EXECUTIVE SUMMARY
Authorization to transfer .25 FTE from Fund 113 to Fund 111 to allow two 35-hour positions
(.875 FTE) in Code Enforcement to be full-time 40-hour employees
OBJECTIVE: That the Board of County Commissioners authorize the transfer of .25 FTE from
Fund 113 to Fund III increasing the FTE count for 2 positions in the Code Enforcement Department
from 1.75 FTE to 2.0 FTE.

CONSIDERATIONS: During the FY 2007 budget process the Board of County Commissioners
authorized an increase in FTEs for the Code Enforcement Department of 2 part-time Customer
Service Specialist positions, one for the Naples office and another for the Immokalee office. Both
positions have been filled with the 1mmokalee hire being instrumental in providing more public access
to the community of Immokalee and the Naples hire helping to improve the effectiveness of the
Special Magistrate hearing process.
Both positions are ,875 FTE with benefits paid in accordance with CMA# 5343 (B)(2) "Regular part-
time employees that are regularly scheduled for at least 30 hours but less than 40 hours per week on a
regular year round basis shall receive paid holidays, sick leave, vacation or other types of leave on a
relative percentage of time worked to the normal assigned work period and shall be eligible for
insurance coverage as provided to tull-time employees," -nle workload in the Department for both
positions far exceeds what can be accomplished within the normal workweek therefore the additional
5 hours that would be authorized with the approval of this request will go a long way with improving
the efficiency of the Department.
In the past fiscal year with the hiring of the two positions in question the Department authorized 437
hours of overtime for customer service staff, excluding hours worked by 3 separate job bankers, in
order to accomplish essential tasks for the Department. I t should be noted that the approval of this
request will not result in an increase in the FTE jor the Community Development Services Division or
for the agency at large.
GROWTH MANAGEMENT IMPACT: None.
FISCAL IMPACT: The approval of this request will only result in an increase in the FTE count in
the Code Enforcement Department by .25 and will not require an increase to the Personal Services or
Operating Expenses portion of the Department Budget. The transfer can be absorbed through the
current FY 2008 budget.
LEGAL CONSIDERATION: This request has no outstanding legal considerations.
RECOMMENDATION: That the Board of County Commissioners authorize the transfer of.25
FTE from Fund 113 to Fund III to allow two part-time 35-hour positions in the Code Enforcement
Department to be two full-time 40-hour positions for the Department.
