EXECUTIVE SUMMARY
Recommendation for the Collier County Community Redevelopment Agency (CRA) to
authorize the creation and funding of a Full Time Employee (FIE) position (Project
Manager) for the Immokalee area in FY08; recommend that the BCC approve an
Immokalce Fund (186) FY08 Budget Amendment for the position; and authorize the
Executive Director to advertise the position as an internal transfer for applicants from the
County Manager agency and hire a qualified applicant (Fiscal Impact: $35,181 FY08).
OBJECTIVE: To receive CRA authorization to create and fund a Immokalee CRA staff
position (Project Manager - BCC Pay Grade 22) under the direct supervision of the area CRA's
Executive Director; to authorize the Executive Director to advertise the position as an internal
transfer for applicants from the County Manager agency and hire a qualitied applicant; and to
receive BCC approval of a Fund 186 budget amendment for FY08 to fund the position.
BACKGROUND: BCC RESOLUTION No. 2000-83 established the CRA Board as 'a legal
entity, separate, distinct, and independent from the BCC.'

Collier County Ordinance 2000-42 estahlishes the Redevelopment Trust Fund and appoints the
Board of County Commissioners (BCC) as the governing body of the Community
Redevelopment Agency and the trustee of the Redevelopment Trust Fund.
Florida Statute l63.356(3)(c) states "An agency may employ an executive director, technical
experts, and such other agents and employees, pennanent and temporary, as it requires, and
determine their qualifications, duties and compensation."
On April 24, 2007, the Board of County Commissioners acting as the Collier County Community
Redevelopment Agency (Agenda Item l4A) authorized the establishment of a new Immokalee
CRA office complete with an Executive Director and two (2) support statf. Pursuant to the
CRA Advisory Board recommendation, the original budget for FY 08 appropriated funds for
only the Executive Director and one SUPP011 position - leaving the third position for funding in
FY 09. The position of Executive Director was filled on December 3, 2007 while the
Administrative Assistant position was filled on February 4, 2008.
CONSIDERATIONS: The CRA's Local Advisory Board for the Immokalee component closely
monitors the CRA Staffs work, workload and progress in accomplishing the goals and
objectives of the Redevelopment Plan.
As the County Manager agency discussed a reduction in force, the option to activate the
proposed new FTE for the CRA and absorh a county employee was discussed. The option was
rcviewed with the Human Resourccs Department for procedures and Office of Management &
Budget for funding. Both concurred the option was viable.

On February 20, 2008 at a publically advcl1ised regular monthly meeting, the Local Advisory
Board discussed the merits of augmentation of the current CRA staff in FY08 instead of FY09
based on the anticipated work load and planned projects. The Advisory Board recommended that
the CRA approve the creation of an additional CRA Full Time Employee (FTE) position (Project
Manager - BCC Pay Grade 22), under the CRA Executive Director, to be funded beginning in
FY08 from the CRA Trust Fund. The BCC Classification Specifications for Project Managcr is
attached as Exhibit A. .

As backup to document the projects and programs currently underway, attached are the
Immokalee FY08 Goals as Exhibit B and the Project List as Exhibit C.
The current budget for personal services represents 28% of the total operating budget and this
would increase to 36% of the total operating budget. The FY08 Budget Amendment to fund the
FTE position is attached as Exhibit D.
FISCAL IMPACT: Recent legislative tax reductions slightly decreased the FY2008 increment
received; however sufficient CRA annual revenues and reserves are available to fund modcst
redevelopment projects and meet the goals and objectives of the Redevelopment Plan.
Immokalee CRA Trust Funds and the FY08 Fund (186) budget have ample reserves to effect the
terms of the FTE if approved. The fiscal impact of salary and benefits for the remaining six (6)
months of FY08 is $35, I 8 I, and the annual impact for FY09 will be $78,057. A CRA Budget
Amendment is attached for submission to the BCC for approval.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATION: That the CRA authorize the creation and funding a FY08 Immokalee
CRA staff position (Project Manager - BCC Pay Grade 22) under the direct supervision of the
area CRA's Executive Director; authorize the Executive Director to advertise the position as an
internal transfer from the County Manager agency and hire a qualified applicant; and forward a
CRA budget amendment for the position to the BCC for approval.

CLASSIFICATION TITLE:
CRA Project Manager
PURPOSE OF CLASSIFICATION
This position manages and monitors special redevelopment projects and programs of high visibility and economic
benefit located in the Immokalee Community Redevelopment Area (CRA) of the County. The purpose of this
classification is to coordinate special projects and conduct research and analysis of various departmental functions and
operations. Work at this level is of a responsible, technical or professional level relative to a supporting role in the
management of the lmmokalee CRA, and its projects, but without supervisory or managerial responsibilities. All
authority and autonomy inherent in this classification is at the discretion of and delegated by the Executive Director.
Work is pcrfonned exercising considerable initiative and is independent in undertaking and completing
redevelopment assignments. The position involves extensive contact with government officials. public and private
agencies. the development and business community, citizen groups. advisory boards and other departments.
SALARY RANGE: $55,795 - $R2,051 annual DOQ
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not
exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties may be requirrd and assigned.
Coordinates special projects for the department including the planning, design, implementation, and evaluation of
moderate construction/maintenance projects, management studies, introduction of new programs, and various
professional services: assists in defining the scope of the project; identifies and recommends proper allocation of
financial, material, and human resources committed to the project; formulates solutions and resolves problems;
facilitates implementation of the project; and provides administrative support to the project as needed. Work at this
level is usually relegated to coordination of the CRA's participation in major CRA and,/or county projects, and
serves in a secondary or subordinate role to the designated construction manager for assigned capital improvement
projects.
Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures to ensure
compliance with approved budget.
Prepares project schedules; monitors progress of project in meeting established schedule.
Coordinates process for bidding and contracting of services; prepares Requests for Proposal (RJ'Ps) for engineering
services, design services, construction services, inspection services, maintenance services, or other services; prepares
bid packages; conducts pre-bid and pre-construction meetings; participates in negotiations of scope of services and fees
for professional services agreements: makes recommendations to Boards regarding selection of vendors and aV\..'arding
of contracts; compiles language for contracts and specifications packages.
Oversees professional contractors and/or consultants providing services for projects: participates in the evaluation
and selection of contractors/consultants; interfaces with and monitors the contractors/consultants to ensure timely
and quality completion of project; facilitates cooperation with the project throughout the organization; and provides
infonnation and support as nceded.
Assists the Executive Director with strategic and long-range planning for CRA operations: participates in planning
etfort" at the local and regional level.

Administers grants for various state and federally funded programs: compiles and submits grant applications;
researches funding sources and program opportunities; assists departments with grant activities; monitors and ensures
compliance with all requirements for awarded grants.
Represents the Executive Director and Advisory Board at various meetings, functions, and events: serves as a liaison
to various civic or governmental organizations and committees, taskforces, boards, and commissions; confers
regularly with officials from the state, authorities, and commissions; provides information about eRA operations;
participates in discussions and decisions; and keeps the Executive Director apprised of activities.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Bachelor's degree in PubliclBusiness Administration, urban planning, operations research, landscape architect, or
related field; supplemented by three years of experience in area of assignment; or any equivalent combination of
education, training, and experience in redevelopment, a municipality, or economic development. Understands
govemmentallaws, regulations and policies. Must possess and maintain a valid Florida dliver's license.
