehicle Procurement Program,

Congratulations! The Florida Department of Transportation has determined that it may award an
additional vehicle to Collier County through its Fiscal Year 2007/2008 Federal Transit Administration
Section 5310, "Elderly and Persons with Disabilities Program,"
This award is based on your agency's granl application dated January 12,2007, our eontinuing efforts to
maximize the effeetiveness of program funds, and our on-going eommunieation with you and your staff
relative to Collier County's needs and how this Department could help, Your agency was positioned,
according to the Department's grant award criteria and procedures, to receive this increase in funding,
following identifieation of additional pro!,,'ram funds to alloeate to local projects,
The Department's grant application review committee encountered a challenging task of ranking
applications and selecting grant award recipients this cycle due to limited funding and meritorious
applications, Department staff and the community representative who served on Ihe grant application
evaluation committee followed grant award criteria and were constrained by limited funding, District
One, eomprised of twelve counties, reeeived thirteen (13) funding applications in this grant cycle for
$2,808,478 in total requests, an increase of 20% more funding requested when compared to last year, Of
the total amount agencies requested, the total of the combined State and Federal shares is $2,527,630,
The Department is able to meet $1,898,472 in total funding requests, of which the total of State and
Federal shares available is $1,708,624, We are unable to meet $910,006 (at 100% value) in applicants'
needs,
This letter contains important steps that your agency should be aware of:
1. The Notice of Grant Award is enctosed, It contains the capital equipment description and
specific amount awarded to your agency, subject to Federal approval of the State's Revised
Program of Projects, An authorized local grantee signatory must expeditiously sign and
return to me the Aceeptanee of Grant Award in order for the grant award process to be
eompleted,
2, Your agency's project must be listed in the Metropolitan Planning Organization's (MPO)
Transportation Improvement Program (TIP) due to Collier County's Urbanized Area status,
Please be sure to coordinate with your local MPO representative on this requirement.
