Recommendation that the Board of County Commissioners approve a second one-
year extension of the required time frame for job creation for Lucy Hair Salon, an
approved participant in the Fee Payment Assistance Program and the .Job Creation
Investment Program and specify this as the final time extension for creating the
required jobs
OBJECTIVE: Recommendation that the Board of County Commissioners approve a

CONSIDERATIONS: On November 29,2005. the 130ard of County Commissioners
(Board) approved the application 1,.1' Lucy llair Salon. located in Immokalce, to
participate in the Fcc Payment Assistance Program and the Job Creation Investment
Program(!tcm16A[4]), As listed;n the applicallon. the c:on,lruction "flhe building was
scheduled to begin in December () I' 2005 with completion in February of 2006,
Additionally. three of the required new jobs were to be created by December 3!, 2006
and two more by December 31,2007,
On June 12, 2007, the Board approved a one-year time cxtcnsion f,)r the creation of the
required jobs, which resulted in the requirement t'Jr three ncw jobs to be created by
December 3], 2007 and two more by December 31, 2008 (Item lOA). Staff has received
correspondence (attached) from Ms, Lucy Zuniga, owner of Lucy Hair Salon, requesting
a second one-year extension to create the required jobs, As stated in the correspondence,
the building is under construction, and will not be complete and open for business until
February of 2008. Therefore, based on this request. thc required time frame for creation
of the new jobs would be extended to three new jobs by December 31, 2008 and two
more new jobs by December 31, 2009.
If the Board elects to allow for the extension, staff recommends that the Board specity
that this will be the final time extension granted for this project. If the required jobs are
not created within the new time framc, the applicant will be removed from the .Job
Creation Investment Program based on the failure to create the required jobs, No funding
related to the .Job Creation Investment Program has been provided to the applicant to
date. Additionally, the applicant will be removed from the Fee Payment Assistance
Program based on the default of the executed Fee Payment Assistance Agreement and
will be required to repay the impact fees related to the project that were paid with funds
specifically budgeted for the economic incentive programs, The impact fees paid on
behalf of this project total $18,527.78 and are secured with a lien on the subject property,
FISCAL IMPACT: There is no fiscal impact related to the request for extension.

GROWTH MANAGEMENT IMPACT: The economic incentive programs are
consistent with Objective 3 of the Economic Element of the Collicr County Grovvth
Management Plan which states: "Collier County will suppOJ1 programs which are
designed to promote and encourage the recruitment of new industry as well as the
expansion and retention ofcxisting industries in order to diversify the County's economic
base,"
LEGAL CONSIDERATIONS: This request is completely at Board discretion. The
Board is free to grant the request. reject the request. or modify the recommended action, --

Re: Lucy Hair Salon Economic Stimulus Program Extension Request
Dear Ms, Patterson:
On November 29, 2005, the Collier County Board of County Commissioners (BCC)
approved my request to participate in the Collier County Economic Stimulus Programs:
Fee Payment Assistance and Job Creation, Per the agreement. my project was to create a
minimum of 3 jobs by December 31. 2006,
Economic conditions and a change in contractors due to project mismanagement caused
me to request a one year extension to December 31, 2007 which the BCC approved in
June 2007. J received my building permit in October 2007 and began construction of the
facility immediately. Although the building is progressing quickly, I do not anticipate
occupying the new facility until February 2008 and am requesting an additional twelve
month extension of time to create the required jobs.
