EXECUTIVE SUMMARY
Recommendation to the Board of County Commissioners to direct staff to add to
the 2006 Cycle of Growth Management Plan Amendments proposed amendments
affecting model home conditional uses in the County Road 951 corridor, an
amendment to the Future Land Use Map Designation for the Collier County-owned
"Margood Property" in Goodland, a time extension for the early entry Transfer of
Development Rights bonus severance availability or possible replacement of that
bonus, and other housekeeping amendments which will serve to correct
omissions, errors, and otherwise harmonize all portions of the Growth
Management Plan

OBJECTIVE: For the Board of County Commissioners (BCC) to consider directing staff
to add certain proposed amendments to the 2006 cycle of amendments to the Collier
County Growth Management Plan (GMP).
CONSIDERATIONS: It has become apparent during the use and application of the
GMP, that both the BCC and staff have determined the need to make sell-initiated
amendments to the GMP. These proposed amendments, one or more of which may
necessitate a subsequent Land Development Code amendment, include:
1. Change to Model Home Conditional Uses in the CR 951 Corridor, as directed by
the BCC during its November 27,2007 meeting.
2. Change the Future Land Use Map Designation of the "Margood" property on
Goodland to the Conservation Designation, as required by a state grant Collier
County used to acquire this property for park and open space purposes.
3. Extending the time period in which the early entry Transfer of Development
Rights bonus severance is available for Sending Lands in the Rural Fringe Mixed
Use District, as discussed by the BCC during its January 29, 2008 meeting; or,
perhaps replacing that bonus with a new program entry bonus.
4. Numerous non-substantive text and map amendments to correct omissions,
errors, renumbering, inadvertent deletions, etc. so as to cause the Growth
Management Plan to be better "harmonized" throughout.
FISCAL IMPACT: The fiscal impact to Collier County will consist of application fee and
public notice requirements (cost of legal advertising, posting of the notice of public
hearing sign(s), notice of the Neighborhood Information Meeting (NIM) and conducting
the NIM). However, these costs would be borne whether included in the 2006 cycle of
amendments or a later cycle.
LEGAL CONSIDERATIONS: This Executive Summary has been reviewed by the
County Attorney's office for legal sufficiency.
GROWTH MANAGEMENT IMPACT: II the BCC grants the requested authorization, the
proposed amendments will be drafted by staff and incorporated into the upcoming 2006
GMP amendment cycle during which these amendments will be and vetted through the
required advertised public hearings before the Collier County Planning Commission and
BCC, scheduled for Spring and Fall of 2008.
STAFF RECOMMENDATION: That the BCC provide the requested direction to add the
proposed amendments to the 2006 cycle of GMP amendments.
