EXECUTIVE SUMMARY
Recommendation for the Collier County Community Redevelopment Agency (CRA) to
authorize the creation and funding of a Full Time Employee (FTE) position (Operations
Coordinator) for the Bayshore/Gateway Triangle area in FY08; recommend that the BCC
approve a Fund 187 FY08 Budget Amendment for the position; and authorize the
Executive Director to advertise the position as an internal transfer for applicants from the
County Manager agency and hire a qualified applicant. (Fiscal Impact: $31,020 FY08)
OBJECTIVE: To receive CRA authorization to create and fund a Bayshore Gateway Triangle
CRA staff position (Operations Coordinator - BCC Pay Grade 16) under the direct supervision
of the area CRA's Executive Director; to authorize the Executive Director to advertise the
position as an internal transfer for applicants from the County Manager agency and hire a
qualified applicant; and to receive BCC approval of a Fund lS7 budget amendment for FYOS to
fund the position.
BACKGROUND: BCC RESOLUTION No. 2000-S3 established the CRA Board as 'a legal
entity, separate, distinct, and independent from the BCe.'
Collier County Ordinance 2000-42 establishes the Redevelopment Trust Fund and appoints the
Board of County Commissioners (BCC) as the governing body of the Community
Redevelopment Agency and the trustee of the Redevelopment Trust Fund.
Florida Statute 163.356(3)(c) states "An agency may employ an executive director, technical
experts, and such other agents and employees, pelmanent and temporary, as it requires, and
determine their qualifications, duties and compensation."
The Bayshore Gateway Triangle CRA Executive Director position was created in 2004. He is a
CRA contract employee that reports directly to the CRA Board. He manages two CRA
authorized employees (Project Managers - positions created/funded in Octobcr 2006).
CONSIDERATIONS: The CRA's Local Advisory Board for the Bayshore Gateway Triangle
component closely monitors the CRA Staff's work, workload and progress in accomplishing the
goals and objectives of the Redevelopment Plan. During the FYOS budget submission cycle, the
Advisory Board considered creation and funding a Full Time Employee (FTE) for FYOS;
however tabled the request for the FTE (CRA Operations Coordinator) until the FY09 budget
cycle.

As the County Manager agency discussed a reduction in force, the option to activate the
proposed new FTE for the CRA and absorb a county cmployee was discussed. The option was
reviewed with the Human Resources Depmiment for procedures and Office of Management &
Budget for funding. Both concurred the option was viable.
On February 19, 200S at a publically adveliised workshop, the Local Advisory Board discussed
the merits of augmentation of the current CRA staff in FY08 instead of FY09 based on the
anticipated work load and planned projects. On March 4, 200S, the Advisory Board
recommended that the CRA approve the creation of an additional CRA Full Time Employee
(FTE) position (Operations Coordinator - BCC Pay Grade 16), under the CRA Executive
Director, to be fully funded in for FYOS from the CRA Trust Fund. The Bec Classification

As backup to document the projects and programs currently underway, attached are the Bayshore
Gateway Triangle FY08 Goals and Project List as Exhibit B, and the CRA Staff Project
Assignment List as Exhibit C.
The CRA completed several transportation corridor studies in FY07 and CRA Staff has proposed
design of the studies' recommendations in FY08 with plans to fund their construction in FY09.
Also the fifteen (15) residential lots owned by the CRA are planned to begin the first phase of
home construction in FY09. This year CRA Staff is pursuing the completion of a vacant
commercial property inventory to be followed by the development of an incentive plan as a
catalyst for continued quality growth and redevelopment.
The current budget for personnel (salary & benefits) is I I % of the total expenditures and the
addition of one FTE will increase that budget to 13% of the total expenditures. The FY08 Budget
Amendment to fund the FTE position is attached as Exhibit D.
FISCAL IMPACT: Despite changes in the local real estate market the gross value of all
property within the CRA boundary continues to increase - resulting in an increase in the CRA
Tax Increment revenues. Recent legislative tax reductions slightly decreased the FY2008
increment received. The September 2007 Florida Supreme Court ruling has prevented the CRA
from acquiring large sums of cash to fund large capital or expensive projects; however sufficient
CRA annual revenues and reserves are available to fund modest redevelopment projects and
meet the goals and objectives of the Redevelopment Plan. Bayshore Gateway Triangle CRA
Trust Funds and the FY08 Fund (187) budget have ample reserves to effcct the terms of the FTE
if approved. The fiscal impact of salary and benefits for the remaining six (6) months ofFY08 is
$31,020, and the annual impact for FY09 will be $68,721. A CRA Budget Amendment is
attached for submission to the BCC for approval.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Swnmary.
RECOMMENDA TION: That the CRA authorize the creation and funding a FY08 Bayshore
Gateway Triangle CRA staff position (Operations Coordinator - BCC Pay Grade] 6) under the
direct supervision of the arca CRA's Executive Director; authorize the Executive Director to
advertise the position as an internal transfer from the from the County Manager agency and hire
a qualified applicant; and forward a CRA budget amendment for the position to the BCC for
approval.

OPERATIONS COORDINATOR
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform varied administrative technical and advanced general assistance duties
in support of department management staff; to compile information for use in record keeping and report preparation;
to lead and participate in assigned office and administrative activities and to provide professional, effective and
efficient public service assistance to the general public. Work involves preparing and processing varied
administrative documents such as payroll, budget purchasing, etc.; preparing a variety of operational document~,
forms, reports, records and summaries; enteling data and retrieving information from department databases; and
maintaining automated and manual files.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not
exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties may be required and assigned.
Coordinates the activities of assigned support, administrative, office and technical functions. Review and processes a
variety of internal and external repOllS, forms. invoices, contracts and related documents. Prepares related statistical
summaries and narrative reports.
Receives and responds to requests, inquiries and complaints from the public, other jurisdictions and other County
divisions, departments and sections. Prepares and proofreads correspondence for fomlat, accuracy and
completeness. Coordinates activities ,"vith and provides information to outside contractors and service providers;
attends bid conferences as required.
Reviews and summarizes a variety of fiscal, statistical and administrative information; prepares related reports and
memoranda. Develops and revises department forms and repOlt formats, as ,"",ell as report preparation procedures.
Develops, implements and maintains a variety offile systems.
Performs a vatiety of administrative duties for the department to include preparing and/or processing budget,
purchasing, payroll and accounting documents. Coordinates the preparation of budget development document',,; tracks
expenditures and revenues; and prepares budget amendments. Records and deposits monies received by the
department.
Serves a" liaison between assigned department and Support Services departments, including Information Technology,
Human Resources, Risk Management, and Purchasing.
Enters data into department databases, to include infollnation from administrative functions and from
operationaJiprogram activities.
Establishes and maintains automated and manual records and files.
Provides assistance and inforn13tion to internal and external callers and visitors regarding the department, its programs
and services and the adminisirative SUppOli functions. Refers caiiers,ivisitors to appropriate staff as needed.

Performs special projects as assigned.
Orders office supplies; makes travel arrangements and reservations; and maintains calendars for management staff or
conference rooms.
Operates a personal computer, telephones, copiers and other general office equipment as necessary to complete
essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Performs other related duties as required.
In the event of a declared state of emergency, employees in this classification may be called to work during days or
hours other than those for which they are regularly scheduled.
MINIMUM QUALIFICATIONS
High school diploma or GED; with additional coursework in business, accounting or secretarial sciences; supplemented
by two years of progressively responsible experience performing clerical work; or any equivalent combination of
education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
