EXECUTIVE SUMMARY
REPORT TO THE BOARD OF COUNTY COMMISSIONERS ON THE COUNTY
ATTORNEY RECRUITMENT PROCESS BY ANDREA SIMS, WATERS-OLDANI
EXECUTIVE RECRUITMENT
OBJECTIVE: To initiate a discussion with the Board regarding the recruitment process and obtain
further direction and clarification on sunshine law issues, including possibly designating a person to
assure that all actions taken adhere to the Sunshine Law.
PROCESS AND TIMELlNE: This process was presented by Steve Carnell, Purchasing Director,
and approved by the BCC at the November 13, 2007 Board meeting. The process was based upon
and consistent with the process utilized by the City of Naples to hire its new City Manager last fall.
1. POST AND ADVERT/SE THE POSITION (Regular BCC Meeting)

o Waters Consulting (WCG) visits + meets with commissioners individually -11/26/07
o WCG presents overview of recruitment process to BCC publicly - 11/27107
o BCC directs WCG to prepare and issue recruitment brochure -11-27-07
o Executive Manager to BCC (EM) forwards all "early" appiications + inquiries to WCG - 11-27 -07
o WCG produces and distributes recruitment brochure 12-10-07
o WCG places advertisements in appropriate publications - week of 12-10-07
o WCG notifies all "early" applicants of position posting?
2 REVIEW INITIAL RESUMES AND DISTRIBUTE CANDIDA TE QUEST/ONAIRES
o WCG receives resumes and forwards copies to EM (after submission deadline) - 1-23-08
o WCG reviews each against minimum quaiifications
o WCG forwards questionnaire to" top" candidates
o WCG reviews and summarizes responses
o EM schedules Board agenda date for BCC to select Initial interview candidates - 1-29-08
3, REVIEW QUEST/ONAIRE RESPONSES - In Process - 2/26/08
o WCG summarizes process to date (# of applicants, names of applicants, etc,)
o WCG summarizes qualifications of recommended "top" candidates
o WCG recommends + BCC selects candidates for initial interview conducted by WCG
o WCG recommends and BCC determines general format of interviews
o EM schedules agenda date for BCC to select candidates for on site interviews
4, SCHEDULE/CONDUCT INITIAL 1/1 INTERVIEWS - March, 2008

o WCG conducts initial interviews
o WeG conducts background checks for each recommended finaiist
o WeG summarizes results and presents findings to Bee
o BCe selects lists of "finalists" for follow up, "on site" interviews
o WCG recommends and BCC determines format of Interviews
o EM schedules agenda date for BCC to interview finaiists on site

5. CONDUCT ON SITE INTERVIEWS + SELECT CANDIDA TE
o Finalists meet with Board publicly and/or individually
o WCG facilitates group interview
o BCe selects top candidate and selects appropriate individual to negotiate with selected

6. CONTRACT APPROVAL (BCC Meeting)
o EM schedules agenda date for BCC to approve negotiated contract
o BCe approves contract with selected candidate

RECOMMENDATION: That the Board of County Commissioners provide staff with further
direction on how to proceed in the County Attorney recruitment process.
