EXECUTIVE SUMMARY
Recommendation to pay an outstanding FY 2007 invoice of $12,971 using
FY 2008 Lethal Yellowing Disease allotment funds for suppression and
removal services rendered while implementing the Collier County Lethal
Yellowing Disease Ordinance 2004-11.
OBJECTIVE: To provide funding to pay outstanding invoice with 2008 Palm Lethal
Yellow Disease funds.
CONSIDERATIONS: The Collier County University Extension department has been
designated the lead agency in the monitoring and suppression program of Lethal
Yellowing Disease. Areas within the county that are deemed infected must undergo
mandatory inoculation or infected tree removal by a licensed contractor. Ordinance
2004-11 dictates the use of all available county resources including expenditures not to
exceed $20,000 in any fiscal year to implement this suppression program.
From 2001 to 2006 the funds allocated to implement the PLY suppression program
adequately covered monitoring, inoculations and tree removals. In 2007 new areas of
Christmas palm inoculations and tree removals along with interruption of
contractor billing yielded payment delays ($12,971) for the program beyond the FY 2007
fiscal year.
The University Extension Department is seeking the board's approval to utilize 2008
Palm Lethal Yellow Disease funding to pay the outstanding 2007 invoice.
FISCAL IMPACT: The fiscal impact of $12,971 will be taken from the current fiscal
budget under 001-15711 0-64990, Other Miscellaneous Services.
GROWTH MANAGEMENT IMPACT: No growth management impact with this action.
LEGAL CONSIDERATION: Invoice may be paid from current funding since the amount
remains under Ordinance cap.
RECOMMENDATION: Recommendation to pay an outstanding FY 2007 invoice of
